日本国とイスラエル国との間の文化及び教育の交流に関する交換公文

Tokyo, December 12, 1994
書簡をもって啓上いたします。本使は、イスラエル国と日本国との間の文化及び教育の交流を促進することが両国民の間の相互理解及び友好の一層の増進に役立つであろうとのイスラエル国政府及び日本国政府の共通の確信に基づく次の取極を本国政府に代わって提案する光栄を有します。
Excellency, I have the honor to propose, on behalf of my Government, the following arrangements which are based on the common belief of the Government of the State of Israel and the Government of Japan that the promotion of cultural and educational exchanges between the two countries will contribute to the furtherance of mutual understanding and friendship between the peoples of the two countries:
1(1) 両国政府は、次に掲げる形態により、政府機関並びに公の機関及び団体を通じて協力する。
1.(I) The two Governments will cooperate through government organs as well as official institutions and organizations in the following forms:
(a) 学者、学生、芸術家、作家、講演者、ジャーナリスト、運動競技者その他文化的又は教育的活動に従事する者の交流
(a) Exchange of scholars, students, artists, writers, lecturers, journalists, athletes and other persons engaged in cultural or educational activities;
(b) 大学その他の教育機関における修学及び研究のための他方の国の国民に対する奨学金の供与
(b) Granting of scholarships to the nationals of the other country for study and research at universities or other educational institutions;
(c) 講演、演劇、美術展覧会その他の文化的行事の実施
(c) Holding of lectures, theatrical performances, art exhibitions and other cultural events;
(d) 公の広報資料の配布
(d) Distribution of official information materials;
(e) 書籍、定期刊行物その他の出版物の交換
(e) Exchange of books, periodicals and other publications ;
(f) 精選された文学作品の翻訳及ぴ出版の奨励
(f) Encouragement of translation and publication of selected works of literature.
(2) 両国政府は、また、将来合意することがあるその他の形態においても協力することができる。
(2) The two Governments may also cooperate in such other forms as they may agree upon in the future.
2 両国政府は、両国政府間の文化及び教育の交流に関する諸問題に関して、外交上の経路を通じて又は設置されている二国間の会議の場において協議する。
2. The two Governments will consult with each other through the diplomatic channel and/or at established bilateral meetings on matters of cultural and educational exchanges between the two Governments.
3 両国政府は、各種団体及び機関並びに個人の間の文化及び教育の交流をできる限り促進し容易にする。
3. The two Governments will promote and facilitate as much as possible cultural and educational exchanges between various organizations and institutions as well as individuals of the two countries.
4 この取極は、それぞれ自国の関係法令の範囲内で実施される。
4. The present arrangements shall be implemented within the scope of the relevant laws and regulations of the respective countries.
5 この取極は、二年間効力を有するものとし、その後においても、いずれか一方の政府がこの取極を終了させる意思を通告した日から三箇月の期間が満了するまで引き続き効力を有する。
5. The present arrangements shall remain in force for a period of two years and shall continue in force thereafter until the expiration of three months from the day on which either Government shall give notice of its intention to terminate the present arrangements. If the foregoing arrangements are acceptable to the Government of Japan,
本使は、更に、前記の取極が日本国政府にとって受諾し得るものであるときは、この書簡及び閣下のその旨の返簡が閣下の返簡の日付の日に効力を生ずる両国政府間の合意を構成するものとみなすことを提案する光栄を有します。
I have further the honor to propose that this Note and Your Excellency's reply to that effect shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.
本使は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。
I avail myself of this opportunity to extend to Your Excellency the assurance of my highest consideration.

書簡をもって啓上いたします。本大臣は,本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency, I have the honor to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows:

本大臣は、更に、前記の取極が日本国政府にとって受諾し得るものであることを閣下に通報するとともに、閣下の書簡及びこの返簡がこの返簡の日付の日に効力を生ずる両国政府間の合意を構成するものとみなすことに同意する光栄を有します。
I have further the honor to inform Your Excellency that the foregoing arrangements are acceptable to the Government of Japan and to agree that Your Excellency's Note and this reply shall be regarded as constituting an agreement between the two Governments, which will enter into force on the date of this reply.
本大臣は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。
