航空業務に関する日本国とアラブ連合共和国との間の協定の付表の修正に関する交換公文

(Japanese Note)
Cairo, August 29, 1994
書簡をもって啓上いたします。本使は、千九百六十二年五月十日に東京で署名された航空業務に関する日本国とアラブ連合共和国との間の協定及び両国の航空当局間で最近行われた協議に言及する光栄を有します。
Excellency, I have the honour to refer to the Agreement between Japan and the United Arab Republic for Air Services signed at Tokyo on May 10, 1962, and to the recent consultations held between the aeronautical authorities of the two countries.
本使は･前記の協議において到達した合意に従い、この書簡に同封する修正された付表が同協定の付表に代わるベきことを日本国政府に代わって提案する光栄を有します。
Pursuant to an agreement reached at the said consultations, I have the honour to propose, on behalf of the Government of Japan, that the Schedule of the Agreement be replaced by the revised Schedule set out in the enclosure to this Note.
前記の提案がエジプト･アラブ共和国政府にとって受諾し得るものであるときは、この書簡(同封物を含む。)及びその旨の閣下の返簡をこの問題に関する両国政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案いたします。
If the above proposal is acceptable to the Government of the Arab Republic of Egypt, it is suggested that this Note With its enclosure and Your Excellency's reply in that sense shall be regarded as constituting an agreement between the two Governments in this matter, which shall enter into force on the date of Your Excellency's reply.
本使は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。

Schedule
1 日本国の指定航空企業が両方向に運営する路線
1. Routes to be operated in both directions by the designated airline of Japan:
(1) 日本国内の地点―香港又はマニラ―ホーチミン・シティ―バンコック―ヤンゴン又はダッカ―カルカタ、ニュー･デリー又はボンベイ―カラチーシャルジャーアブ･タビ―又はドパイーダーラン又はパハレーン―テヘラン―クウェイト―ジツタ―カイロ―アテネ―ローマージュネーヴ又はチユーリッヒ―フランクフルト･アム･マイン、デュッセルドルフ又はケルン／ボン―パリ―ロンドン
(1) Points in Japan - Hong Kong or Manila - Ho Chi Minh City - Bangkok - Yangon or Dacca - Calcutta or New Delhi or Bombay - Karachi - Sharjah - Abu Dhabi or Dubai - Dhahran or Bahrein - Teheran - Kuwait - Jeddah - Cairo - Athens - Rome - Geneva or Zurich - Frankfurt an Main or Dusseldorf or Koeln/Bonn - Paris - London.
(2) 日本国内の地点―モスクワ―ヨーロッパ内の一地点―トルコ内の一地点―カイロ
(2) Points in Japan - Moscow - a point in Europe - a point in Turkey - Cairo.
注(1) (1)の路線中、次の区間については、いずれの方向にも運輸権を行使することができない。
Note (1) On Route (1), no traffic rights are to be exercised on the following sectors and v.v.:
カイロ―ローマ、カイロ―フランクフルト･アム･マイン、カイローパリ、カイロ―シャルジャ、カイロ―ジッタ及びカイロ―アテネ
Cairo - Rome, Cairo - Frankfurt Paris, Cairo - Sharjah, Cairo - Athens
注(2) 注(1)の規定にかかわらず、両締約国の航空当局の間の合意により注(1)のいずれかの又はすべての区間において運輸権を行使することができる。
(2) Notwithstanding Note (i) above, on any or all of the sectors in Note (1) can be exercised by agreement between the two aeronautical authorities.
注(3) (2)の路線では、日本国の指定航空企業は、エジプト･アラブ共和国の指定航空企業が大阪への業務を開始した後に、モスクワとカイロとの間、ヨーロッパ内の一地点とカイロとの間及びトルコ内の一地点とカイロとの間において運輸権を行使することができる。
(3) on Route (2), the designated airline of Japan may exercise traffic rights between Moscow and Cairo, between a point in Europe and Cairo and between a point in Turkey and Cairo, only after the designated airline of the Arab Republic of Egypt starts to serve Osaka.

2. Routes to be operated in both direction by the designated airline of the Arab Republic of Egypt:
(1) エジプト･アラブ共和国内の地点―ジッダ―クウェイト―テヘラン―ダーラン、パハレーン又はドーハーアプ･ダビー又はドパイ―シャルジｬ―カラチ―ボンベイ又はニュー･デリー―カルカタ―コロンボ―ヤンゴン―バンコック―シンガポール又はクアラ･ルンプール―ホーチミン･シティー香港又はマニラ―大阪―東京
(1) Points in the Arab Republic of Egypt - Jeddah -Kuwait - Teheran - Dhahran or Bahrein or Doha -Abu Dhabi or Dubai -Sharjah-Karachi - Bombay or New Delhi - Calcutta - Colombo -Yangon -Bangkok - Singapore or Kuala Lumpur -Ho Chi Minh City - Hong Kong or Manila - Osaka - Tokyo.
(2) エジプト･アラブ共和国内の地点―モスクワ―東京―大阪
(2) Points in the Arab Republic of Egypt - Moscow - Tokyo - Osaka.
注(1) エジプト･アラブ共和国の指定航空企業は、関西国際空港が国際航空業務について供用を開始した後に、大阪への業務を行うことができる。
Note (1) The designated airline of the Arab Republic of Egypt may serve Osaka only after the Kansai International Airport is opened to international air services.
東京に寄航する便で大阪に寄航してはならない。
Osaka shall not be served on the same flight with Tokyo.
注(2) (2)の路線では、エジプト･アラブ共和国の指定航空企業は、日本国の指定航空企業がカイロへの及びカイロからのコード･シェアリング運航を開始した後に、モスクワと東京との間及びモスクワと大阪との間において運輸権を行使することができる。
(2) On Route (2), the designated airline of the Arab Republic of Egypt may exercise traffic rights between Moscow and Tokyo and between Moscow and Osaka only after the designated airline of Japan starts code sharing operation to and from Cairo.
3 いずれの締約国の指定航空企業も、いずれかの又はすべての飛行に当たり、1及び2のいずれの地点への着陸も省略することができる。ただし、協定業務は、当該航空企業を指定した締約国の領域内の一地点をその起点としなければならない。
3. The designated airline of either Contracting Party may on any or all flights omit calling at any of the above mentioned points, provided that the agreed services begin at a point in the territory of the Contracting Party designating the airline.

書簡をもって啓上いたします。本官は、本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency, I have the honour to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows:

本官は、エジプト･アラブ共和国政府が日本国政府の前記の提案を受諾する旨を閣下に通報するとともに、閣下の書簡及びこの返簡をこの問題に関する両国政府間の合意を構成するものとみなし、その合意が本日効力を生ずることを確認する光栄を有します。
I have the honour to inform Your Excellency that the Government of the Arab Republic of Egypt accepts the above proposal of the Government of Japan and to confirm that Your Excellency's Note and this reply shall be regarded as constituting an agreement between the two Governments in this matter, which enters into force on this date.
本官は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。
