航空業務に関する日本国とフィンランド共和国との間の協定の付表の修正に関する交換公文

書簡をもって啓上いたします。本大臣は、千九百八十年十二月二十三日にヘルシンキで署名された航空業務に関するフィンランド共和国と日本国との間の協定(以下「協定」という。)第十六条の規定に従って千九百九十三年一月二十一日及び二十二日にヘルシンキにおいて行われたフィンランド共和国及び日本国の航空当局の間の協議に関し、前記の協議の結果、フィンランド共和国及び日本国の航空当局が協定の付表を別添のとおり修正することにつき合意したことを述べる光栄を有します。
Excellency, With reference to the consultations held in Helsinki on 21st and 22nd January 1993 between the aeronautical authorities of the Republic of Finland and of Japan in accordance with Article 16 of the Agreement between the Republic of Finland and Japan for Air Services, signed at Helsinki on 23rd December 1980 (hereinafter referred to as the "Agreement"), I have the honour to state that, as a result of the said consultations, the aeronautical authorities of the Republic of Finland and of Japan agreed to amend the Schedule to the Agreement as set out in the Attachment.
よって、本大臣は、更に、別添の新たな付表が協定の現行の付表に代わることをフィンランド共和国政府に代わって提案する光栄を有します。
Accordingly, I have further the honour to propose, on behalf of the Government of the Republic of Finland, that the new Schedule as set out in the Attachment shall replace the existing Schedule to the Agreement.
本大臣は、前記の提案が日本国政府にとって受諾し得るものであるときは、この書簡及びその旨の閣下の返簡をこの問題に関する両国政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案いたします。
If the above proposal is acceptable to the Government of Japan, it is suggested that this Note and Your Excellency's reply to that effect shall be regarded as constituting an agreement between the two Governments on this matter, which shall enter into force on the date of Your Excellency's reply.

1 日本国の一又は二以上の指定航空企業が両方向に運営する路線
1. Routes to be operated in both directions by the designated airline or airlines of Japan:
(a) 日本国内の地点－アラスカ内の地点－ヘルシンキ－ヨーロッパ内の三地点
(a) Points in Japan - points in Alaska - Helsinki - three points in Europe.
(b) 日本国内の地点－モスクワ－ヨーロッパ内の一地点－ヘルシンキ－ヨーロッパ内の三地点
(b) Points in Japan - Moscow - one point in Europe - Helsinki - three points in Europe.
2 フィンランドの一又は二以上の指定航空企業が両方向に運営する路線
2. Routes to be operated in both directions by the designated airline or airlines of Finland:
(a) フィンランド内の地点－アラスカ内の地点－東京
(a) Points in Finland - points in Alaska - Tokyo.
(b) フィンランド内の地点－モスクワ－東京－大阪
(b) Points in Finland - Moscow - Tokyo - Osaka.
注1 路線(b)では、フィンランドの一又は二以上の指定航空企業は、関西国際空港が国際航空業務について供用を開始した後に、大阪への業務を行うことができる。
Note: 1. On Rute (b), the designated airline or airlines of Finland may serve Osaka only after the Kansai International Airport is opened to international air services.
注2 路線(b)では、東京に寄航する便で大阪に寄航してはならない。
2. On Route (b), Osaka shall not be served on the same flight with Tokyo.
3 いずれの締約国の一又は二以上の指定航空企業が提供する協定業務も、当該締約国の領域内の一地点をその起点としなければならないが、特定路線上の他の地点は、いずれかの又はすべての飛行に当たり当該指定航空企業の選択によって省略することができる。
3. The agreed services provided by the designated airline or airlines of either Contracting Party shall begin at a point in the territory of that Contracting Party, but other points on the specified route may at the option of the designated airline be omitted on any or all flights.

書簡をもって啓上いたします。本使は、本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency, I have the honour to acknowledge the receipt of Your Excellency's Note of today's date which reads as follows:

本使は、更に、日本国政府がフィンランド共和国政府の前記の提案を受諾する旨を日本国政府に代わって閣下に通報するとともに、閣下の書簡及びこの返簡をこの問題に関する両国政府間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずることを確認する光栄を有します。
I have further the honour to inform Your Excellency, on behalf of the Government of Japan, that the Government of Japan accepts the above proposal of the Government of the Republic of Finland and to confirm that Your Excellency's Note and this reply shall be regarded as consituting an agreement between the two Governments on this matter, which shall enter into force on the date of this reply.
