航空業務に関する日本国政府とシンガポール共和国政府との間の協定の付表の修正に関する交換公文

(Singapore Note)Singapore, August 27, 1993
書簡をもって啓上いたします。本官は、千九百六十七年二月十四日にシンガポールで署名された航空業務に関するシンガポール共和国政府と日本国政府との間の協定(以下「協定」という。)第十二条の規定に従ってシンガポール共和国の航空当局と日本国の航空当局との間において到達した合意に言及する光栄を有します。本官は、更に、協定の付表が次のように代わるべきことをシンガポール共和国政府に代わって提案する光栄を有します。
Excellency, I have the honour to refer to the agreement reached between the aeronautical authorities of the Republic of Singapore and of Japan in accordance with Article 12 of the Agreement between the Government of the Republic of Singapore and the Government of Japan for Air Services signed at Singapore on February 14, 1967 (hereinafter referred to as the "Agreement"). I have further the honour to propose, on behalf of the Government of the Republic of Singapore, that the Schedule to the Agreement be replaced by the following:

Route I
日本国の一又は二以上の指定航空企業が両方向に運営する路線
Route to be operated in both directions by the designated airline or airlines of Japan: -
(a) 日本国内の地点－台北－高雄－香港－マニラ－インドシナ内の地点－バンコック－ブルネイ－クアラ・ランプール－シンガポール－クアラ・ランプール－バンコック－インドネシア内の二地点－オーストラリア内の二地点－ニュー・ジーランド内の一地点－南太平洋における三地点－ホノルル
(a) Points in Japan - Taibei - Kaohsiung - Hong Kong - Manila - points in Indochina - Bangkok - Brunei - Kuala Lumpur - Singapore - Kuala Lumpur - Bangkok - two points in Indonesia - two points in Australia - one point in New Zealand - three points in the South Pacific - Honolulu.
(b) 日本国内の地点－シンガポール－ヨハネスブルグ
(b) Points in Japan - Singapore - Johannesburg.

Route II
シンガポール共和国の一又は二以上の指定航空企業が両方向に運営する路線
Routes to be operated in both directions by the designated airline or airlines of the Republic of Singapore: -
(a) シンガポール－マレイシア内の地点－ブルネイ－バンコック－インドシナ内の地点－マニラ－香港－高雄－台北－大阪－東京－ソウル－ホノルル－北アメリカ(カナダ及びアメリカ合衆国を含む。)の西海岸の地点
(a) Singapore - points in Malaysia - Brunei - Bangkok - points in Indochina - Manila - Hong Kong - Kaohsiung - Taibei - Osaka - Tokyo - Seoul - Honolulu - points in the west coast of North America including Canada and the United States of America.
(b) シンガポール－福岡及び(又は)東京若しくは大阪のいずれかの地点
(b) Singapore - Fukuoka and/or one point either Tokyo or Osaka.
(c) シンガポール－福岡及び(又は)名古屋
(c) Singapore - Fukuoka and/or Nagoya.
(d) シンガポール－仙台
(d) Singapore - Sendai.
(e) シンガポール－広島
(e) Singapore - Hiroshima.
注A いずれか一方の締約国の一又は二以上の指定航空企業が行う協定業務は、その締約国の領域内の一地点を起点とするものでなければならない。ただし、特定路線上の他の地点は、いずれかの又はすべての飛行に当たって、指定航空企業の選択により省略することができる。
NOTES
注B 関西国際空港が供用を開始するまでの間、シンガポール共和国の一又は二以上の指定航空企業は、東京の直前及び(又は)直後の地点として大阪を経由して運航することができる。
A. The agreed services provided by the designated airline or airlines of either Contracting Party shall begin at a point in the territory of that Contracting Party, but other points on the specified routes may at the option of the designated airline be omitted on any or all flights.
注C シンガポール共和国の一又は二以上の指定航空企業は、新広島空港が国際航空業務ついて供用を開始した後に、広島への業務を行うことができる。
B. Pending the opening of Kansai International Airport, the designated airline or airlines of the Republic of Singapore may operate through Osaka as a point immediately before and/or immediately after Tokyo.
注D シンガポール共和国の一又は二以上の指定航空企業は、自己が運送する途中降機の旅客についてのみ、日本国内の地点の間において運輸権を行使することができる。
C. The designated airline or airlines of the Republic of Singapore may serve Hiroshima only after the New Hiroshima Airport is opened to international air services.
前記の提案が日本国政府にとって受諾し得るものであるときは、この書簡及びその旨の閣下の返簡をこの問題に関する両国政府の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案いたします。
D. The designated airline or airlines of the Republic of Singapore may exercise traffic rights only for its or their own stopover passengers between points in Japan.
本官は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。
If the above proposal is acceptable to the Government of Japan, it is suggested that this Note and Your Excellency's reply to that effect shall be regarded as constituting an agreement between the two Governments on this matter which shall enter into force on the date of Your Excellency's reply.

本使は、日本国政府がシンガポール共和国政府の前記の提案を受諾する旨を日本国政府に代わって貴官に通報するとともに、貴官の書簡及びこの返簡をこの問題に関する両国政府間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずることを確認する光栄を有します。
I have the honour to inform you, on behalf of the Government of Japan, that the Government of Japan accepts the above proposal of the Government of the Republic of Singapore and to confirm that your Note and this reply shall be regarded as constituting an agreement between the two Governments on this matter, which shall enter into force on the date of this reply.
本使は、以上を申し進めるに際し、ここに重ねて貴官に向かって敬意を表します。
