航空業務に関する日本国とバングラデシュ人民共和国との間の協定の付表の修正に関する交換公文

書簡をもって啓上いたします。本使は、千九百八十年二月十二日にダッカで署名された航空業務に関する日本国とバングラデシュ人民共和国との間の協定(以下「協定」という。)第十六条の規定に従って千九百九十三年四月十三日、十四日、十五日及び十九日に東京において行われた日本国及びバングラデシュ人民共和国の航空当局の間の協議に関し、前記の協議の結果、日本国及びバングラデシュ人民共和国の航空当局が協定の付表を別添のとおり修正することにつき合意したことを述べる光栄を有します。
Sir, With reference to the consultations held in Tokyo on 13th, 14, 15th and 19th of April 1993 between the aeronautical authorities of Japan and the People's Republic of Bangladesh in accordance with Article 16 of the Agreement between Japan and the People's Republic of Bangladesh for Air Services, signed at Dhaka on 12th February 1980 (hereinafter referred to as the "Agreement"), I have the honour to state that, as a result of the said consultations, the aeronautical authorities of Japan and the People's Republic of Bangladesh agreed to amend the Schedule to the Agreement as set out in the Attachment.
よって、本使は、別添の新たな付表が協定の現行の付表に代わることを日本国政府に代わって提案する光栄を有します。
Accordingly, I have the honour to propose, on behalf of the Government of Japan, that the new Schedule as set out in the Attachment shall replace the existing Schedule to the Agreement.
本使は、前記の提案がバングラデシュ人民共和国政府にとって受諾し得るものであるときは、この書簡及びその旨の貴官の返簡をこの問題に関する両国政府間の合意を構成するものとみなし、その合意が貴官の返簡の日付の日に効力を生ずることを提案いたします。
If the above proposal is acceptable to the Government of the People's Republic of Bangladesh, it is suggested that this Note and your reply to that effect shall be regarded as constituting an agreement between the two Government on this matter, which shall enter into force on the date of your reply.
本使は、以上を申し進めるに際し、ここに貴官に向かって敬意を表します。

SCHEDULE
1 日本国の指定航空企業が両方向に運営する路線
1. Routes to be operated in both directions by the designated airline of Japan:
(a) 東京－バンコック及びソウル又は後に特定される東南アジア内の一地点(注1)－ダッカー後に特定される以遠の四地点(注2)
(a) Tokyo-Bangkok and one (1) point either Seoul of one (1) point in Southeast Asia to be specified later (Note 1) - Dhaka - - four (4) points beyond to be specified later (Note 2).
(b) 東京－バンコック又はシンガポール－チッタゴン
(b) Tokyo - Bangkok or Singapore - Chittagong.
(c) 大阪(注3)－バンコック及び後に特定される東南アジア内の一地点(ヴィエトナム内の地点及びマニラを除く。)－ダッカ
(c) Osaka (Note 3) - Bangkok and one (1) point in Southeast Asia to be specified later (excluding any point in Vietnam and Manila) - Dhaka.
注1 日本国の指定航空企業は、ソウルとダッカとの間及び香港とダッカとの間の区間については、いずれの方向にも運輸権を行使しない。
(Note 1) No traffic rights on the sectors Seoul - Dhaka and vice versa, and Hong Kong - Dhaka and vice versa shall be exercised by the designated airline of Japan.
注2 日本国の指定航空企業は、ダッカとダッカ以遠の地点との間の区間については、いずれの方向にも運輸権を行使しない。
(Note 2) No traffic rights on the sectors Dhaka - any point beyond Dhaka and vice versa shall be exercised by the designated airline of Japan.
注3 日本国の指定航空企業は、関西国際空港が国際航空業務について供用を開始した後に、大阪を使用することができる。
(Note 3) The designated airline of Japan may use Osaka only after the Kansai International Airport is opened to international air services.
2 バングラデシュ人民共和国の指定航空企業が両方向に運営する路線
2. Routes to be operated in both directions by the designated airline of the People's Republic of Bangladesh:
(a) ダッカーバンコック及びソウル(注1)又はシンガポール－東京(注2)
(a) Dhaka - Bangkok and either Seoul (Note 1) or Singapore - Tokyo (Note 2).
(b) ダッカーバンコック又はシンガポール－名古屋
(b) Dhaka - Bangkok or Singapore - Nagoya.
(c) ダッカーバンコック及び後に特定される東南アジア内の一地点(ヴィエトナム内の地点及びマニラを除く。)－大阪(注3)
(c) Dhaka - Bangkok and one (1) point ion Southeast Asia to be specified later (excluding any point in Vietnam and Manila) - Osaka (Note 3).
注1 バングラデシュ人民共和国の指定航空企業は、ソウルと東京との間の区間については、いずれの方向にも運輸権を行使しない。
(Note 1) No traffic rights in the sector Seoul - Tokyo and vice versa shall be exercised by the designated airline of the People's Republic of Bangladesh.
注2 関西国際空港が国際航空業務について供用を開始するまでの間、バングラデシュ人民共和国の指定航空企業は、暫定的措置として、名古屋及び東京をコターミナルとして使用し、東京の直前及び(又は)直後に名古屋を経由する協定業務を行うことができる。この場合には、バングラデシュ人民共和国の指定航空企業は、バンコックと名古屋との間及びソウルと名古屋との間の区間については、いずれの方向にも運輸権を行使しない。
(Note 2) Pending the opening of the Kansai International Airport to international air services, the designated airline of the People's Republic of Bangladesh may operate the agreed services through Nagoya immediately before and/or after Tokyo, by using Nagoya and Tokyo as co-terminals on a temporary basis. In this case, no traffic rights on the sectors Bangkok-Nagoya and vice versa,and Seoul-Nagoya and vice versa shall be exercised by the designated airline of the People's Republic of Bangladesh.
注3 バングラデシュ人民共和国の指定航空企業は、関西国際空港が国際航空業務について供用を開始した後に、大阪への業務を行うことができる。
(Note 3) The designated airline of the People's Republic of Bangladesh may serve Osaka only after the Kansai International Airport is opened to international air services.
3 いずれの締約国の指定航空企業が提供する協定業務も、当該締約国の領域内の一地点をその起点としなければならないが、特定路線上の他の地点は、いずれかの又はすべての飛行に当たり当該指定航空企業の選択によって省略することができる。
3. The agreed services provided by the designated airline of either Contracting Party shall begin at a point in the territory of that Contracting Party, but other points on the specified route may at the option of the designated airline be omitted on any or all flights.

書簡をもって啓上いたします。本官は、本日付けの閣下の次の書簡を受領したことを確認する光栄を有します。
Excellency, I have the honour to acknowledge the receipt of Your Excellency's Note of today's date which reads as follows:

本官は、バングラデシュ人民共和国が日本国政府の前記の提案を受諾する旨をバングラデシュ人民共和国政府に代わって閣下に通報するとともに、閣下の書簡及びこの返簡をこの問題に関する両国政府間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずることを確認する光栄を有します。
I have the honour to inform Your Excellency, on behalf of the Government of the People's Republic of Bangladesh, that the Government of the People's Republic of Bangladesh accepts the above proposal of the Government of Japan and to confirm that Your Excellency's Note and this reply shall be regarded as constituting an agreement between the two Governments on this matter, which shall enter into force on the date of this reply.
本官は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。
