書簡をもって啓上いたします。本使は、千九百七十年一月二十日に東京で署名された日本国政府とフィリピン共和国政府との間の航空業務協定第十三条の規定に従って千九百九十二年一月二十九日から三十日までの間東京において日本国及びフィリピン共和国の航空当局の間で行われた協議に言及する光栄を有します。
Excellency, I have the honour to refer to the consultations held in Tokyo from January 29 to 30, 1992, between the Aeronautical Authorities of Japan and of the Republic of the Philippines in accordance with Article 13 of the Air Services Agreement between the Government of Japan and the Government of the Republic of the Philippines which was signed at Tokyo on January 20, 1970.
本使は、前記の協議において到達した合意に従い、この書簡に同封する前記の協定の新たな付表が、千九百七十五年八月二十二日に修正された現行の付表に代わるべきことを日本国政府に代わって閣下に提案する光栄を有します。
Pursuant to an agreement reached at the said consultations, I now have the honour to propose, on behalf of the Government of Japan, to Your Excellency that the new Schedule to the aforementioned Agreement as set out in the enclosure to this Note shall replace the existing Schedule amended on August 22, 1975.
本使は、前記の提案がフィリピン共和国政府にとって受諾し得るものであるときは、この書簡及びこれに対する閣下の返簡がこの間題に関する両国政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。
If the above proposal is acceptable to the Government of the Republic of the Philippines, I have the honour to suggest that this Note and Your Excellency's reply thereto shall be regarded as constituting an agreement between the two Governments on this matter, which shall enter into force on the date of Your Excellency's reply.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かつて敬意を表します。

SCHEDULE
1 日本国の一又は二以上の指定航空企業が両方向に運営する路線
1. Route to be operated in both directions by the designated airline r airlines of Japan:
日本国内の地点-1台北―高雄ー香港―マニラ及び(又は)セブーインドシナ内の地点ーバンコックークアラ･ランプール及び(又は)シンガポールージャカルターデンパサールーオーストラリア内の地点‐二ユー･ジーランド内の地点ー南太平洋における地点―ホノルル
Points in Japan - Taipei - Kaohsiung - Hongkong - Manila and/or Cebu - Points in Indochina - Bangkok - Kuala Lumpur and/or Singapore - Djakarta - Denpasar - Points in the South Pacific - Honolulu
注(1) 南太平洋における地点又はホノルルヘ及びそのいずれかから運航される飛行については、オーストラリア内又は二ュー･ジーランド内の一地点に定期の着陸を行わなければならない。
Notes: (1) Any flight operating to and from Points in the South Pacific of Honolulu shall make a scheduled stop at a point in Australia or New Zeland.
注(2) 日本国の一又は二以上の指定航空企業は、マニラの直前及び(又は)直後の地点としてセブを経由して運航することができる。
(2) The designated airline or airlines of Japan may operate through Cebu as a point immediately before and/or immediately after Manila.
2 フィリピン共和国の一又は二以上の指定航空企業が両方向に運営する路線
2.Route to be operated in both directions by the designated airline or airlines of the Republic of the Philippines:
フィリピン内の地点ー福岡‐大阪―東京―ホノルルーサン･フランシスコー後に特定されるカナダ内の一地点
Points in the Philippines - Fukuoka - Osaka - Tokyo - Honolulu - San Francisco - One point in Canada to be specified later
注(1) 「後に特定されるカナダ内の一地点」へ及び当該地点から運航される飛行については、サン･フランシスコに定期の着陸を行わなければならない。
Notes: (1) Any flight operating to and from "One point in Canada to be specified later" shall make a scheduled stop at San Francisco.
注(2) フィリピン共和国の一又は二以上の指定航空企業は、関西国際空港が国際航空業務について開港された後に、大阪への業務を行うことができる。
(2) The designated airline or airlines of the Republic of the Philippines may serve Osaka only after the Kansai International Airport is opened to international air services.
注(3) 福岡へ及び福岡から運航される飛行については、それぞれ以遠地点へ及び以遠地点から運航することはできない。
(3) Any flight operating to and from Fukuoka may not be operated respectively to and from any point beyond.
注(4) 大阪へ及び大阪から運航される飛行については、それぞれ以遠地点へ及び以遠地点から運航することはできない。
(4) Any flight operating to and from Osaka may not be operated respectively to and from any point beyond.
注(5) 日本国内のいかなる二地点も同一便で寄航してはならない。
(5) No two points in Japan shall be served on the same flight.
3 いずれか一方の締約国の指定航空企業が行う協定業務は、当該一方の締約国の領域内の一地点を起点としなけれぱならないが、特定路線上の他の地点は、別段の定めがある場合を除くほか、いずれかの又はすべての飛行に当たりその指定航空企業の選択によって省略することができる。
3. The agreed services provided by the designated airline or airlines of either contracting Party shall begin at a point in the territory of that contracting Party, but, except where otherwise provided, other points on the specified route may at the option of the designated airline be omitted on any or all flights.

Excellency, I have the honour to acknowledge the receipt of Your Excellency's Note of today's date, which reads as follows:

本長官は、前記の提案がフィリピン共和国政府にとって受諾し得るものである旨を閣下に通報するとともに、閣下の書簡及びこの返簡がこの間題に関する両国政府間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずることを確認する光栄を有します。
In reply, I have the honour to inform Your Excellency that the above proposal is acceptable to the Government of the Republic of the Philippines and to confirm that Your Excellency's Note and this reply shall be regarded as constituting an agreement between the two Governments on this matter, which shall enter into force on the date of this reply.
