技術協力に関する日本国政府と東南アジア諸国連合との間の協定第六条の規定に基づく特権、免除及び便宜に関する日本国政府とカンボジア王国政府との間の交換公文
（日本側書簡）
書簡をもって啓上いたします。本使は、二千十九年五月十三日に東京で署名された技術協力に関する日本国政府と東南アジア諸国連合との間の協定（以下「日本・ＡＳＥＡＮ協定」という。）第六条に言及するとともに、日本国政府の代表者とカンボジア王国政府の代表者との間で到達した次の了解を日本国政府に代わって確認する光栄を有します。
１ ＪＩＣＡが日本・ＡＳＥＡＮ協定に基づきＪＩＣＡ専門家又は日本国の調査団をカンボジア王国に所在するＡＳＥＡＮ施設に派遣する場合には、カンボジア王国政府は、二千三年六月十七日にプノンペンで署名された技術協力に関する日本国政府とカンボジア王国政府との間の協定（以下「日本・カンボジア協定」という。）第五条、第六条及び第十条の規定をカンボジア王国に滞在中の当該ＪＩＣＡ専門家及び当該日本国の調査団の構成員並びにこれらの者の家族の構成員について準用する。
２ ＪＩＣＡ、ＪＩＣＡ専門家又は日本国の調査団が日本・ＡＳＥＡＮ協定に基づきカンボジア王国に所在するＡＳＥＡＮ施設に対して設備、機械及び資材を供与する場合には、カンボジア王国政府は、日本・カンボジア協定第七条の規定を当該設備、機械及び資材について準用する。
本使は、更に、この書簡及び前記の了解をカンボジア王国政府に代わって確認される閣下の返簡が両政府間の合意を構成するとともに、その合意が閣下の返簡の日に効力を生ずることを提案する光栄を有します。
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。

本大臣は、更に、カンボジア王国政府が前記の了解を受諾し得るものであることから、閣下の書簡及びこの返簡が両政府間の合意を構成するとともに、その合意がこの返簡の日に効力を生ずることを確認する光栄を有します。
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。

(Japanese Note) Phom Penh, July 29 2019 Excellency, I have the honor to refer to Article VI of the Agreement on Technical Cooperation between the Government of Japan and the Association of Southeast Asian Nations signed at Tokyo on May 13, 2019 (hereinafter referred to as the “Japan-ASEAN Agreement”) and to confirm, on behalf of the Government of Japan, the following understanding reached between the representatives of the Government of Japan and the Royal Government of Cambodia: 1. In the event that JICA dispatches the JICA Experts or the Japanese Missions to ASEAN facilities in the Kingdom of Cambodia under the Japan-ASEAN Agreement, the Royal Government of Cambodia shall apply Articles V, VI and X of the Agreement on Technical Cooperation between the Government of Japan and the Royal Government of Cambodia signed at Phnom Penh on June 17, 2003 (hereinafter referred to as the “Japan-Cambodia Agreement”), mutatis mutandis, to the JICA Experts, the members of the Japanese Missions and the members of their families, staying in the Kingdom of Cambodia. 2. In the event that JICA, the JICA Expert or the Japanese Mission provides with equipment, machinery and materials ASEAN facilities in the Kingdom of Cambodia under the Japan-ASEAN Agreement, the Royal Government of Cambodia shall apply Article VII of the Japan-Cambodia Agreement, mutatis mutandis, to such equipment, machinery and materials. I have further the honor to propose that this Note and Your Excellency’s Note in reply confirming on behalf of the Royal Government of Cambodia the foregoing understanding shall constitute an agreement between the two Governments, which shall enter into force on the date of Your Excellency’s Note in reply. I avail myself of this opportunity to renew to Your Excellency the assurances of my highest consideration.
