航空業務に関する日本国とスペインとの間の協定の附属書の改正に関する交換公文 
 （スペイン側書簡） 書簡をもって啓上いたします。本官は、千九百八十年三月十八日にマドリードで署名された航空業務に関するスペインと日本国との間の協定（以下「協定」という。）に関し二千十六年三月一日から三日までマドリードにおいてスペイン及び日本国の航空当局の間で行われた協議に言及するとともに、別添の修正された附属書がスペイン語、日本語及び英語で作成された協定の現行の附属書に代わることを提案する光栄を有します。

 I have the honour to refer to the consultations held in Madrid from 1 to 3 March 2016 between the aeronautical authorities of Spain and Japan concerning the Agreement between Spain and Japan for Air Services, signed at Madrid on 18 March 1980 (hereinafter referred to as the "Agreement"), and to propose that the revised Annex as set out in the Attachment shall replace the existing Annex to the Agreement done in the Spanish, Japanese and English languages.



 本官は、更に、前記の提案が日本国政府にとって受諾し得るものであるときは、この書簡及びその旨の閣下の返簡を両国政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。 この書簡は、正文であるスペイン語、日本語及び英語により作成され、解釈に相違がある場合には、英語の本文によるものとします。 本官は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。
If the above proposal is acceptable to the Government of Japan, I have further the honour to propose that this Note and Your Excellency’s Note in reply shall be regarded as constituting an agreement between the two Governments, which shall enter into force on the date of Your Excellency’s reply.

注１　第五の自由の運輸権を伴って運営されるべき中間の地点及び以遠の地点は、両締約国の航空当局によって共同で決定されなければならない。
Note 1: The intermediate points and the points beyond to be operated with fifth freedom traffic rights must be jointly decided by the aeronautical authorities of both Contracting Parties.

注２　第五の自由の運輸権を伴うことなく運営されるべき中間の地点及び以遠の地点は、日本国の一又は二以上の指定航空企業によって自由に選択されるものとし、また、両締約国の航空当局に対し業務を開始する四十五日前までに通報される。

I have further the honour to inform Your Excellency that the Government of Japan accepts the above proposal of the Government of Spain and to confirm that Your Excellency's Note and this Note shall constitute an agreement between the two Governments, which shall enter into force on the date of this reply.

 本官は、更に、前記の提案が日本国政府にとって受諾し得るものであるときは、この書簡及びその旨の閣下の返簡を両国政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。 この書簡は、正文であるスペイン語、日本語及び英語により作成され、解釈に相違がある場合には、英語の本文によるものとします。 本官は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。
