湾岸平和基金に対する追加的な拠出に関する日本国政府と湾岸アラブ諸国協力理事会との間の交換公文

(Japanese Note)

　Kuwait, July 9, 1991

　書簡をもって啓上いたします。本官は、湾岸の平和と安定の回復のための活動を支援するための日本国政府の拠出に関して日本国政府の代表者と湾岸アラブ諸国協力理事会(以下「理事会」という。)の代表者との間で最近行われた討議に言及するとともに、次の取極を日本国政府に代わって提案する光栄を有します。

　Excellency,
　I have the honor to refer to the recent discussions held between the representative of the Government of Japan and the representative of the Cooperation Council for the Arab States of the Gulf (hereinafter referred to as "the Council") concerning the contribution of the Government of Japan with a view to supporting activities to restore peace and stability in the Gulf region, and to propose on behalf of the Government of Japan the following arrangements:

1　日本国政府は、日本国の関係法令に従い、日本国政府と理事会との間の千九百九十年九月二十一日付けの交換公文1の規定に基づいて設けられた湾岸平和基金(以下「基金」という。)に対し、七百億円(七○、○○○、○○○、○○○円)の額の資金を追加的に拠出する。この追加的な拠出金は、適切に、かつ、専ら、湾岸の平和と安定の回復のため国際連合安全保障理事会の関連諸決議に従って活動している各国を支援するための資金協力を行うために、使用される。詳細は、前記の交換公文3の規定に基づいて設置された運営委員会(以下「委員会」という。)により決定される。

1. The Government of Japan will make an additional cash contribution of the amount of seventy billion yen (70,000,000,000), in accordance with the relevant laws and regulations of Japan, to the Gulf Peace Fund established pursuant to the provisions of September 21, 1990 between the Government of Japan and the Council (hereinafter referred to as "the Fund"). The additional contribution will be used properly and exclusively for the purpose of extending financial cooperation in order to support countries under taking activities to restore peace and stability in the Gulf region in accordance with relevant resolutions of the United Nations Security Council. The detail will be decided by the　Administrative Committee established pursuant to the provisions of paragraph 3 of the above-mentioned Exchange of Notes (hereinafter referred to as "the Committee").

2　委員会は、日本国政府の追加的な拠出金が1に定める使途に使用されるように確保する。

2. The Committee will ensure that the Japanese additional contribution be used for the purpose specified in paragraph 1 above.

3　日本国政府は、基金に対する追加的な拠出金の使用につき、委員会の決定する適当な経路で通報を受ける。

3. The Government of Japan will be informed of the use of its additional contribution to the Fund through appropriate channels which the Committee will decide.

　本官は、更に、この書簡及び理事会に代わって前記の取極を確認される閣下の返簡が日本国政府と理事会との間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。

　I have further the honor to propose that this Note and Your Excellency's Note in reply confirming on behalf of the Council the foregoing arrangements shall be regarded as constituting an agreement between the Government of Japan and the Council, which will enter into force on the date of Your Excellency's reply.

　本官は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。

　I have the honor to acknowledge the receipt of your Note of today's date, which reads as follows:

　本官は、更に、湾岸アラブ諸国協力理事会に代わって前記の取極を確認するとともに、貴官の書簡及びこの返簡が湾岸アラブ諸国協力理事会と日本国政府との間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずるものとすることに同意する光栄を有します。

　I have further the honor to confirm on behalf of the Cooperation Council for the Arab States of the Gulf the foregoing arrangements and to agree that your Note and this Note shall be regarded as constituting an agreement between the Cooperation Council for the Arab States of the Gulf and the Government of Japan, which will enter into force on the date of this reply.
