  　書簡をもって啓上いたします。本大臣は、二千九年二月十七日に東京で署名された第三海兵機動展開部隊の要員及びその家族の沖縄からグアムへの移転の実施に関する日本国政府とアメリカ合衆国政府との間の協定（以下「旧協定」という。）、二千十三年十月三日に東京で署名された第三海兵機動展開部隊の要員及びその家族の沖縄からグアムへの移転の実施に関する日本国政府とアメリカ合衆国政府との間の協定を改正する議定書（以下「議定書」という。）並びに旧協定に関して日本国政府とアメリカ合衆国政府との間で二千十年九月十四日に東京で交換された書簡（以下「二千十年の交換公文」という。）及び二千十年の交換公文の付表を修正する日本国政府とアメリカ合衆国との間で二千十四年九月十九日に東京で交換された書簡（以下「二千十四年の交換公文」という。）によってそれぞれ行われた日本国が提供する資金に関する取極に言及する光栄を有します。

Excellency,

 I have the honor to refer to the Agreement between the Government of Japan and the Government of the United States of America concerning the Implementation of the Relocation of III Marine Expeditionary Force Personnel and their Dependents from Okinawa to Guam, signed at Tokyo on February 17, 2009 (hereinafter referred to as “the previous Agreement”), to the Protocol Amending the Agreement between the Government of Japan and the Government of the United States of America concerning the Implementation of the Relocation of III Marine Expeditionary Force Personnel and their Dependents from Okinawa to Guam, signed at Tokyo on October 3, 2013 (hereinafter referred to as “the Protocol”), and to the arrangements regarding Japanese cash contributions effected respectively by the exchange of notes at Tokyo September 14, 2010 between the Government of Japan and the Government of the United States of America concerning the previous Agreement (hereinafter referred to as “the Exchange of Notes of 2010”), and the exchange of notes at Tokyo September 19, 2014 between the Government of Japan and the Government of the United States of America that modifies the Annex to the Exchange of Notes of 2010 (hereinafter referred to as “the Exchange of Notes of 2014”).


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本大臣は、また、議定書第八条に言及するとともに、二千十年の交換公文において、付表は日本国政府とアメリカ合衆国政府との間の合意によって修正することができることが規定されていることに留意する光栄を有します。

  　本大臣は、また、二千十四年の交換公文の実施に関する両政府間の討議に言及するとともに、当該討議の結果、この書簡の別添の付表が二千十四年の交換公文で修正された二千十年の交換公文の付表に代わることを日本国政府に代わって提案する光栄を有します。


							

						

						

							

								
 I have further the honor to refer to the discussions that have taken place between the Government of Japan and the Government of the United States of America concerning the implementation of the Exchange of Notes of 2014 and to propose, on behalf of the Government of Japan, that the Annex as set out in the Attachment to this Note shall replace the Annex to the Exchange of Notes of 2010, as modified by the Exchange of Notes of 2014, as a result of those discussions.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本大臣は、更に、前記の提案がアメリカ合衆国政府にとって受諾し得るものである場合には、この書簡及びアメリカ合衆国政府に代わるその旨の閣下の返簡が両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
