  　書簡をもって啓上いたします。本使は、千九百八十四年二月二十二日にコロンボで署名された航空業務に関する日本国政府とスリ・ランカ民主社会主義共和国政府との間の協定（以下「協定」という。）第十四条及び第十六条の規定に従って二千十二年三月二十二日及び二十三日に東京で行われた日本国及びスリランカ民主社会主義共和国の航空当局の間の協議に言及する光栄を有します。

Sir,

 I have the honour to refer to the consultations held in Tokyo on March 22 and 23, 2012 between the aeronautical authorities of Japan and of the Democratic Socialist Republic of Sri Lanka, in accordance with Articles 14 and 16 of the Agreement between the Government of Japan and the Government of the Democratic Socialist Republic of Sri Lanka for Air Services, signed at Colombo on February 22, 1984 (hereinafter referred to as “the Agreement”).

本使は、更に、前記の協議において到達した合意に基づき、及び協定第十六条の規定に従い、この書簡に添付する新たな付表が協定の現行の付表に代わることを日本国政府に代わって提案する光栄を有します。

 I have further the honour to propose, on behalf of the Government of Japan, that the new Schedule attached to this Note shall replace the existing Schedule to the Agreement, based on the agreement reached at the said consultations and pursuant to Article 16 of the Agreement.

本使は、更に、前記の提案がスリランカ民主社会主義共和国政府にとって受諾し得るものであるときは、この書簡及びその旨の貴官の返簡が両政府間の合意を構成し、その合意が貴官の返簡の日付の日に効力を生ずることを提案する光栄を有します。

I have further the honour to propose that if the above proposal is acceptable to the Government of the Democratic Socialist Republic of Sri Lanka, this Note and your Note in reply to that effect shall constitute an agreement between the two Governments, which shall enter into force on the date of your Note in reply.

  １　日本国の一又は二以上の指定航空企業が両方向に運営する路線
    (a)　東京－後に特定される中間の四地点－その他の中間の地点（注）－スリ・ランカ民主社会主義共和国内の地点－以遠の地点
    (b)　東京以外の日本国内の地点－中間の地点－スリ・ランカ民主社会主義共和国内の地点－以遠の地点
    注　日本国の一又は二以上の指定航空企業は、航空機を運航しない航空企業としてのコードシェア業務のためにのみ、「その他の中間の地点」に業務を行うことができる。

SCHEDULE



1. Routes to be operated in both directions by the designated airline or airlines of Japan:

 (a) Tokyo – four intermediate points to be specified later – other intermediate points (Note) – points in the Democratic Socialist Republic of Sri Lanka – points beyond.

 (b) Points in Japan other than Tokyo – intermediate points – points in the Democratic Socialist Republic of Sri Lanka – points beyond.

 Note: The designated airline or airlines of Japan may serve “other intermediate points” only for code sharing services as a marketing airline or marketing airlines.

２　スリ・ランカ民主社会主義共和国の一又は二以上の指定航空企業が両方向に運営する路線
    (a)　スリ・ランカ民主社会主義共和国内の地点－香港及び（又は）シンガポール及び（又は）クアラルンプール－マレ－その他の中間の地点（注）－東京－以遠の地点（注）
    (b)　スリ・ランカ民主社会主義共和国内の地点－中間の地点－東京以外の日本国内の地点－以遠の地点
    注　スリ・ランカ民主社会主義共和国の一又は二以上の指定航空企業は、航空機を運航しない航空企業としてのコードシェア業務のためにのみ、「その他の中間の地点」及び「以遠の地点」に業務を行うことができる。

2. Routes to be operated in both directions by the designated airline or airlines of the Democratic Socialist Republic of Sri Lanka:

 (a) Points in the Democratic Socialist Republic of Sri Lanka – Hong Kong and/or Singapore and/or Kuala Lumpur – Male – other intermediate points (Note) – Tokyo – points beyond (Note).

 (b) Points in the Democratic Socialist Republic of Sri Lanka – intermediate points – points in Japan other than Tokyo – points beyond.

 Note: The designated airline or airlines of the Democratic Socialist Republic of Sri Lanka may serve “other intermediate points” and “points beyond” only for code sharing services as a marketing airline or marketing airlines.

  ３　いずれの締約国の一又は二以上の指定航空企業が提供する協定業務も、当該締約国の領域内の一地点をその起点としなければならないが、特定路線上の他の地点は、いずれかの又は全ての飛行に当たり当該指定航空企業の選択によって省略することができる。

3. The agreed services provided by the designated airline or airlines of either Contracting Party shall begin at a point in the territory of that Contracting Party, but other points on the specified routes may at the option of the designated airline or airlines be omitted on any or all flights.

 I have further the honour to inform Your Excellency, on behalf of the Democratic Socialist Republic of Sri Lanka, that the Democratic Socialist Republic of Sri Lanka accepts the above proposal of the Government of Japan, and to confirm that Your Excellency’s Note and this Note in reply shall constitute an agreement between the two Governments, which shall enter into force on the date of this Note in reply.
