    在ラオス人民民主共和国日本国大使館は、ラオス人民民主共和国外務省に敬意を表するとともに、日本国政府が、公用旅券所持者に対する公用査証の要件の免除に関し、相互主義に基づき、二千十五年四月一日から次の措置をとる用意を有することを同省に通報する光栄を有する。

The Embassy of Japan in the Lao People’s Democratic Republic presents its compliments to the Ministry of Foreign Affairs of the Lao People’s Democratic Republic and has the honour to inform the latter that the Government of Japan is prepared to take, on a reciprocal basis, the following measures from April 1, 2015 concerning the waiver of official visa requirements for official passport holders:


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １　ラオス人民民主共和国の国民であって、ラオス人民民主共和国外務省が発給した有効な公用旅券を所持しラオス人民民主共和国政府の公用の用務の目的で日本国に入国することを希望するもの及びそのような旅券を所持し当該ラオス人民民主共和国の国民の家族の構成員でその所帯に属するものは、その滞在期間のいかんを問わず、公用査証を取得することなく日本国に入国することができる。
  ２(1)　ラオス人民民主共和国外務省が発給した有効な公用旅券を所持するラオス人民民主共和国の国民であって、１にいう目的以外の目的で継続して九十日を超えない期間滞在する意図をもって日本国に入国することを希望するものは、査証を取得することなく日本国に入国することができる。
    (2)　(1)の査証の要件の免除は、就職し、永住し、自由職業若しくは他の生業（報酬を得ることを目的とする芸能及びスポーツを含む。）に従事する意図をもって日本国に入国することを希望するラオス人民民主共和国の国民には適用されない。
  ３　１及び２の査証の要件の免除は、日本国に入国するラオス人民民主共和国の国民に対し、入国、滞在、居住、出国その他の外国人の管理に関する日本国の法令に服することを免除するものではない。
  ４　日本国政府は、公安、秩序及び衛生を含む公の政策上の理由により前記の諸措置の全部又は一部の適用を一時的に停止する権利を留保する。このような適用の停止又はその解除は、外交上の経路を通じて直ちにラオス人民民主共和国政府に通告される。
  ５　日本国政府は、好ましくないと認めるラオス人民民主共和国の国民に対し、その理由を示すことなく日本国に入国し又は滞在することを拒否する権利を留保する。
  ６　日本国政府は、ラオス人民民主共和国政府に対し三十日前に文書による予告を与えることにより、前記の諸措置を終了することができる。
    在ラオス人民民主共和国日本国大使館は、以上を申し進めるに際し、ここに重ねてラオス人民民主共和国外務省に向かって敬意を表する。

1.  Nationals of the Lao People’s Democratic Republic in possession of valid official passports issued by the Ministry of Foreign Affairs of the Lao People’s Democratic Republic, seeking entry into Japan for the purpose of exercising official duties of the Government of the Lao People’s Democratic Republic and such nationals holding the said passports who are the members of their families forming part of their respective households, may enter Japan without obtaining an official visa irrespective of the duration of stay in Japan.
2.  (1) Nationals of the Lao People’s Democratic Republic in possession of valid official passports issued by the Ministry of Foreign Affairs of the Lao People’s Democratic Republic, seeking entry into Japan for the purpose other than those referred to in paragraph 1. and with the intention of staying in Japan for a period not exceeding ninety (90) consecutive days, may enter Japan without obtaining a visa.
(2)  The waiver of the visa requirements under sub-paragraph (1) above shall not apply to any nationals of the Lao People’s Democratic Republic who desire to enter Japan with the intention of seeking employment or permanent residence, or of exercising a profession or other occupation (including public entertainment and sport for remunerative purposes).
 
3.  The waiver of the visa requirements under paragraphs 1. and 2. above does not exempt nationals of the Lao People’s Democratic Republic entering Japan from the necessity of complying with the laws and regulations of Japan concerning the entry, stay, residence, exit and other control over aliens.
4. The Government of Japan reserves the right to temporarily suspend the application of all or any part of the foregoing measures for reasons of public policy including those relating to public security, order and health. Any suspension or lifting of the suspension will be notified immediately to the Government of the Lao People’s Democratic Republic through the diplomatic channel.
5.  The Government of Japan reserves the right to refuse the entry into or stay in Japan to nationals of the Lao People’s Democratic Republic considered undesirable without providing the motives for its decision.
6.  The Government of Japan may terminate the foregoing measures by giving thirty (30) days’ written notice to the Government of the Lao People’s Democratic Republic.

 The Embassy of Japan in the Lao People’s Democratic Republic avails itself of this opportunity to renew to the Ministry of Foreign Affairs of the Lao People’s Democratic Republic the assurances of its highest consideration.
