（訳文）
  　書簡をもって啓上いたします。本使は、ヨルダン・ハシェミット王国の経済の安定及び開発努力を促進するために供与される日本国の借款に関して日本国政府の代表者とヨルダン・ハシェミット王国政府の代表者との間で最近到達した次の了解を確認する光栄を有します。
  １　二百四十億円（二四、〇〇〇、〇〇〇、〇〇〇円）の額までの円貨による借款（以下「借款」という。）が、財政・公的サービス改革開発政策借款として、政府作業計画（二千十三年－二千十六年）の改革計画（以下「改革計画」という。）においてヨルダン・ハシェミット王国政府を支援することを目的として、独立行政法人国際協力機構（以下「ＪＩＣＡ」という。）により、日本国の関係法令に従って、ヨルダン・ハシェミット王国政府に供与されることになる。
  ２(1)　借款は、ヨルダン・ハシェミット王国政府とＪＩＣＡとの間で締結される借款契約に基づいて使用に供される。借款の条件及び使用に関する手続は、この了解の範囲内で、なかんずく次の原則を含むことになる前記の借款契約によって規律される。
      (a)　償還期間は、七年の据置期間の後十八年とする。
      (b)　利子率は、年一・七パーセントとする。
      (c)　支出期間は、前記の借款契約の発効の日の後三年とする。
    (2)　(1)(c)に規定する支出期間は、両政府の関係当局の同意を得て延長することができる。
  ３(1)　借款は、改革計画の実施を支援することを目的として、ヨルダン・ハシェミット王国政府の権限のある当局が既に行ったか又は将来行う予算支出（両政府の関係当局間で合意する表に掲げる生産物のためのものを除く。）を対象として使用に供される。
    (2)　(1)に規定する表は、両政府の関係当局間の合意によって修正することができる。

Excellency,

 I have the honour to confirm the following understanding recently reached between the representatives of the Government of Japan and of the Government of the Hashemite Kingdom of Jordan concerning a Japanese loan to be extended with a view to promoting the economic stabilization and development efforts of the Hashemite Kingdom of Jordan:

1. A loan in Japanese yen up to the amount of twenty-four billion yen (\24,000,000,000) (hereinafter referred to as “the Loan”) will be extended, as the Fiscal and Public Service Reform Development Policy Loan, in accordance with the relevant laws and regulations of Japan, to the Government of the Hashemite Kingdom of Jordan by the Japan International Cooperation Agency (hereinafter referred to as “JICA”) for the purpose of supporting the Government of the Hashemite Kingdom of Jordan in its reform program of the Government Work Plan 2013-2016 (hereinafter referred to as “the Reform Program”).

2. (1) The Loan will be made available by a loan agreement to be concluded between the Government of the Hashemite Kingdom of Jordan and JICA.  The terms and conditions of the Loan as well as the procedures for its utilization will be governed by the said loan agreement, within the scope of the present understanding, which will contain, inter alia, the following principles:

 (a) The repayment period will be eighteen (18) years after the grace period of seven (7) years;

 (b) The rate of interest will be one point seven per cent (1.7%) per annum; and





 
 (c) The disbursement period will be three (3) years after the date of coming into force of the said loan agreement.

 (2) The disbursement period mentioned in sub-paragraph (1)(c) above may be extended with the consent of the authorities concerned of the two Governments.

3. (1) The Loan will be made available to cover budget expenditures already made and/or to be made by the competent authorities of the Government of the Hashemite Kingdom of Jordan for the purpose of supporting the implementation of the Reform Program, except those for such products as will be enumerated in a list to be mutually agreed upon between the authorities concerned of the two Governments.

 (2) The list mentioned in sub-paragraph (1) above may be modified by agreement between the authorities concerned of the two Governments.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ４　ヨルダン・ハシェミット王国政府は、ヨルダン・ハシェミット王国政府の名義で開設される国家予算勘定に借款の円貨による支出額に等しい額をヨルダンの通貨で振り替えるようにするための措置をとる。このようにして振り替えられた額は、ヨルダン・ハシェミット王国政府の国家予算に編入される。
  ５　ヨルダン・ハシェミット王国政府は、借款に基づく生産物又は役務の調達がＪＩＣＡの調達のためのガイドライン（国際競争入札の手続が適用できないか又は適当でない場合を除くほか従うべき国際競争入札の手続をなかんずく定める。）に従って実施されることを確保する。
  ６　ヨルダン・ハシェミット王国政府は、借款に基づいて購入される生産物の海上輸送及び海上保険に関し、海運会社及び海上保険会社の間の公正かつ自由な競争を妨げることのあるいかなる制限を課することも差し控える。
  ７　ヨルダン・ハシェミット王国政府は、ＪＩＣＡについて、借款及びそれから生ずる利子に対して又はそれらに関連してヨルダン・ハシェミット王国において課される全ての財政課徴金及び租税を免除する。
  ８　ヨルダン・ハシェミット王国政府は、借款が適正にかつ専ら３(1)に規定する予算支出のために使用されることを確保するために必要な措置をとる。
  ９　ヨルダン・ハシェミット王国政府は、要請に応じ、日本国政府及びＪＩＣＡに対し、次のものを提供する。
  　(a)　借款の使途及び改革計画の実施の進捗状況についての情報及び資料
  　(b)　借款及び改革計画に関連するその他の情報
  10　両政府は、この了解から又はそれに関連して生ずることのあるいかなる事項についても相互に協議する。


							

						

						

							

								
4. The Government of the Hashemite Kingdom of Jordan shall take measures to have the equivalent in Jordanian currency of the amount of yen disbursements of the Loan transferred to the state budget account opened in the name of the Government of the Hashemite Kingdom of Jordan.  The amount thus transferred shall be included in the state budget of the Government of the Hashemite Kingdom of Jordan.

5. The Government of the Hashemite Kingdom of Jordan shall ensure that the procurement of products and/or services under the Loan be carried out in accordance with the guidelines for procurement of JICA, which set forth, inter alia, the procedures of international competitive bidding to be followed except where such procedures are inapplicable or inappropriate.

6. With regard to the shipping and marine insurance of the products purchased under the Loan, the Government of the Hashemite Kingdom of Jordan shall refrain from imposing any restrictions that may hinder fair and free competition among the shipping and marine insurance companies.

7. The Government of the Hashemite Kingdom of Jordan shall exempt JICA from all fiscal levies and taxes imposed in the Hashemite Kingdom of Jordan on and/or in connection with the Loan as well as interest accruing therefrom.

 
8. The Government of the Hashemite Kingdom of Jordan shall take necessary measures to ensure that the Loan be used properly and exclusively for the budget expenditures mentioned in sub-paragraph (1) of paragraph 3.

9. The Government of the Hashemite Kingdom of Jordan shall, upon request, furnish the Government of Japan and JICA with:

 (a) information and data concerning the use of the Loan and the progress of the implementation of the Reform Program; and

 (b) any other information related to the Loan and the Reform Program.

  　本使は、更に、この書簡及び前記の了解をヨルダン・ハシェミット王国政府に代わって確認される閣下の返簡が両政府間の合意を構成し、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
