    在カンボジア王国日本国大使館は、カンボジア王国外務国際協力省に敬意を表するとともに、同省発二千十四年三月二十四日付け口上書第607/MFA-IC/LCT号及び同省発二千十五年三月十一日付け口上書第558/MFA-IC/LCI号に関し、日本国政府が、外交及び公用旅券所持者に対する外交及び公用査証の要件の免除に関し、相互主義に基づき、二千十五年四月十五日から次の措置をとる用意を有することを同省に通報する光栄を有する。

The Embassy of Japan in the Kingdom of Cambodia presents its compliments to the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia and, in reference to the latter’s note No.607 MFA-IC/LCT dated 24 March, 2014 has the honour to inform the latter that the Government of Japan is considering taking, on a reciprocal basis, the following measures from  , 2015 concerning the waiver of diplomatic and official visa requirements for diplomatic and official passport holders:


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １　カンボジア王国の国民であって、カンボジア王国外務国際協力省が発給した有効な外交又は公用旅券を所持しカンボジア王国政府の外交若しくは領事の任務又は公用の用務の目的で日本国に入国することを希望するもの及びそのような旅券を所持し当該カンボジア王国の国民の家族の構成員でその所帯に属するものは、その滞在期間のいかんを問わず、外交又は公用査証を取得することなく日本国に入国することができる。
  ２(1)　カンボジア王国外務国際協力省が発給した有効な外交又は公用旅券を所持するカンボジア王国の国民であって、１にいう目的以外の目的で継続して九十日を超えない期間滞在する意図をもって日本国に入国することを希望するものは、査証を取得することなく日本国に入国することができる。
    (2)　(1)の査証の要件の免除は、就職し、永住し、自由職業若しくは他の生業（報酬を得ることを目的とする芸能及びスポーツを含む。）に従事する意図をもって日本国に入国することを希望するカンボジア王国の国民には適用されない。
  ３　１及び２の査証の要件の免除は、日本国に入国するカンボジア王国の国民に対し、入国、滞在、居住、出国その他の外国人の管理に関する日本国の法令に服することを免除するものではない。
  ４　日本国政府は、公安、秩序及び衛生を含む公の政策上の理由により前記の諸措置の全部又は一部の適用を一時的に停止する権利を留保する。このような適用の停止又はその解除は、外交上の経路を通じて直ちにカンボジア王国政府に通告される。
  ５　日本国政府は、好ましくないと認めるカンボジア王国の国民に対し、その理由を示すことなく日本国に入国し又は滞在することを拒否する権利を留保する。
  ６　日本国政府は、カンボジア王国政府に対し三十日前に文書による予告を与えることにより、前記の諸措置を終了することができる。
  　在カンボジア王国日本国大使館は、カンボジア王国外務国際協力省が、前記の措置の適用に関するカンボジア王国政府の決定を同大使館に通報することを要請する光栄を有する。
    在カンボジア王国日本国大使館は、以上を申し進めるに際し、ここに重ねてカンボジア王国外務国際協力省に向かって敬意を表する。

1.  Nationals of the Kingdom of Cambodia in possession of valid diplomatic or official passports issued by the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, seeking entry into Japan for the purpose of exercising diplomatic or consular functions, or official duties of the Royal Government of Cambodia and such nationals holding the said passports who are the members of their families forming part of their respective households, may enter Japan without obtaining a diplomatic or official visa irrespective of the duration of stay in Japan.
2.  (1) Nationals of the Kingdom of Cambodia in possession of valid diplomatic or official passports issued by the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia, seeking entry into Japan for the purpose other than those referred to in paragraph 1. and with the intention of staying in Japan for a period not exceeding ninety (90) consecutive days, may enter Japan without obtaining a visa.
 
(2)  The waiver of the visa requirements under sub-paragraph (1) above shall not apply to any nationals of the Kingdom of Cambodia who desire to enter Japan with the intention of seeking employment or permanent residence, or of exercising a profession or other occupation (including public entertainment and sport for remunerative purposes).
3.  The waiver of the visa requirements under paragraphs 1. and 2. above does not exempt nationals of the Kingdom of Cambodia entering Japan from the necessity of complying with the laws and regulations of Japan concerning the entry, stay, residence, exit and other control over aliens.
4. The Government of Japan reserves the right to temporarily suspend the application of all or any part of the foregoing measures for reasons of public policy including those relating to public security, order and health. Any suspension or lifting of the suspension will be notified immediately to the Royal Government of Cambodia through the diplomatic channel.
5.  The Government of Japan reserves the right to refuse the entry into or stay in Japan to nationals of the Kingdom of Cambodia considered undesirable without providing the motives for its decision.
6.  The Government of Japan may terminate the foregoing measures by giving thirty (30) days’ written notice to the Royal Government of Cambodia.

     The Embassy of Japan has further the honour to request the Ministry to inform the Embassy of the decision to be made by the Government of the Kingdom of Cambodia concerning the application of the foregoing arrangement.

 The Embassy of Japan in the Kingdom of Cambodia avails itself of this opportunity to renew to the Ministry of Foreign Affairs and International Cooperation of the Kingdom of Cambodia the assurances of its highest consideration.
