  　書簡をもって啓上いたします。本使は、国際開発協会の第十七次増資（以下「ＩＤＡ17」という。）に関し、世界の開発途上国及び地域で国際開発協会（以下「協会」という。）の加盟国に含まれるものにおける経済開発努力を促進するために供与される日本国の借款に関して日本国政府の代表者と協会の代表者との間で最近到達した次の了解を確認する光栄を有します。
  １　日本国の関係法令に従って、千九百三億八千六百四十五万円（一九〇、三八六、四五〇、〇〇〇円）の額までの円貨による借款（以下「借款」という。）が、ＩＤＡ17に拠出することを目的として、独立行政法人国際協力機構（以下「ＪＩＣＡ」という。）により、協会に供与されることになる。

Sir,

 With reference to the International Development Association Seventeenth Replenishment (hereinafter referred to as “IDA 17”), I have the honour to confirm the following understanding recently reached between the representatives of the Government of Japan and of the International Development Association (hereinafter referred to as “the Association”) concerning a Japanese loan to be extended with a view to promoting the economic development efforts of developing countries and areas of the world included within the Association’s membership:

1. In accordance with the relevant laws and regulations of Japan, a loan in Japanese yen up to the amount of one hundred and ninety billion three hundred and eighty-six million four hundred and fifty thousand yen (\190,386,450,000) (hereinafter referred to as “the Loan”) will be extended to the Association by the Japan International Cooperation Agency (hereinafter referred to as “JICA”) for the purpose of contributing to IDA 17.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
２　借款は、協会とＪＩＣＡとの間で締結される借款契約に基づいて使用に供される。借款の条件及び使用に関する手続は、この了解の範囲内で、なかんずく次の原則を含むことになる前記の借款契約によって規律される。
    (a)　償還期間は、十年の据置期間の後三十年とする。
    (b)　利子率は、年〇・五五パーセントとする。
    (c)　支出期間は、前記の借款契約の発効の日の後三年とする。
  ３　借款は、ＩＤＡ17の期間中の協会の活動に充てるために使用に供される。
  ４　協会は、借款が、その財政規則及び他の関連規則に従い、３に規定する目的のために、適正に使用されることを確保するために必要な措置をとる。
  ５　協会は、要請に応じ、日本国政府及びＪＩＣＡに対し、借款の使途についての情報及び資料を提供する。
  ６　日本国政府及び協会は、この了解から又はそれに関連して生ずることのあるいかなる事項についても相互に協議する。

							

						

						

							

								
2. The Loan will be made available by a loan agreement to be concluded between the Association and JICA.  The terms and conditions of the Loan as well as the procedures for its utilization will be governed by the said loan agreement, within the scope of the present understanding, which will contain, inter alia, the following principles:

 (a) The repayment period will be thirty (30) years after the grace period of ten (10) years;

 (b) The rate of interest will be nought point five five per cent (0.55%) per annum; and

 (c) The disbursement period will be three (3) years after the date of coming into force of the said loan agreement.

 
3. The Loan will be made available to cover the Association’s activities during the IDA 17 period.

4. The Association shall take necessary measures to ensure that the Loan be used properly in accordance with its financial rules and other applicable regulations for the purpose mentioned in paragraph 3.

5. The Association shall, upon request, furnish the Government of Japan and JICA with information and data concerning the use of the Loan.

6. The Government of Japan and the Association shall consult with each other with respect to any matter that may arise from or in connection with the present understanding.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
本使は、更に、この書簡及び前記の了解を協会に代わって確認される貴官の返簡が日本国政府と協会との間の合意を構成し、その合意が貴官の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
