（日本側書簡） 書簡をもって啓上いたします。本大臣は、二千九年二月十七日に東京で署名された第三海兵機動展開部隊の要員及びその家族の沖縄からグアムへの移転の実施に関する日本国政府とアメリカ合衆国政府との間の協定（以下「旧協定」という。）、二千十三年十月三日に東京で署名された第三海兵機動展開部隊の要員及びその家族の沖縄からグアムへの移転の実施に関する日本国政府とアメリカ合衆国政府との間の協定を改正する議定書（以下「議定書」という。）並びに旧協定に関して日本国政府とアメリカ合衆国政府との間で二千九年七月十一日に東京で交換された書簡及び二千十年九月十四日に東京で交換された書簡（以下それぞれ「二千九年の交換公文」及び「二千十年の交換公文」という。）によってそれぞれ行われた日本国が提供する資金に関する取極に言及する光栄を有します。

I have the honor to refer to the Agreement between the Government of Japan and the Government of the United States of America concerning the Implementation of the Relocation of III Marine Expeditionary Force Personnel and their Dependents from Okinawa to Guam signed at Tokyo on February 17, 2009 (hereinafter referred to as “the previous Agreement”), to the Protocol Amending the Agreement between the Government of Japan and the Government of the United States of America concerning the Implementation of the Relocation of III Marine Expeditionary Force Personnel and their Dependents from Okinawa to Guam signed at Tokyo on October 3, 2013 (hereinafter referred to as “the Protocol”) and to the arrangements regarding Japanese cash contributions effected respectively by the exchange of notes at Tokyo July 11, 2009 and the exchange of notes at Tokyo September 14, 2010 between the Government of Japan and the Government of the United States of America concerning the previous Agreement (hereinafter referred to as “the Exchange of Notes of 2009” and “the Exchange of Notes of 2010” respectively).
本大臣は、また、議定書第八条に言及するとともに、二千九年の交換公文及び二千十年の交換公文のそれぞれにおいて、付表は日本国政府とアメリカ合衆国政府との間の合意によって修正することができることが規定されていることに留意する光栄を有します。 本大臣は、また、日米安全保障協議委員会の二千十二年四月二十七日付けの共同発表において表明された決定であって、二千六年五月一日付けの同委員会文書「再編の実施のための日米ロードマップ」に示された計画の調整に関するものに言及し、当該調整の結果、この書簡の別添Ａ及び別添Ｂの付表がそれぞれ二千九年の交換公文及び二千十年の交換公文の現行の付表に代わることを日本国政府に代わって提案する光栄を有します。
I have further the honor to refer to Article 8 of the Protocol and to note that the Exchange of Notes of 2009 and the Exchange of Notes of 2010 respectively provide that the Annex may be modified by agreement between the Government of Japan and the Government of the United States of America. I have further the honor to refer to the decision, announced in the Joint Statement of the Japan-U.S. Security Consultative Committee dated April 27, 2012, on the adjustments to the plans outlined in the Japan-U.S. Security Consultative Committee Document dated May 1, 2006, “Japan-United States Roadmap for Realignment Implementation” and to propose, on behalf of the Government of Japan, that the Annexes as set out in the Attachments A and B to this Note shall replace the existing Annexes to the Exchange of Notes of 2009 and the Exchange of Notes of 2010, respectively, as a result of those adjustments:
