  　書簡をもって啓上いたします。本大臣は、千九百九十八年三月三日にアブダビで署名された航空業務に関する日本国とアラブ首長国連邦との間の協定（以下「協定」という。）第十四条及び第十六条の規定に従って二千十二年五月二十七日及び二十八日にドバイで行われた日本国及びアラブ首長国連邦の航空当局の間の協議に言及する光栄を有します。
  　本大臣は、また、前記の協議において到達した合意に基づき、及び協定第十六条の規定に従い、この書簡に添付する新たな付表が日本語、アラビア語及び英語で作成された協定の現行の付表に代わることを日本国政府に代わって提案する光栄を有します。
  　本大臣は、更に、前記の提案がアラブ首長国連邦政府にとって受諾し得るものであるときは、この書簡及びその旨の殿下の返簡が両政府間の合意を構成し、その合意が殿下の返簡の日付の日に効力を生ずることを提案する光栄を有します。
  　本大臣は、以上を申し進めるに際し、ここに殿下に向かって敬意を表します。

Highness,

 I have the honour to refer to the consultations held in Dubai on May 27 and 28, 2012 between the aeronautical authorities of Japan and of the United Arab Emirates, in accordance with Articles 14 and 16 of the Agreement between Japan and the United Arab Emirates for Air Services, signed at Abu Dhabi on March 3, 1998 (hereinafter referred to as “the Agreement”).

 I have further the honour to propose, on behalf of the Government of Japan, that the new Schedule attached to this Note shall replace the existing Schedule to the Agreement done in the Japanese, Arabic and English languages, based on the agreement reached at the said consultations and pursuant to Article 16 of the Agreement.

 I have further the honour to propose that if the above proposal is acceptable to the Government of the United Arab Emirates, this Note and Your Highness’s Note in reply to that effect shall constitute an agreement between the two Governments, which shall enter into force on the date of Your Highness’s Note in reply.

 I avail myself of this opportunity to extend to Your Highness the assurances of my highest consideration.

  １　日本国の一又は二以上の指定航空企業が両方向に運営する路線
      　日本国内の地点－ソウル（注２）－東南アジア地域内の二地点－インド亜大陸内の二地点－中間の地点（注３）－湾岸諸国内の地点－アラブ首長国連邦内の地点－以遠の地点
          注１　日本国の一又は二以上の指定航空企業が提供する協定業務は、日本国内の一地点をその起点としなければならないが、特定路線上の他の地点は、いずれかの又は全ての飛行に当たり当該指定航空企業の選択によって省略することができる。
          注２　日本国の一又は二以上の指定航空企業は、第五の自由の運輸権を行使することなく、大阪を含む路線における貨物業務のためにのみ、「ソウル」に業務を行うことができる。
          注３　日本国の一又は二以上の指定航空企業は、航空機を運航しない航空企業としてのコードシェア業務のためにのみ、「中間の地点」に業務を行うことができる。

							

						

						

							

								
SCHEDULE



1. Routes to be operated in both directions by the designated airline or airlines of Japan:

Points in Japan – Seoul (Note 2) – two points in South East Asia – two points in Indian subcontinent – any intermediate points (Note 3) - points in the Gulf countries – points in the United Arab Emirates – points beyond

 Note 1: The agreed services provided by the designated airline or airlines of Japan shall begin at a point in Japan, but other points on the specified route may at the option of the designated airline be omitted on any or all flights.

 Note 2: The designated airline or airlines of Japan may serve “Seoul” only for all-cargo services on the route(s) involving Osaka without exercising fifth freedom traffic rights.

          注１　アラブ首長国連邦の一又は二以上の指定航空企業が提供する協定業務は、アラブ首長国連邦内の一地点をその起点としなければならないが、特定路線上の他の地点は、いずれかの又は全ての飛行に当たり当該指定航空企業の選択によって省略することができる。
          注２　アラブ首長国連邦の一又は二以上の指定航空企業は、東京を含む路線においては、「インド亜大陸内の二地点」、「東南アジア地域内の二地点」及び「ロサンゼルス又はサンフランシスコ」に業務を行うことができない。
          注３　アラブ首長国連邦の一又は二以上の指定航空企業は、航空機を運航しない航空企業としてのコードシェア業務のためにのみ、「中間の地点」に業務を行うことができる。

 Note 3: The designated airline or airlines of the United Arab Emirates may serve “any intermediate points” only for code sharing services as a marketing airline or marketing airlines.

 Note 4: The designated airline or airlines of the United Arab Emirates may serve “Seoul” only for all-cargo services on the route(s) involving Osaka without exercising fifth freedom traffic rights.

 I have further the honour to inform Your Excellency, on behalf of the Government of the United Arab Emirates, that the Government of the United Arab Emirates accepts the above proposal of the Government of Japan and to confirm that Your Excellency’s Note and this Note in reply shall constitute an agreement between the two Governments, which shall enter into force on the date of this Note in reply.

 I avail myself of this opportunity to extend to Your Excellency the assurances of my highest consideration.
