  　書簡をもって啓上いたします。本官は、日本国とトルコ共和国との間の友好関係及び経済協力を強化すること並びにトルコ共和国の開発努力を促進することを目的として供与される日本国の借款に関する二千五年二月十八日付けの交換公文（二千十年十一月二十二日付けの交換公文による修正を含む。）に関し、トルコ共和国政府の代表者と日本国政府の代表者との間で最近到達した次の了解をトルコ共和国政府に代わって確認する光栄を有します。
  　前記の交換公文の１中「千四百八億千万円（一四〇、八一〇、〇〇〇、〇〇〇円）」を「千八百三十七億八千九百万円（一八三、七八九、〇〇〇、〇〇〇円）」に改める。
  　本官は、更に、この書簡及び前記の了解を日本国政府に代わって確認される閣下の返簡が両政府間の合意を構成し、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
  　本官は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。

Excellency,

 With reference to the Exchange of Notes dated February 18, 2005, concerning a Japanese loan to be extended with a view to strengthening the friendly relations and economic cooperation between the two countries and promoting the development efforts of the Republic of Turkey, as amended by the Exchange of Notes dated November 22, 2010, I have the honour to confirm, on behalf of the Government of the Republic of Turkey, the following understanding recently reached between the representatives of the Government of the Republic of Turkey and of the Government of Japan:

 Paragraph 1. of the said Exchange of Notes shall be amended as follows:

 The term “one hundred and forty billion eight hundred and ten million yen (\140,810,000,000)” is deleted and replaced by the term “one hundred and eighty-three billion seven hundred and eighty-nine million yen (\183,789,000,000)”.

 I have further the honour to propose that this Note and Your Excellency’s Note in reply confirming on behalf of the Government of Japan the foregoing understanding shall constitute an agreement between the two Governments, which shall enter into force on the date of Your Excellency’s Note in reply.

 I avail myself of this opportunity to extend to Your Excellency the assurance of my highest consideration.
