（訳文）
　　書簡をもって啓上いたします。本使は、千九百九十六年三月二十五日にアディスアベバで署名された航空業務に関する日本国とエティオピア連邦民主共和国との間の協定（以下「協定」という。）第十四条及び第十六条の規定に従って二千十三年十二月二日及び三日に東京で行われた日本国及びエチオピア連邦民主共和国の航空当局の間の協議に言及する光栄を有します。
　　本使は、また、前記の協議において到達した合意に基づき、及び協定第十六条の規定に従い、この書簡に添付する新たな附属書が協定の現行の附属書に代わることを日本国政府に代わって提案する光栄を有します。
　　本使は、更に、前記の提案がエチオピア連邦民主共和国政府にとって受諾し得るものであるときは、この書簡及びその旨の貴官の返簡が両政府間の合意を構成し、その合意が貴官の返簡の日付の日に効力を生ずることを提案する光栄を有します。
　　本使は、以上を申し進めるに際し、ここに貴官に向かって敬意を表します。

(Japanese Note)

Sir,

 I have the honour to refer to the consultations held in Tokyo on 2 and 3 December 2013 between the aeronautical authorities of Japan and of the Federal Democratic Republic of Ethiopia, in accordance with Articles 14 and 16 of the Agreement between Japan and the Federal Democratic Republic of Ethiopia for Air Services, signed at Addis Ababa on 25 March 1996 (hereinafter referred to as “the Agreement”).

 I have further the honour to propose, on behalf of the Government of Japan, that the new Annex attached to this Note shall replace the existing Annex to the Agreement, based on the agreement reached at the said consultations and pursuant to Article 16 of the Agreement.

 I have further the honour to propose that if the above proposal is acceptable to the Government of the Federal Democratic Republic of Ethiopia, this Note and your Note in reply to that effect shall constitute an agreement between the two Governments, which shall enter into force on the date of your Note in reply.

 I avail myself of this opportunity to extend to you the assurances of my high consideration.

  １　日本国の一又は二以上の指定航空企業が両方向に運営する路線            
        日本国内の地点－中間の二地点－エティオピア連邦民主共和国内の地点
          注　日本国の一又は二以上の指定航空企業は、中間の二地点とエティオピア連邦民主共和国内の地点との間においては、自己が運送する途中降機の旅客についてのみ運輸権を行使することができる。            
  ２　エティオピア連邦民主共和国の一又は二以上の指定航空企業が両方向に運営する路線
        エティオピア連邦民主共和国内の地点－ムンバイ、バンコク、シンガポール又は上海－日本国内の地点
                    注　エティオピア連邦民主共和国の一又は二以上の指定航空企業は、ムンバイ、バンコク、シンガポール又は上海と日本国内の地点との間においては、自己が運送する途中降機の旅客についてのみ運輸権を行使することができる。
  ３　いずれの締約国の一又は二以上の指定航空企業が提供する協定業務も、当該締約国の領域内の一地点をその起点としなければならないが、特定路線上の他の地点は、いずれの又は全ての飛行に当たり当該指定航空企業の選択によって省略することができる。

							

						

						

							

								
Annex



1. Route to be operated in both directions by the designated airline or airlines of Japan:

 Points in Japan – two intermediate points – points in the Federal Democratic Republic of Ethiopia.

Note: The designated airline or airlines of Japan may exercise traffic rights only for its or their own stopover passengers between two intermediate points and points in the Federal Democratic Republic of Ethiopia.

2. Route to be operated in both directions by the designated airline or airlines of the Federal Democratic Republic of Ethiopia:

 Points in the Federal Democratic Republic of Ethiopia – Mumbai, Bangkok, Singapore or Shanghai – points in Japan.

Note: The designated airline or airlines of the Federal Democratic Republic of Ethiopia may exercise traffic rights only for its or their own stopover passengers between Mumbai, Bangkok, Singapore or Shanghai and points in Japan.

3. 　　本官は、更に、エチオピア連邦民主共和国政府が日本国政府の前記の提案を受諾する旨をエチオピア連邦民主共和国政府に代わって閣下に通報するとともに、閣下の書簡及びこの返簡が両政府間の合意を構成し、その合意がこの返簡の日付の日に効力を生ずることを確認する光栄を有します。
　　本官は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。

 I have the honour to acknowledge the receipt of Your Excellency’s Note of today’s date, which reads as follows:

 I have further the honour to inform Your Excellency, on behalf of the Government of the Federal Democratic Republic of Ethiopia, that the Government of the Federal Democratic Republic of Ethiopia accepts the above proposal of the Government of Japan and to confirm that Your Excellency’s Note and this Note in reply shall constitute an agreement between the two Governments, which shall enter into force on the date of this Note in reply.

 I avail myself of this opportunity to extend to Your Excellency the assurances of my highest consideration.
