  書簡をもって啓上いたします。本使は、二千十年十一月十五日に東京で署名された所得に対する租税に関する二重課税の回避のための日本国政府とサウジアラビア王国政府との間の条約（以下「条約」という。）及び二千十年十一月十五日に東京で署名された条約の不可分の一部を成す議定書（以下「議定書」という。）に言及するとともに、両政府間で到達した次の了解を日本国政府に代わって確認する光栄を有します。

Excellency,

 I have the honour to refer to the Convention between the Government of Japan and the Government of the Kingdom of Saudi Arabia for the Avoidance of Double Taxation　and the Prevention of Tax Evasion with respect to Taxes on Income signed at Tokyo on 15 November 2010(hereafter referred to as “the Convention”) as well as the Protocol which forms an integral part of the Convention signed at Tokyo on 15 November 2010(hereafter referred to as “the Protocol”)and to confirm, on behalf of the Government of Japan, the following understanding reached between the two Governments:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  議定書13の規定に関し、株式会社国際協力銀行は、議定書13(a)(v)に規定する機関とされることが了解される。

							

						

						

							

								
 With reference to paragraph 13 of the Protocol, it is understood that the Japan Bank for International Cooperation shall be regarded as an institution referred to in paragraph 13(a)(v)of the Protocol. 

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  本使は、更に、この書簡及び前記の了解をサウジアラビア王国政府に代わって確認される閣下の返簡が両　政府間の合意を構成し、その合意が閣下の返簡の日に効力を生ずるものとし、二千十二年四月一日以後に租　税を課される額について適用することを提案する光栄を有します。
  本使は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。

 I have further the honour to propose that the present Note and Your Excellency’s Note in reply confirming on behalf of the Government of the Kingdom of Saudi Arabia the foregoing understanding shall constitute an agreement between the two Governments, which shall enter into force on the date of Your Excellency’s Note in reply and shall be applicable for amounts taxable on or after the first day of April, 2012. 
 I avail myself of this opportunity to extend to Your Excellency the assurance of my highest consideration.

Excellency, 

 I have received Your Excellency’s Note of today’s date which reads as follows:

“(Japanese Note)”

 The foregoing understanding being acceptable to the Government of the Kingdom of Saudi Arabia, I further confirm that Your Excellency’s Note and this Note in reply shall constitute an agreement between the two Governments, which shall enter into force on the date of this Note in reply and shall be applicable for amounts taxable on or after the first day of April, 2012.
