　日本国外務省は、在本邦ノルウェー王国大使館に敬意を表するとともに、日本国政府が、日本国とノルウェー王国との間の一層緊密な協力関係を促進するとの精神の下に、日本国とノルウェー王国との間の相互理解を促進するためノルウェー王国民、特にノルウェー王国の青少年に対し日本国の文化及び一般的な生活様式を経験するための一層広範な機会を提供することを希望し、また、ノルウェー王国民が長期にわたり主として休暇を過ごすために日本国に入国し、かつ、旅行資金を補うために休暇の付随的側面として仕事に従事することを可能にする目的を有するワーキング・ホリデーのための制度を設けることを希望して、ノルウェー王国民の日本国への入国に関し、二千十三年二月一日から日本国の関係法令の範囲内で相互主義に基づき次の措置をとる用意を有することを同大使館に通報する光栄を有する。

 The Ministry of Foreign Affairs of Japan presents its compliments to the Royal Norwegian Embassy in Japan and has the honour to inform the latter that the Government of Japan, in a spirit of promoting closer co-operative relations between Japan and the Kingdom of Norway, desirous of providing wider opportunities for nationals of the Kingdom of Norway, particularly young people of the Kingdom of Norway, to experience the culture and general way of life in Japan for the purpose of promoting mutual understanding between Japan and the Kingdom of Norway, and wishing to provide arrangements for working holidays which are intended to make it possible for nationals of the Kingdom of Norway to enter Japan primarily for a holiday for an extended period and also engage in employment as an incidental aspect of their holiday in order to supplement their travel funds, is prepared to take, on a reciprocal basis, from 1 February 2013 the following measures with respect to the entry of nationals of the Kingdom of Norway into Japan, subject to the relevant laws and regulations of Japan:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
１　日本国政府は、次の要件の全てを満たすノルウェー王国民からの申請に対し、発給日から三箇月間有効なワーキング・ホリデー査証を発給する。

							

						

						

							

								
1. The Government of Japan will issue a working holiday visa valid for a period of three (3) months from the date of issue on application from a national of the Kingdom of Norway who satisfies all of the following requirements:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(i)　前記の査証の申請時にノルウェー王国に居住するノルウェー王国民であること。

							

						

						

							

								
(i) is a national of the Kingdom of Norway who is resident in the Kingdom of Norway at the time of the application for the said visa;


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(ii)　入国の日から一年を超えない期間日本国において主として休暇を過ごす意図を有すること。

２　１にいう査証の申請は、この制度に特有の手続に従い、在ノルウェー王国日本国大使館に対して提出されることが必要とされる。申請者は、必要なときは、資格決定のため、同大使館の代表者による面接を受ける。

							

						

						

							

								
2. Application for the visa mentioned in paragraph 1 above will be required to be submitted to the Embassy of Japan in the Kingdom of Norway in accordance with procedures specific to these arrangements. When necessary, applicants will be interviewed by the representatives of the Embassy to determine their eligibility.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
３　申請者は、日本語の知識の欠如のみを理由として１にいう査証の発給を拒否されない。

４　日本国政府は、１にいう査証を有するノルウェー王国民に対し、入国の日から最長一年の期間日本国に滞在する許可を与える。ノルウェー王国民は、許可された期間を超えて滞在を延長すること及びその滞在期間中に滞在資格を変更することは認められない。

							

						

						

							

								
4. The Government of Japan will grant nationals of the Kingdom of Norway who have the visa mentioned in paragraph 1 above permission to stay in Japan for up to one (1) year from the date of entry. Participants from the Kingdom of Norway in these arrangements may, subject to the relevant laws and regulations of Japan, enroll in short-term language courses and/or similar courses for the purpose of learning the culture and general way of life in Japan. 



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
８　日本国政府は、公安、公の秩序、公衆衛生又は出入国管理上の危険性を理由として前記の諸措置の全部又は一部を一時的に停止することができる。このような停止は、ノルウェー王国政府に対し、外交上の経路を通じて直ちに通告される。

							

						

						

							

								
8. The Government of Japan may suspend the foregoing measures in whole or in part temporarily for reasons of public security, public order, public health or immigration risk. Any such suspension will be notified immediately to the Government of the Kingdom of Norway through diplomatic channels.

The day of entry into the Kingdom of Norway must not be later than six (6) months after the residence permit is granted, and registration must take place no later than seven (7) days after entry.
