　書簡をもって啓上いたします。本使は、二千五年六月十日付けの交換公文によって行われた独立行政法人宇宙航空研究開発機構とアメリカ合衆国航空宇宙局との間のＸ線天文衛星Ⅱ（ＡＳＴＲＯ－ＥⅡ）計画（以下「計画」という。）に係る協力に関する日本国政府とアメリカ合衆国政府との間の取極（以下「取極」という。）に言及する光栄を有します。

Excellency, 

　I have the honor to refer to the agreement between the Government of Japan and the Government of the United States of America concerning the cooperation between the Japan Aerospace Exploration Agency and the National Aeronautics and Space Administration of the United States of America on the X-ray Astronomy Satellite (ASTRO-EII) Project (hereinafter referred to as “the Project”), which was effected by the Exchange of Notes dated June 10, 2005 (hereinafter referred to as the “Agreement”). 

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
　本使は、更に、宇宙空間の平和的な探査及び利用の分野において両政府の間に引き続いて存在する相互に有益な関係を考慮し、千九百八十八年六月二十日にトロントで署名され、並びに延長され、及び改正された科学技術における研究開発のための協力に関する日本国政府とアメリカ合衆国政府との間の協定に留意し、また、千九百九十五年四月二十四日にワシントンで署名された平和的目的のための宇宙の探査及び利用における協力のための損害賠償責任に係る相互放棄に関する日本国政府とアメリカ合衆国政府との間の協定及び代位請求に関する両政府間の同日付けの交換公文が計画に適用されることを再確認して、取極を二千十二年六月十日から五年間延長することを日本国政府に代わって提案する光栄を有します。

							

						

						

							

								
　In consideration of the continuing mutually beneficial relationship between the two Governments in the field of peaceful exploration and use of outer space; taking into account the Agreement between the Government of Japan and the Government of the United States of America on Cooperation in Research and Development in Science and Technology, signed at Toronto on June 20, 1988, as extended and amended; and reaffirming that the provisions of the Agreement between the Government of Japan and the Government of the United States of America Concerning Cross-Waiver of Liability for Cooperation in the Exploration and Use of Space for Peaceful Purposes, signed at Washington on April 24, 1995, and the Exchange of Notes of the same date between the two Governments concerning subrogated claims shall apply to the Project, I have further the honor to propose, on behalf of the Government of Japan, that the Agreement shall be extended for a period of five years from June 10, 2012.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
　本使は、更に、前記のことがアメリカ合衆国政府にとって受諾し得るものであるときは、この書簡及び閣下の返簡が両政府間の合意を構成し、その合意が閣下の返簡の日付の日に効力が生ずるものとすることを提案する光栄を有します。
