原子力の平和的利用における協力のための日本国政府とロシア連邦政府との間の協定の附属書の改正に関する交換公文

（ロシア側書簡） 書簡をもって啓上いたします。本官は、二千九年五月十二日に東京で署名された原子力の平和的利用における協力のためのロシア連邦政府と日本国政府との間の協定（以下「協定」という。）に言及する光栄を有します。
(Russian Note) Moscow, April 26, 2012 Excellency, I have the honor to refer to the Agreement between the Government of the Russian Federation and the Government of Japan for Cooperation in the Peaceful Uses of Nuclear Energy, signed at Tokyo on May 12, 2009 (hereinafter referred to as “the Agreement”).
本官は、更に、協定第十七条の規定に従って協定附属書Ｂを次のとおり改正することをロシア連邦政府に代わって提案する光栄を有します。
Pursuant to Article 17 of the Agreement, I have further the honor to propose on behalf of the Government of the Russian Federation that Annex B to the Agreement be amended as follows:
１ 協定附属書ＢのＡ部１中「なし」を「アンガルスク国際ウラン濃縮センターの貯蔵施設」に改める。
1. In paragraph 1 of Part A of Annex B to the Agreement, “Storage Facility of the International Uranium Enrichment Center in Angarsk” shall be inserted.
２ 協定附属書ＢのＢ部１中「アンガルスク国際ウラン濃縮センター」を「シベリア化学複合施設の放射化学施設、昇華（転換）施設及び同位体分離施設」に改める。
2. In paragraph 1 of Part B of Annex B to the Agreement, “Angarsk International Uranium Enrichment Center”shall be deleted, and “Radiochemical Facility, Sublimation (Conversion) Facility and Isotope Separation Facility of the Siberian Chemical Complex” shall be inserted.
本官は、更に、前記の提案が日本国政府により受諾される場合には、この書簡及びその旨の閣下の返簡が両政府間の合意を構成するものとみなし、その合意が協定の効力発生の時に効力を生ずるものとすることを提案する光栄を有します。
If the foregoing proposal is acceptable to the Government of Japan, I have further the honor to suggest that the present Note and Your Excellency’s reply to that effect shall be regarded as constituting an agreement between the two Governments in this matter, which shall enter into force at the same time as the Agreement.

(Japanese Note) Moscow, April 26, 2012 Excellency, I have the honor to acknowledge the receipt of Your Excellency’s Note of today’s date, which reads as follows:
（ロシア側書簡） 本使は、更に、日本国政府に代わって前記の提案を受諾することを確認するとともに、閣下の書簡及びこの返簡が両政府間の合意を構成するものとみなし、その合意が協定の効力発生の時に効力を生ずるものとすることに同意する光栄を有します。
“(Russian Note)” I have further the honor to confirm on behalf of the Government of Japan that the foregoing proposal is acceptable and to agree that Your Excellency’s Note and this Note shall be regarded as constituting an agreement between the two Governments, which shall enter into force at the same time as the Agreement.
