（ニュージーランド側書簡） （訳文） 書簡をもって啓上いたします。本使は、千九百八十年一月十八日にオークランドで署名された航空業務に関するニュー・ジーランドと日本国との間の協定（以下「協定」という。）に関し、二千十二年二月十五日及び十六日に東京においてニュージーランド及び日本国の航空当局の間で行われた協議に言及する光栄を有します。
(New Zealand Note) Tokyo, September 11, 2012 Excellency, I have the honour to refer to the consultations held in Tokyo on 15 and 16 February 2012 between the aeronautical authorities of New Zealand and Japan concerning the Agreement between New Zealand and Japan for Air Services, signed at Auckland on 18 January 1980 (hereinafter referred to as the “Agreement”).
本使は、前記の協議において到達した了解及び協定第十六条３の規定に従い、協定の現行の付表が次のように代わるべき旨をニュージーランド政府に代わって提案する光栄を有します。
Pursuant to the understanding reached at the said consultations and paragraph 3 of Article 16 of the Agreement, I now have the honour to propose, on behalf of the Government of New Zealand, that the existing Schedule to the Agreement be replaced by the following:
付表 １ ニュー・ジーランドの一又は二以上の指定航空企業が両方向に運営する路線 ニュー・ジーランド内の地点－中間の地点－日本国内の地点－以遠の地点 注１ ニュー・ジーランドの一又は二以上の指定航空企業は、前記の路線において日本国内のいずれの地点もコターミナル地点として使用することができる。 注２ ニュー・ジーランドの一又は二以上の指定航空企業は、前記の路線において国際航空業務に係る自己が運送する途中降機の旅客について日本国内のいずれの地点においても運輸権を行使することを認められる。 ２ 日本国の一又は二以上の指定航空企業が両方向に運営する路線 日本国内の地点－中間の地点－ニュー・ジーランド内の地点－以遠の地点 注１ 日本国の一又は二以上の指定航空企業は、前記の路線においてニュー・ジーランド内のいずれの地点もコターミナル地点として使用することができる。 注２ 日本国の一又は二以上の指定航空企業は、前記の路線において国際航空業務に係る自己が運送する途中降機の旅客についてニュー・ジーランド内のいずれの地点においても運輸権を行使することを認められる。 ３ いずれの締約国の一又は二以上の指定航空企業が提供する協定業務も、当該締約国の領域内の一地点をその起点としなければならないが、当該路線上の他の地点は、いずれかの又は全ての飛行に当たり当該指定航空企業の選択によって省略することができる。
SCHEDULE 1. Routes to be operated in both directions by the designated airline or airlines of New Zealand: Points in New Zealand – intermediate points – points in Japan – points beyond Note 1: The designated airline or airlines of New Zealand shall be entitled to use any of the points in Japan on the above Routes as co-terminal points. Note 2: The designated airline or airlines of New Zealand shall be allowed to exercise traffic rights with respect to its or their own stopover passengers for international air services at any points in Japan on the above Routes. 2. Routes to be operated in both directions by the designated airline or airlines of Japan: Points in Japan – intermediate points – points in New Zealand – points beyond Note 1: The designated airline or airlines of Japan shall be entitled to use any of the points in New Zealand on the above Routes as co-terminal points. Note 2: The designated airline or airlines of Japan shall be allowed to exercise traffic rights with respect to its or their own stopover passengers for international air services at any points in New Zealand on the above Routes. 3. The agreed services provided by the designated airline or airlines of either Contracting Party shall begin at a point in the territory of the Contracting Party, but other points on the route may at the option of the designated airline be omitted on any or all flights.
本使は、更に、前記の提案が日本国政府にとって受諾し得るものであるときは、この書簡及び受諾を表明する閣下の返簡が両政府間の合意を構成し、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。
If the above proposal is acceptable to the Government of Japan, I have further the honour to propose that this Note together with Your Excellency’s Note in reply indicating such acceptance shall constitute an agreement between the two Governments, which shall enter into force on the date of Your Excellency’s reply.

（ニュージーランド側書簡） 本大臣は、更に、日本国政府がニュージーランド政府の前記の提案を受諾する旨を日本国政府に代わって閣下に通報するとともに、閣下の書簡及びこの返簡が両政府間の合意を構成し、その合意がこの返簡の日付の日に効力を生ずることを確認する光栄を有します。
“(New Zealand Note)” I have further the honour to inform Your Excellency, on behalf of the Government of Japan, that the Government of Japan accepts the above proposal of the Government of New Zealand and to confirm that Your Excellency’s Note and this Note shall constitute an agreement between the two Governments, which shall enter into force on the date of this reply.
