(Japanese Note) Nairobi, April 1, 2011 Sir,
書簡をもって啓上いたします。本使は、千九百九十二年十月三十日に大阪で署名された日本国における国際連合環境計画（ＵＮＥＰ）国際環境技術センターに関する日本国政府と国際連合環境計画との間の協定（以下「協定」という。）に言及する光栄を有します。本使は、更に、日本国政府の代表者と国際連合環境計画（以下「ＵＮＥＰ」という。）の代表者との間で最近到達した次の了解を日本国政府に代わって確認する光栄を有します。
I have the honour to refer to the Agreement between the Government of Japan and the United Nations Environment Programme Relating to the UNEP-International Environmental Technology Centre in Japan (hereinafter referred to as “the Agreement”), signed at Osaka on October 30, 1992. I have further the honour to confirm, on behalf of the Government of Japan, the following understanding recently reached between the representatives of the Government of Japan and of the United Nations Environment Programme (hereinafter referred to as “UNEP”):
１ 協定第一条を次のように改める。
1. Article I of the Agreement shall be deleted and replaced by the following:
第一条 センターの設立
“Article I Establishment of the Centre
ＵＮＥＰは、政府と協力して、「国際連合環境計画（ＵＮＥＰ）国際環境技術センター」（以下「センター」という。）と称するセンターを設立する。センターは、日本国の大阪市に事務所を置く。センターは、ＵＮＥＰの不可分の一部であり、及びその監督の下にあるものとする。ＵＮＥＰ及び政府は、センターの国際的な地位を保障するため、センターの促進する技術及びセンターの利用し得る専門技術が様々な国からもたらされることを確保するよう協力する。センターの国際的な地位は、その機構、職員及び計画に反映される。
UNEP, in cooperation with the Government, shall establish a centre to be known as the “UNEP-International Environmental Technology Centre” (hereinafter referred to as “the Centre”), which shall have an office in Osaka city, Japan. The Centre will be an integral part of UNEP and thereby under its supervision. The Government and UNEP shall co-operate to ensure that the technologies promoted by the Centre and expertise available to it will be from various countries, with a view to guaranteeing the international status of the Centre. That international status shall be reflected in organizational structure, personnel and programmes of the Centre.”
２ 協定第三条を次のように改める。
2. Article III of the Agreement shall be deleted and replaced by the following:
第三条 センターの目的及び活動
“Article III Objectives and Activities of the Centre
センターは、大都市の環境上持続可能な管理に特別の焦点を当て、研修及びコンサルティング業務を提供し、調査を実施し、並びに関連する情報を蓄積し、及び普及することを通じ、開発途上国及び経済体制が移行過程にある国に対し環境上適正な技術を移転することに従事する。センターの活動は、ＵＮＥＰの関連する組織の活動（特に、産業環境計画活動センターのより汚染の少ない生産及び他の関連する活動並びに地球環境監視制度の主催の下に行われる活動）又は国際連合内の他の機関の活動と十分に調整し、及びこれらの活動を補完する。
The Centre shall be dedicated to the transfer of environmentally sound technologies to developing countries and countries with economies in transition by means of providing training and consulting services, carrying out research, and accumulating and disseminating related information with special focus on environmentally sustainable management of big cities. The activities of the Centre shall be fully co-ordinated with and complement activities of relevant units of UNEP, in particular, the cleaner production and other relevant activities of the Industry and Environment Programme Activity Centre and activities taking place under the auspices of the Global Environmental Monitoring System, or other organizations within the United Nations system.”
本使は、更に、この書簡及び前記の了解をＵＮＥＰに代わって確認される貴官の返簡が日本国政府とＵＮＥＰとの間の合意を構成し、その合意が貴官の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honour to propose that this Note and your Note in reply confirming on behalf of UNEP the foregoing understanding shall constitute an agreement between the Government of Japan and UNEP, which shall enter into force on the date of your Note in reply.

I have the honour to acknowledge the receipt of Your Excellency’s Note of today’s date, which reads as follows:
