(Japanese Note) Monrovia, March 8, 2011 Excellency,
書簡をもって啓上いたします。本使は、日本国の借款に関して千九百七十九年三月二十日に日本国政府とリベリア共和国政府との間で交換された書簡（以下「従前の書簡Ⅰ」という。）、債務救済措置に関して二千九年一月三十一日に日本国政府とリベリア共和国政府との間で交換された書簡（以下「従前の書簡Ⅱ」という。）、重債務貧困国の政府開発援助債務の完全な免除に関する日本国、カナダ、フランス共和国、ドイツ連邦共和国、イタリア共和国、グレートブリテン及び北アイルランド連合王国及びアメリカ合衆国の元首及び政府の長により千九百九十九年六月十八日にケルンで発出された声明並びにリベリア共和国が拡大重債務貧困国イニシアティブの下で包括的な債務救済を受けるために必要な条件を満たしたことについて国際通貨基金及び国際開発協会により二千十年六月二十九日になされた承認に関し、次の了解を日本国政府に代わって提案する光栄を有します。
With reference to the Notes exchanged between the Government of Japan and the Government of the Republic of Liberia on March 20, 1979 concerning Japanese loan (hereinafter referred to as “the Previous Notes I”), to the Notes exchanged between the Government of Japan and the Government of the Republic of Liberia on January 31, 2009 concerning debt relief measures (hereinafter referred to as “the Previous Notes II”), to the statement issued at Cologne on June 18, 1999 by the heads of State and Government of Japan, Canada, the French Republic, the Federal Republic of Germany, the Republic of Italy, the United Kingdom of Great Britain and Northern Ireland and the United States of America regarding the full cancellation of official development assistance debt of the Heavily Indebted Poor Countries and to the approval given by the International Monetary Fund and the International Development Association on June 29, 2010 that the Republic of Liberia has met necessary conditions to receive comprehensive debt relief under the Enhanced Heavily Indebted Poor Countries Initiative, I have the honour to propose on behalf of the Government of Japan the following understanding:
１ 債務免除方式による債務救済措置が、独立行政法人国際協力機構（以下「ＪＩＣＡ」という。）により、日本国の関係法令に従ってとられることになる。
1. A debt relief measure in the form of cancellation will be taken in accordance with the relevant laws and regulations of Japan by the Japan International Cooperation Agency (hereinafter referred to as “JICA”).
２ 免除される債務は、従前の書簡Ⅰに従って締結された借款契約及び従前の書簡Ⅱに従って締結された債務繰延契約に基づく次の債務（以下「債務」という。）から成る。
2. (1) The debts to be cancelled consist of the following debts under the loan agreement concluded in accordance with the Previous Notes I and the rescheduling agreements concluded in accordance with the Previous Notes II (hereinafter referred to as “the Debts”):
(a) 二千十年七月一日現在で償還されていない全ての元本
(a) all the principal outstanding as of July 1, 2010; and
(b) 二千十年六月三十日以前に生じた未払の全ての利子（遅延利子を含む。）
(b) all the interest (including late interest) having accrued on or before June 30, 2010 and not paid.
(2) 債務の総額は、百四億九百八十二万五千七百九十二円（一〇、四〇九、八二五、七九二円）になる。
(2) The total amount of the Debts will be ten billon four hundred and nine million eight hundred and twenty-five thousand seven hundred and ninety-two yen (\10,409,825,792).
(3) (2)に規定する総額は、日本国政府及びリベリア共和国政府の権限のある当局間の同意により修正することができる。日本国政府の権限のある当局は、外務省及び財務省であり、リベリア共和国政府の権限のある当局は、財務省である。
(3) Modifications may be made to the total amount referred to in sub-paragraph (2) above by mutual consent between the competent authorities of the Government of Japan and of the Government of the Republic of Liberia. The competent authorities of the Government of Japan will be the Ministry of Foreign Affairs and the Ministry of Finance, and the competent authorities of the Government of the Republic of Liberia will be the Ministry of Finance.
３ 債務は、リベリア共和国政府に対してＪＩＣＡが行う免除の通告により免除されることになる。二千十年七月一日から当該通告の日までの間（両期日を含む。）における債務に対する利子は、課されない。
3. The Debts will be cancelled by notification to that effect to be made by JICA to the Government of the Republic of Liberia. No interest will be charged on the Debts between July 1, 2010 and the date of such notification, both dates inclusive.
４ リベリア共和国政府は、債務が免除される事実を考慮し、政府間協議の結果に従って、リベリア共和国の貧困を削減し並びに社会的及び経済的開発を促進するために必要な措置をとる。
4. The Government of the Republic of Liberia shall, in accordance with the result of the consultations between the two Governments, take necessary measures to reduce poverty and promote social and economic development of the Republic of Liberia, taking into account the fact that the Debts will be cancelled.
５ 両政府は、この了解から又はそれに関連して生ずることのあるいかなる事項についても相互に協議する。
5. The two Governments shall consult with each other in respect of any matter that may arise from or in connection with the present understanding.
本使は、更に、この書簡及び前記の了解をリベリア共和国政府に代わって確認される閣下の返簡が両政府間の合意を構成し、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honour to propose that this Note and Your Excellency’s Note in reply confirming on behalf of the Government of the Republic of Liberia the foregoing understanding shall constitute an agreement between the two Governments, which shall enter into force on the date of Your Excellency’s Note in reply.

With reference to the Notes exchanged between the Government of Japan and the Government of the Republic of Liberia on February 28, 1975 concerning Japanese loan (hereinafter referred to as “the Previous Notes I”), to the Notes exchanged between the Government of Japan and the Government of the Republic of Liberia on January 31, 2009 concerning debt relief measures (hereinafter referred to as “the Previous Notes II”), to the statement issued at Cologne on June 18, 1999 by the heads of State and Government of Japan, Canada, the French Republic, the Federal Republic of Germany, the Republic of Italy, the United Kingdom of Great Britain and Northern Ireland and the United States of America regarding the full cancellation of official development assistance debt of the Heavily Indebted Poor Countries and to the approval given by the International Monetary Fund and the International Development Association on June 29, 2010 that the Republic of Liberia has met necessary conditions to receive comprehensive debt relief under the Enhanced Heavily Indebted Poor Countries Initiative, I have the honour to propose on behalf of the Government of Japan the following understanding:
１ 債務免除方式による債務救済措置が、株式会社日本政策金融公庫・国際協力銀行（以下「ＪＢＩＣ」という。）により、日本国の関係法令に従ってとられることになる。
1. A debt relief measure in the form of cancellation will be taken in accordance with the relevant laws and regulations of Japan by the Japan Bank for International Cooperation, Japan Finance Corporation (hereinafter referred to as “the JBIC”).
２ 免除される債務は、従前の書簡Ⅰに従って締結された借款契約及び従前の書簡Ⅱに従って締結された債務繰延契約に基づく次の債務（以下「債務」という。）から成る。
2. (1) The debts to be cancelled consist of the following debts under the loan agreement concluded in accordance with the Previous Notes I and the rescheduling agreements concluded in accordance with the Previous Notes II (hereinafter referred to as “the Debts”):
(a) 二千十年七月一日現在で償還されていない全ての元本
(a) all the principal outstanding as of July 1, 2010; and
(b) 二千十年六月三十日以前に生じた未払の全ての利子（遅延利子を含む。）
(b) all the interest (including late interest) having accrued on or before June 30, 2010 and not paid.
(2) 債務の総額は、五十五億六千百八万九千三百六十八円（五、五六一、〇八九、三六八円）になる。
(2) The total amount of the Debts will be five billion five hundred and sixty-one million eighty-nine thousand three hundred and sixty-eight yen (\5,561,089,368).
(3) (2)に規定する総額は、日本国政府及びリベリア共和国政府の権限のある当局間の同意により修正することができる。日本国政府の権限のある当局は、外務省及び財務省であり、リベリア共和国政府の権限のある当局は、財務省である。
(3) Modifications may be made to the total amount referred to in sub-paragraph (2) above by mutual consent between the competent authorities of the Government of Japan and of the Government of the Republic of Liberia. The competent authorities of the Government of Japan will be the Ministry of Foreign Affairs and the Ministry of Finance, and the competent authorities of the Government of the Republic of Liberia will be the Ministry of Finance.
３ 債務は、リベリア共和国政府に対してＪＢＩＣが行う免除の通告により免除されることになる。二千十年七月一日から当該通告の日までの間（両期日を含む。）における債務に対する利子は、課されない。
3. The Debts will be cancelled by notification to that effect to be made by the JBIC to the Government of the Republic of Liberia. No interest will be charged on the Debts between July 1, 2010 and the date of such notification, both dates inclusive.
４ リベリア共和国政府は、債務が免除される事実を考慮し、政府間協議の結果に従って、リベリア共和国の貧困を削減し並びに社会的及び経済的開発を促進するために必要な措置をとる。
4. The Government of the Republic of Liberia shall, in accordance with the result of the consultations between the two Governments, take necessary measures to reduce poverty and promote social and economic development of the Republic of Liberia, taking into account the fact that the Debts will be cancelled.
５ 両政府は、この了解から又はそれに関連して生ずることのあるいかなる事項についても相互に協議する。
