在香港日本国総領事館は、中華人民共和国香港特別行政区（以下「香港特別行政区」という。）政府に敬意を表するとともに、日本国政府が、日本国と香港特別行政区との間の一層緊密な協力関係を促進するとの精神の下に、日本国と香港特別行政区との間の相互理解を促進するため香港特別行政区の居住者、特に青少年に対し日本国の文化及び一般的な生活様式を経験するための一層広範な機会を提供することを希望し、また、香港特別行政区の居住者が長期にわたり主として休暇を過ごすために日本国に入国し、かつ、旅行資金を補うために休暇の付随的側面として仕事に従事することを可能にする目的を有するワーキング・ホリデーのための制度を設けることを希望して、香港特別行政区の居住者の日本国への入国に関し、二千十年一月一日から日本国の関係法令の範囲内で相互主義に基づき次の措置をとる用意を有することを香港特別行政区政府に通報する光栄を有する。
The Consulate-General of Japan in Hong Kong presents its compliments to the Government of the Hong Kong Special Administrative Region of the People’s Republic of China (hereinafter referred to as“the HKSAR”) and has the honour to inform the Government of the HKSAR that the Government of Japan, in a spirit of promoting closer co-operative relations between Japan and the HKSAR, desirous of providing wider opportunities for residents of the HKSAR, particularly the young people, to experience the culture and general way of life of Japan for the purpose of promoting mutual understanding between Japan and the HKSAR, and wishing to provide an arrangement for working holidays which are intended to make it possible for residents of the HKSAR to enter Japan primarily for a holiday for an extended period and also engage in employment as an incidental aspect of their holiday in order to supplement their travel funds, is prepared to take, on a reciprocal basis, from the first of January 2010, the following measures with respect to the entry of residents of the HKSAR into Japan, subject to the relevant laws and regulations of Japan:
１ 日本国政府は、次の各要件を満たす者に対し、発給日から三箇月間有効なワーキング・ホリデー査証を発給する。
1. The Government of Japan will issue a working holiday visa valid for a period of three (3) months from the date of issue to a person who satisfies each of the following requirements:
香港特別行政区の通常の居住者であり、かつ、査証申請時に香港特別行政区に居住していること。
(i) is ordinarily resident in the HKSAR and residing in the HKSAR at the time of the application;
最初の入国の日から一年を超えない期間日本国において主として休暇を過ごす意図を有すること。
(ii) intends primarily to holiday in Japan for a period of up to one (1) year from the date of first entry;
査証申請時の年齢が十八歳以上三十歳以下であること。
(iii) is aged between eighteen (18) and thirty (30) years both inclusive at the time of application for the said visa;
被扶養者を同伴しないこと（被扶養者が前記又はその他の査証を有する場合を除く。）。
(iv) is not accompanied by dependants unless those dependants are in possession of the said visa or otherwise;
有効な香港特別行政区旅券又は英国海外市民旅券を所持し、かつ、帰国のための旅行切符又はこのよ うな切符を購入するための十分な資金を所持すること。
(v) possesses a valid HKSAR or British National Overseas passport and a return travel ticket or sufficient funds to purchase such a ticket;
日本国における滞在の当初の期間に生計を維持するための相当な資金を所持すること。
(vi) possesses reasonable funds for their maintenance during the period of initial stay in Japan;
滞在終了時に日本国を出国する意図を有すること。
(vii) intends to leave Japan at the end of their stay;
以前に前記の査証の発給を受けていないこと。
(viii) has not previously been issued the said visa;
健康であり、健全な経歴を有し、かつ、犯罪経歴を有しないこと。
(ix) has good health, a sound background and no criminal record; and
十分な健康保険に加入していること。
(x) has sufficient medical insurance.
２ １にいう査証の申請は、このワーキング・ホリデー制度に特有の手続に従い、在香港日本国総領事館に対して行われることが必要とされる。申請者は、必要なときは、資格決定のため、同総領事館の代表者による面接を受ける。
2. Application for the visa mentioned in paragraph 1 above will be required to be made to the Consulate-General of Japan in Hong Kong, in accordance with procedures specific to this working holiday scheme. Applicants will be interviewed, when necessary, by the representatives of the Consulate-General of Japan in Hong Kong to determine their eligibility.
３ 申請者は、日本語の知識の欠如のみを理由として１にいう査証の発給を拒否されない。
3. Applicants will not be refused the visa mentioned in paragraph 1 above solely on the grounds of their lack of knowledge of the Japanese language.
４ 日本国政府は、１にいう査証を有する香港特別行政区の居住者に対し、最初の入国の日から最長一年の期間日本国に滞在する許可を与える。香港特別行政区の居住者は、許可された期間を超えて滞在を延長すること及びその滞在期間中に滞在資格を変更することは認められない。
4. The Government of Japan will grant residents of the HKSAR who have the visa mentioned in paragraph 1 above permission to stay in Japan for up to one (1) year from the date of first entry. They may not extend their stay beyond the period authorized, or alter their immigration status during their stay.
５ この制度により日本国に入国した香港特別行政区の居住者は、日本国における滞在期間中に、旅行資金を補うために休暇に付随的な就労を行うことができる。
5. Residents of the HKSAR who have entered Japan under this scheme will, during their stay in Japan, be able to take work incidental to their holiday in order to supplement their travel funds.
６ 日本国政府は、この制度により日本国に入国した香港特別行政区の居住者が日本国の法令を遵守し、かつ、この制度の目的に反する仕事に従事しないことを要請する。
6. The Government of Japan will require residents of the HKSAR who have entered Japan under this scheme to comply with the laws and regulations of Japan and not to engage in employment that is contrary to the purpose of this scheme.
７ 日本国政府は、香港特別行政区の居住者に対し発給する１にいう査証の数を毎年決定する。日本国政府は、この数を変更することを決定した場合には、香港特別行政区政府に対し通報する。
7. The Government of Japan will determine annually the number of the visas mentioned in paragraph 1 above. The Government of Japan will notify the Government of the HKSAR if it decides to alter the number.
８ 日本国政府は、公の政策上の理由により前記の諸措置の全部又は一部を一時的に停止することができる。このような停止は、香港特別行政区政府に対し、直ちに通告される。
8. The Government of Japan may suspend the foregoing measures in whole or in part temporarily for reasons of public policy. Any such suspension will be notified immediately to the Government of the HKSAR.
９ 日本国政府は、香港特別行政区政府に対し、書面による三箇月の予告をもって前記の諸措置を終了させることができる。
9. The Government of Japan may terminate the foregoing measures by giving three months’ written notice to the Government of the HKSAR.
10 前記の諸措置の終了又は停止の後においても、双方により別段取り決められる場合を除くほか、その終了又は停止の日に有効なワーキング・ホリデー査証を有して既に日本国に入国している者は、日本国において効力を有する関係法令に従い、許可された期間日本国に滞在すること及び就労することが認められる。
10. Notwithstanding any termination or suspension of the foregoing measures mentioned in this Note Verbale, unless otherwise arranged by both sides, any person who at the date of such termination or suspension has already entered Japan with a valid working holiday visa will be permitted to remain in Japan and to work for the period authorized, in accordance with the relevant laws and regulations in force in Japan.
在香港日本国総領事館は、以上を申し進めるに際し、ここに重ねて香港特別行政区政府に対して敬意を表する。

中華人民共和国香港特別行政区（以下「香港特別行政区」という。）政府は、在香港日本国総領事館に敬意を表するとともに、香港特別行政区政府が、香港特別行政区と日本国との間の一層緊密な協力関係を促進するとの精神の下に、香港特別行政区と日本国との間の相互理解を促進するため日本国民、特に青少年に対し香港特別行政区の文化及び一般的な生活様式を経験するための一層広範な機会を提供することを希望し、また、日本国民が長期にわたり主として休暇を過ごすために香港特別行政区に入域し、かつ、旅行資金を補うために休暇の付随的側面として仕事に従事することを可能にする目的を有するワーキング・ホリデーのための制度を設けることを希望して、日本国民の香港特別行政区への入域に関し、二千十年一月一日から香港特別行政区の関係法令の範囲内で相互主義に基づき次の措置をとる用意を有することを在香港日本国総領事館に通報する光栄を有する。
The Government of the Hong Kong Special Administrative Region of the People’s Republic of China (hereinafter referred to as “HKSAR”) presents its compliments to the Consulate-General of Japan in Hong Kong and has the honour to inform the Consulate-General of Japan in Hong Kong that the Government of the HKSAR, in a spirit of promoting closer co-operative relations between the HKSAR and Japan, desirous of providing wider opportunities for citizens of Japan, particularly the young people, to experience the culture and general way of life of the HKSAR for the purpose of promoting mutual understanding between the HKSAR and Japan, and wishing to provide an arrangement for working holidays which are intended to make it possible for citizens of Japan to enter the HKSAR primarily for a holiday for an extended period and also engage in employment as an incidental aspect of their holiday in order to supplement their travel funds, is prepared to take, on a reciprocal basis, from the first of January 2010, the following measures with respect to the entry of citizens of Japan into the HKSAR, subject to the relevant laws and regulations of the HKSAR:
１ 香港特別行政区政府は、次の各要件を満たす者に対し、発給日から三箇月間有効なワーキング・ホリデー査証を発給する。
1. The Government of the HKSAR will issue a working holiday visa valid for a period of three (3) months from the date of issue to a person who satisfies each of the following requirements:
査証申請時に日本国に居住する日本国民であること。
(i) is a citizen of Japan who is resident in Japan at the time of the application;
最初の入域の日から一年を超えない期間香港特別行政区において主として休暇を過ごす意図を有すること。
(ii) intends primarily to holiday in the HKSAR for a period of up to one (1) year from the date of first entry;
査証申請時の年齢が十八歳以上三十歳以下であること。

２ １にいう査証の申請は、このワーキング・ホリデー制度に特有の手続に従い、香港特別行政区入境事務処、在日本国中華人民共和国大使館又は総領事館に対して行われることが必要とされる。
2. Application for the visa mentioned in paragraph 1 above will be required to be made to the Immigration Department in the HKSAR or the Chinese Embassy or any of the Chinese Consulates-General in Japan, in accordance with procedures specific to this working holiday scheme.
３ 申請者は、広東語、標準中国語又は英語の知識の欠如のみを理由として１にいう査証の発給を拒否されない。
3. Applicants will not be refused the visa mentioned in paragraph 1 above solely on the grounds of their lack of knowledge of the Cantonese, Mandarin or English languages.
４ 香港特別行政区政府は、１にいう査証を有する日本国民に対し、最初の入域の日から最長一年の期間香港特別行政区に滞在する許可を与える。日本国民は、許可された期間を超えて滞在を延長すること及びその滞在期間中に滞在資格を変更することは認められない。
4. The Government of the HKSAR will grant citizens of Japan who have the visa mentioned in paragraph 1 above permission to stay in the HKSAR for up to one (1) year from the date of first entry. They may not extend their stay beyond the period authorized, or alter their immigration status during their stay.
５ この制度により香港特別行政区に入域した日本国民は、香港特別行政区における滞在期間中に、香港特別行政区における旅行資金を補うために休暇に付随的な就労を行うことができる。
5. Citizens of Japan who have entered the HKSAR under this scheme will, during their stay in the HKSAR, be able to take work incidental to their holiday in order to supplement their travel funds.
６ 香港特別行政区政府は、この制度により香港特別行政区に入域した日本国民が香港特別行政区の法令を遵守し、かつ、この制度の目的に反する仕事に従事しないこと、及びその滞在期間中に、三箇月以上同一の雇用者の下で仕事に従事しないことを要請する。
6. The Government of the HKSAR will require citizens of Japan who have entered the HKSAR under this scheme to comply with the laws and regulations of the HKSAR and not to engage in employment that is contrary to the purpose of this scheme nor for the same employer for more than three (3) months during their stay.
７ 香港特別行政区政府は、日本国民に対し発給する１にいう査証の数を毎年決定する。香港特別行政区政府は、この数を変更することを決定した場合には、日本国政府に対し通報する。
7. The Government of the HKSAR will determine annually the number of the visas mentioned in paragraph 1 above. The Government of the HKSAR will notify the Government of Japan if it decides to alter the number.
８ 香港特別行政区政府は、公の政策上の理由により前記の諸措置の全部又は一部を一時的に停止することができる。このような停止は、日本国政府に対し、直ちに通告される。
