航空業務に関する日本国とドイツ連邦共和国との間の協定の路線表の改正に関する交換公文

  　書簡をもって啓上いたします。本大臣は、千九百六十一年一月十八日にボンで署名された航空業務に関する日本国とドイツ連邦共和国との間の協定（以下「協定」という。）及び千九百九十九年九月十三日付けの日本国政府とドイツ連邦共和国政府との間の交換公文により修正された協定の路線表並びに協定第十二条の規定に従って二千八年四月二十一日から二十四日までボンで行われた両国の航空当局の間の協議に言及するとともに、協定第二条(2)の規定に従い、現行の路線表が、次の新たな路線表に代わることを日本国政府に代わって提案する光栄を有します。

	I have the honour to refer to the Agreement between Japan and the Federal Republic of Germany for Air Services, signed at Bonn on January 18, 1961 (hereinafter referred to as “the Agreement”) and the Route Schedule of the Agreement modified by the Exchange of Notes between the Government of Japan and the Government of the Federal Republic of Germany, dated September 13, 1999 as well as to the consultations held in Bonn from April 21 to 24, 2008, between the aeronautical authorities of both countries in accordance with Article 12 of the Agreement, and to propose, on behalf of the Government of Japan, in accordance with paragraph (2) of Article 2 of the Agreement, that the existing Route Schedule be replaced by a new Route Schedule which reads as follows:

  Ⅲ　一方の国の一又は二以上の指定航空企業が提供する協定業務は、当該国の領域内の一地点をその起点としなければならない。ただし、特定路線上の他の地点は、いずれかの又はすべての飛行に当たって、当該指定航空企業の選択により省略することができる。

							

						

						

							

								
III.	The agreed services provided by the designated airline or airlines of either country shall begin at a point in the territory of that country, but other points on the specified routes may at the option of the designated airline or airlines be omitted on any or all flights.


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本大臣は、前記の提案がドイツ連邦共和国政府にとって受諾し得るものであるときは、この書簡及びその旨の閣下の返簡が協定第二条(2)の規定に基づく日本国政府とドイツ連邦共和国政府との間の合意を構成し、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。


							

						

						

							

								
	I have the honour to propose that, if the foregoing proposal is acceptable to the Government of the Federal Republic of Germany, this Note and Your Excellency’s Note in reply to that effect shall constitute an agreement between the Government of Japan and the Government of the Federal Republic of Germany pursuant to paragraph (2) of Article 2 of the Agreement, which will enter into force on the date of Your Excellency’s Note in reply.

	I have the honour to confirm the receipt of Your Excellency’s Note of today’s date on the Route Schedule of the Agreement between the Federal Republic of Germany and Japan for Air Services, signed at Bonn on January 18, 1961.
