    在ルーマニア日本国大使館は、ルーマニア外務省に敬意を表するとともに、五月五日付けのルーマニア内務・行政改革省口上書第65286号に言及する光栄を有する。大使館は、更に、日本国政府が、日本国とルーマニアとの間の旅行並びに文化及び通商に関する関係を促進するため、日本国の領域に入国することを希望するルーマニア国民に対する査証の免除に関し、二千九年九月一日から二千十一年十二月三十一日まで次の措置をとることを外務省に通報する光栄を有する。


							

						

						

							

								
	The Embassy of Japan in Romania presents its compliments to the Ministry of Foreign Affairs of Romania and has the honour to refer to the note No. 65286 dated May 5 issued by the Ministry of Interior and Administrative Reform of Romania. The Embassy has further the honour to inform the Ministry of Foreign Affairs that the Government of Japan, with a view to facilitating travel as well as cultural and commercial relations between Japan and Romania, takes the following measures from September 1, 2009 to December 31, 2011 concerning the waiving of visas for nationals of Romania wishing to enter the territory of Japan:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １　有効なルーマニア旅券を所持するルーマニア国民であって、継続して九十日を超えない期間滞在する意図をもって日本国の領域に入国することを希望するものは、査証を取得することなく、日本国に入国することができる。


							

						

						

							

								
1.	Nationals of Romania in possession of valid passports of Romania who wish to enter the territory of Japan with the intention of staying there for a period not exceeding ninety (90) consecutive days may enter the territory of Japan without obtaining visas.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ２　１に基づく査証の要件の免除は、ルーマニア国民であって、就職し又は自由職業若しくは他の生業（報酬を得ることを目的とする芸能及びスポーツを含む。）に従事する意図をもって日本国の領域に入国することを希望するものには、適用しない。


							

						

						

							

								
2.	The waiver of the visa requirements under paragraph 1 above will not apply to nationals of Romania who desire to enter the territory of Japan with the intention of seeking employment or of exercising a profession or other occupation (including public entertainment and sport for remunerative purposes).

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ３　日本国の領域に入国することを希望するルーマニア国民は、日本国の法令に服さなければならない。


							

						

						

							

								
3.	Nationals of Romania who wish to enter the territory of Japan will be obliged to observe the laws and regulations of Japan.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ４　日本国政府は、公安、秩序及び衛生を含む公の政策上の理由により前記の諸措置の全部又は一部の適用を一時的に停止する権利を留保する。このような適用の停止については、直ちにルーマニア政府に通告する。


							

						

						

							

								
4.	The Government of Japan reserves the right to suspend temporarily the application of all or any part of the foregoing measures for reasons of public policy including those relating to public security, order and health. Any such suspension will be notified immediately to the Government of Romania.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ５　日本国政府は、好ましくないと認めるルーマニア国民に対し、日本国の領域に入国し又は滞在することを拒否する権利を留保する。


							

						

						

							

								
5.	The Government of Japan reserves the right to refuse entry into or stay in the territory of Japan to nationals of Romania whom it considers undesirable.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ６　前記の諸措置は、ルーマニア政府が二千九年九月一日から在日本国ルーマニア大使館に内務・行政改革省からアタッシェを派遣すること、及びルーマニア政府が外国における不法な滞在及び人身取引の被害者になることの防止に関するルーマニア国民の意識を向上させるためのマスメディアを通じた活動を行うことを条件として、とられる。


							

						

						

							

								
6.	The foregoing measures will be taken on condition that the Government of Romania dispatches an attaché from the Ministry of Interior and Administrative Reform to the Embassy of Romania in Japan from September 1, 2009, and that the Government of Romania engages in the activities through mass media to raise the awareness of the nationals of Romania against illegally staying abroad or falling victim to trafficking in persons.
