  　書簡をもって啓上いたします。本使は、千九百九十八年三月四日にドーハで署名された航空業務に関する日本国とカタル国との間の協定（以下「協定」という。）第十四条及び第十六条の規定に従って二千三年十月八日及び九日並びに二千八年八月二十五日及び二十六日にドーハで行われた日本国及びカタール国の航空当局の間の協議に言及する光栄を有します。


							

						

						

							

								
	I have the honour to refer to the consultations held in Doha on October 8 and 9, 2003 and on August 25 and 26, 2008 between the aeronautical authorities of Japan and of the State of Qatar, in accordance with Articles 14 and 16 of the Agreement between Japan and the State of Qatar for Air Services, signed at Doha on March 4, 1998 (hereinafter referred to as “the Agreement”).

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本使は、また、前記の協議において到達した合意に基づき、及び協定第十六条の規定に従い、この書簡に添付する新たな付表が日本語、アラビア語及び英語で作成された協定の現行の付表に代わることを日本国政府に代わって提案する光栄を有します。


							

						

						

							

								
	I have further the honour to propose, on behalf of the Government of Japan, that the new Schedule attached to this Note shall replace the existing Schedule to the Agreement done in the Japanese, Arabic and English languages, based on the agreement reached at the said consultations and pursuant to Article 16 of the Agreement.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本使は、更に、前記の提案がカタール国政府にとって受諾し得るものであるときは、この書簡及びその旨の貴官の返簡が両政府間の合意を構成し、その合意が貴官の返簡の日付の日に効力を生ずることを提案する光栄を有します。


							

						

						

							

								
	I have further the honour to propose that if the above proposal is acceptable to the Government of the State of Qatar, this Note and your Note in reply to that effect shall constitute an agreement between the two Governments, which shall enter into force on the date of your Note in reply.
