  　書簡をもって啓上いたします。本長官は、フィリピン共和国の経済の安定及び開発努力を促進するために供与される日本国の借款に関する二千一年九月十三日付けの交換公文に関し、フィリピン共和国政府の代表者と日本国政府の代表者との間で最近到達した次の了解をフィリピン共和国政府に代わって確認する光栄を有します。

Excellency,

	With reference to the Exchange of Notes dated September 13, 2001, concerning a Japanese loan to be extended with a view to promoting the economic stabilization and development efforts of the Republic of the Philippines, I have the honour to confirm, on behalf of the Government of the Republic of the Philippines, the following understanding recently reached between the representatives of the Government of the Republic of the Philippines and of the Government of Japan:


前記の交換公文の１中「四百十九億三千百万円（四一、九三一、〇〇〇、〇〇〇円）」を「五百九十億三千七百万円（五九、〇三七、〇〇〇、〇〇〇円）」に改める。

Paragraph 1 of the said Exchange of Notes shall be amended as follows:

	The term “forty-one billion nine hundred and thirty–one million yen (\41,931,000,000)” is deleted and replaced by the term “fifty-nine billion thirty-seven million yen (\59,037,000,000)”.


本長官は、更に、この書簡及び前記の了解を日本国政府に代わって確認される閣下の返簡が両政府間の合意を構成し、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
  　本長官は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。
      二千八年三月二十七日にマニラで
I have further the honour to propose that this Note and Your Excellency’s Note in reply confirming on behalf of the Government of Japan the foregoing understanding shall constitute an agreement between the two Governments, which shall enter into force on the date of Your Excellency’s Note in reply.

	I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.
