書簡をもって啓上いたします。本使は、二千四年九月十七日にメキシコ市で署名された経済上の連携の強化に関する日本国とメキシコ合衆国との間の協定（以下「協定」という。）第百六十五条の規定に従って二千七年四月十一日に東京で開催された合同委員会の会合に言及する光栄を有します。 本使は、更に、前記の合同委員会によって採択された修正及び協定第八条２の規定に従い、この書簡の別添の修正された附属書三が協定附属書三に代わることを日本国政府に代わって提案する光栄を有します。 本使は、更に、前記の提案がメキシコ合衆国政府により受諾し得るものであるときは、この書簡及びその旨の閣下の返簡が日本国とメキシコ合衆国との間の合意を構成するものとし、その合意が閣下の返簡の日付の日の後三十日で効力を生ずることを提案する光栄を有します。
Mexico City, January 31, 2008 Excellency, I have the honour to refer to the meeting of the Joint Committee held in Tokyo on April 11, 2007 pursuant to Article 165 of the Agreement between Japan and the United Mexican States for the Strengthening of the Economic Partnership, signed at Mexico City on September 17, 2004 (hereinafter referred to as “the Agreement”). Pursuant to the modifications adopted by the said Joint Committee and paragraph 2 of Article 8 of the Agreement, I have further the honour to propose, on behalf of the Government of Japan, that the modified Annex 3 as set out in the Attachment to this Note shall supersede Annex 3 of the Agreement. If the above mentioned proposal is acceptable to the Government of the United Mexican States, I have further the honour to propose that this Note together with Your Excellency’s Note of reply indicating such acceptance shall constitute an agreement between Japan and the United Mexican States, which shall enter into force thirty days after the date of Your Excellency’s Note of reply.

1. In the case of Japan: Iki, Kuma, Ryukyu and Satsuma as specified in accordance with the laws and regulations of Japan. 2. In the case of Mexico: Tequila, Mezcal, Sotol, Bacanora and Charanda as specified in accordance with the laws and regulations of Mexico.

本大臣は、更に、メキシコ合衆国政府が前記の提案を受諾することを閣下に通報するとともに、閣下の書簡及びこの返簡がメキシコ合衆国と日本国との間の合意を構成するものとし、その合意がこの返簡の日付の日の後三十日で効力を生ずることを確認する光栄を有します。 この返簡は、ひとしく正文であるスペイン語、日本語及び英語により作成され、解釈に相違がある場合には、英文によるものとします。 本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。
I have further the honour to inform Your Excellency that the Government of the United Mexican States accepts the above proposal and to confirm that Your Excellency’s Note and this Note of reply shall constitute an agreement between the United Mexican States and Japan, which shall enter into force thirty days after the date of this Note of reply. This Note of reply is written in the Spanish, Japanese and English languages, each text being equally authentic, and in case of differences of interpretation, the English text shall prevail. I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.
