湾岸平和基金に対する拠出に関する日本国政府と湾岸アラブ諸国協力理事会との間の交換公文

Riyadh, September 21, 1990
書簡をもって啓上いたします。本使は、湾岸の平和と安定の回復のための活動を支援するための日本国政府の拠出に関して日本国政府の代表者と湾岸アラブ諸国協力理事会(以下「理事会」という。)の代表者との間で最近行われた討議に言及するとともに、次の取極を日本国政府に代わって提案する光栄を有します。
Excellency, I have the honor to refer to the recent discussions held between the representative of the Government of Japan and the representative of the Cooperation Council for the Arab States of the Gulf (hereinafter referred to as "the Council") concerning the contribution of the Government of Japan with a view to supporting activities to restore peace and stability in the Gulf region, and to propose on behalf of the Government of Japan the following arrangements:
1 湾岸の平和と安定の回復のため国際連合安全保障理事会の関連諸決議に従って活動している各国を支援するため、理事会に、「湾岸平和基金」という名称の特別基金(以下「基金」という。)が設けられる。
1. A special fund named "Gulf Peace Fund" (hereinafter referred to as "the Fund") will be established in the Council for the purpose of supporting countries undertaking activities to restore peace and stability in the Gulf region /in accordance with relevant resolutions of the United Nations Security Council.
2 日本国政府は、日本国の関係法令に従い、基金に対し、千二百二十八億八千万円(一二二、八八〇、〇〇〇、〇〇〇円)の額の資金を拠出する。この拠出金は、適切に、かつ、専ら、湾岸の平和と安定の回復のため国際連合安全保障理事会の関連諸決議に従って活動している各国を支援するために次の使途に、使用される。詳細は、3にいう運営委員会により決定される。
2. The Government of Japan will make a cash contribution of the amount of one hundred twenty-two billion eight hundred eighty million yen (122,880,000,000) to the Fund in accordance with the relevant laws and regulations of Japan. The contribution will be used properly and exclusively for the following purposes in order to support countries undertaking activities to restore peace and stability in the Gulf region in accordance with relevant resolutions of the United Nations Security Council. The detail will be decided by the Administrative Committee referred to in paragraph 3 below.
(1) 資金協力
(1) for financial cooperation;
(2) 資機材の調達、輸送及び据付けに係る協力
(2) for cooperation related to the procurement, the transportation and the installation of materials and equipment.
3(1) 基金の運用に責任を有する機関として、運営委員会(以下「委員会」という。)が設置される。委員会は、日本国政府及び理事会のそれぞれの代表から構成され、日本側代表は在サウディ・アラビア王国日本国大使とし、理事会側代表は理事会事務局長とする。
3. (1) An Administrative Committee (hereinafter referred to as "the Committee") will be established as an organization which will be responsible for the management of the Fund. The Committee will be composed of representatives of the Government of Japan and of the Council. The Japanese side will be represented by the Ambassador of Japan to the Kingdom of Saudi Arabia and the Council side will be represented by the Secretary-General of the Council.
(2) 委員会は、日本国政府の拠出金が２の使途に使用されるように確保する。
(2) The Committee will ensure that the Japanese contribution be used for the purposes specified in paragraph 2 above.
4 日本国政府は、基金に対する拠出金の使用につき、委員会の決定する適当な経路で通報を受ける。
4. The Government of Japan will be informed of the use of its contribution to the Fund through appropriate channels which the Committee will decide.
本使は、更に、この書簡及び理事会に代わって前記の取極を確認される閣下の返簡が日本国政府と理事会との間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honor to propose that this Note and Your Excellency's Note in reply confirming on behalf of the Council the foregoing arrangements shall be regarded as constituting an agreement between the Government of Japan and the Council, which will enter into force on the date of Your Excellency's reply.
