安全保障協議委員会の構成の変更に関する日本国政府とアメリカ合衆国政府との間の交換公文

書簡をもって啓上いたします。本大臣は、千九百六十年一月十九日にワシントンで署名され、千九百六十年六月二十三日に効力を生じた日本国とアメリカ合衆国との間の相互協力及び安全保障条約(以下「日米安保条約」という。)及び安全保障協議委員会の設置に関する千九百六十年一月十九日付けの往復書簡(以下「往復書簡」という。)に言及する光栄を有します。往復書簡は、日米安保条約の諸規定に基づく協議のために時宜により使用することができ、また、両政府間の理解を促進することに役立ち及び安全保障の分野における両国間の協力関係の強化に貢献するような問題で安全保障問題の基盤を成し、かつ、これに関連するものを検討することもできる安全保障協議委員会を設置することを規定しています。往復書簡は、また、安全保障協議委員会の構成を、日本側においては、日本側を主宰する外務大臣のほか防衛庁長官とし、合衆国側においては、合衆国側の議長たる日本国駐在合衆国大使のほか軍事上及び防衛上の問題に関する同大使の首席問顧たる太平洋軍司令官とすることを規定しています。
Excellency,I have the honor to refer to the Treaty of Mutual Cooperation and Security between Japan and the United States of America, signed at Washington on January 19, 1960 and entered into force on June 23, 1960 (hereinafter referred to as "the Japan-U. S. Security Treaty"), and the Exchange of Letters of January 19, 1960 for the Establishment of the Security Consultative Committee (hereinafter referred to as "the Exchange of Letters"). The Exchange of Letters provides that the Security Consultative Committee will be established which could as appropriate be used for consultations based upon the provisions of the Japan-U. S. Security Treaty, and, which could also consider any matters underlying and related to security affairs which would serve to promote understanding between the two Governments and contribute to the strengthening of cooperative relations between the two countries in the field of security. The Exchange of Letters also provides that the membership of the Security Consultative Committee will be, on the Japanese side, the Minister for Foreign Affairs, who will preside on the Japanese side, and the Director General of the Defense Agency, and on the United States side, the United States Ambassador to Japan, who will serve as Chairman on the United States side, and the Commander-in-Chief, Pacific, who will be the Ambassador's principal advisor on military and defense matters.
本大臣は、安全保障に関する広い範囲の問題についての協議を一層強化することに対する両政府の希望に留意し、安全保障協議委員会の構成を次のとおり変更することを、日本国政府に代わって提案する光栄を有します。
Taking note of the desire of the two Governments to further strengthen consultations on a broad range of security matters, I have the honor to propose, on behalf of the Government of Japan, that the membership of the Security Consultative Committee be change as follows:
1 安全保障協議委員会の構成は、日本側においては、外務大臣及び防衛庁長官とし、合衆国側においては、国務長官及び国防長官とする。
1. The membership of the Security Consultative Committee will be, on the Japanese side, the Minister for Foreign Affairs and the Director General of the Defense Agency, and on the United States side, the Secretary of State and the Secretary of Defense.
2 安全保障協議委員会の構成員は、必要に応じ、当該構成員の属する政府の適当な高いレベルの者を、当該構成員の代理として指名することができる。
2. Each member of the Security Consultative Committee may designate as necessary, an appropriate high-level official of his/her Government as his/her alternate.
本大臣は、前記1及び2の規定は、安全保障協議委員会の構成に関するものを除くほか、往復書簡の内容を変更するものではないことを確認します。
I wish to confirm that the provisions of paragraphs 1 and 2 above will not change the contents of the Exchange of Letters except those concerning the membership of the Security Consultative Committee.
本大臣は、前記の提案がアメリカ合衆国政府にとって受諾し得るものであるときは、この書簡及び受諾する旨の閣下の返簡が両政府間の合意を構成し、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have the honor to propose that, if the above proposal is acceptable to the Government of the United States of America, the present note and Your Excellency's reply of acceptance shall constitute an agreement between the two Governments which shall enter into force on the date of Your Excellency's reply.
本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。

Excellency, I have the honor to acknowledge the receipt of Your Excellency's note of today's date concerning the change of membership of the Security Consultative Committee which reads as follows:

本使は、前記の提案がアメリカ合衆国政府にとって受諾し得るものであることを同政府に代わって確認するとともに、閣下の書簡及びこの返簡が両政府間の合意を構成し、その合意がこの返簡の日付の日に効力を生ずるものとすることに同意する光栄を有します。
I have the honor to confirm on behalf of the Government of the United States of America that the above proposal is acceptable to the Government of the United States of America and to agree that Your Excellency's note and this reply shall constitute an agreement between the two Governments which shall enter into force on the date of this reply.
