静止気象衛星四号システム計画のための協力に関する日本国政府とオーストラリア政府との間の交換公文

Canberra, August 8, 1990
書簡をもって啓上いたします。本使は、気象衛星技術の開発及び日本国の気象業務の改善に寄与するため並びに世界気象機関の推進している世界気象監視計画に引き続き参加するため千九百八十九年九月に打ち上げられた静止気象衛星四号(東経百四十度の静止軌道に乗る予定である。)を用いて日本国政府が実施する静止気象衛星四号システム(以下「システム」という。) のための計画についての協力に関し、日本国政府の代表者とオーストラリア政府の代表者との間で最近行われた交渉に言及するとともに、この協力のために次の取極を提案する光栄を有します。
My dear Minister, I have the honour to refer to the recent negotiations held between the representatives of the Government of Japan and of the Government of Australia concerning co-operation on the project for the Geostationary Meteorological Satellite-4 System (hereinafter referred to as "the system") which the Government of Japan will bring into operation, through the Geostationaty Meteorological Satellite-4 which was launched in September, 1989 and which will be eventually placed in the geostationary orbit at 140 degrees E, with a view to contributing to the development of meteorological satellite technology and the improvement of meteorological services of Japan as well as with a view to continuing its participation in the ongoing World Weather Watch Programme of the World Meteorological Organization. I therefore propose the following arrangements for this co-operation:
1 日本国政府は、オーストラリア政府がシステムによる気象観測から取得される情報及び資料について研究のために要請を行う場合には、当該要請に対して妥当な考慮を払う。
1. When the Government of Australia makes a request for the information and data derived from meteorological observations through the System for its research purposes, the Government of Japan shall give due consideration to such a request.
2 オーストラリア政府は、システムが正常な運行を続けている間、静止気象衛星四号の三点測距のために必要であって千九百七十七年七月七日付けの交換公文の規定により設置され千九百八十一年九月二十二日付けの交換公文の規定により拡充された測距局を、自己の費用で運用し、かつ、保守する。
2. The Government of Australia shall, at its own expense, operate and maintain the Turn Around Ranging Station required for the trilateration of the Geostationary Meteorological Satellite-4 and installed pursuant to the Exchange of Notes of July 7, 1977 and augmented pursuant to the Exchange of Notes of September 22, 1981 as long as the System continues to operate in a normal condition.
3 この計画についての協力の細目及び手続は、日本国運輸省気象庁とオーストラリア芸術･スポーツ･環境･観光･特別地域省気象局との間で締結される実施取極に定める。
3. The details and procedures for co-operation in the present project shall be provided for in the implementing arrangement to be entered into between the Japan Meteorological Agency, Ministry of Transport and the Australian Bureau of Meteorology, Department of the Arts, Sport, the Environment, Tourism and Territories.
4 この取極のいかなる規定も、２にいう交換公文及び千九百八十五年五月一日付けの交換公文に定める取極を害するものと解してはならない。
4. Nothing in the present arrangements shall be construed to prejudice the arrangements contained in the Exchanges of Notes mentioned in paragraph 2 as well as in the Exchange of Notes of May 1, 1985.
5 両政府は、この計画についての協力から又はこれに関連して生ずることのあるいかなる問題についても相互に協議する。
5. The two Governments shall consult with each other on any problem that may arise from or in connection with co-operation in the present project.
本使は、更に、この書簡及びオーストラリア政府に代わって前記の取極を確認する貴大臣の返簡が両政府間の合意を構成するものとみなし、その合意が貴大臣の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have further the honour to propose that the present Note and your Note in reply confirming the foregoing arrangements on behalf of the Government of Australia shall be regarded as constituting an agreement between the two Governments, which shall enter into force on the date of your reply.
本使は、以上を申し進めるに際し、ここに重ねて貴大臣に向かって敬意を表します。

本大臣は、更に、オーストラリア政府に代わって前記の取極を確認するとともに、閣下の書簡及びこの返簡が両政府間の合意を構成するものとみなし、その合意がこの返簡の日付の日に効力を生ずるものとすることに同意する光栄を有します。
I have further the honour to confirm the foregoing arrangements on behalf of my Government and to agree that Your Excellency's Note and this Note in reply shall be regarded as constituting an agreement between the two Governments, which shall enter into force on the date of this reply.
