Excellency,

	I have the honour to confirm the following understanding recently reached between the representatives of the Government of Japan and of the Government of the United Republic of Tanzania concerning a Japanese loan to be extended with a view to promoting the economic stabilization and development efforts of the United Republic of Tanzania:


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １　二十億円（二、〇〇○、〇〇〇、〇〇〇円）の額までの円貨による借款（以下「借款」という。）が、第四次貧困削減支援貸付を支援することを目的として、国際協力銀行（以下「銀行」という。）により、日本国の関係法令に従って、タンザニア連合共和国政府に供与されることになる。

							

						

						

							

								
1.	A loan in Japanese yen up to the amount of two billion yen (\2,000,000,000) (hereinafter referred to as “the Loan”) will be extended, in accordance with the relevant laws and regulations of Japan, to the Government of the United Republic of Tanzania by Japan Bank for International Cooperation (hereinafter referred to as “the Bank”) to support the Fourth Poverty Reduction Support Credit.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ２(1)　借款は、タンザニア連合共和国政府と銀行との間で締結される借款契約に基づいて使用に供される。借款の条件及び使用に関する手続は、なかんずく次の原則を含むことになる前記の借款契約によって規律される。         
      (a)　償還期間は、十年の据置期間の後三十年とする。
      (b)　利子率は、年〇・〇一パーセントとする。            
      (c)　支出期間は、前記の借款契約の発効の日から一年とする。


							

						

						

							

								
2.	(1)	The Loan will be made available by a loan agreement to be concluded between the Government of the United Republic of Tanzania and the Bank.  The terms and conditions of the Loan as well as the procedures for its utilization will be governed by the said loan agreement which will contain, inter alia, the following principles:

	(a)	The repayment period will be thirty (30) years after the grace period of ten (10) years;

	(b)	The rate of interest will be nought point nought one per cent (0.01%) per annum; and

	(c)	The disbursement period will be one (1) year after the date of coming into force of the said loan agreement.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)　(1)(c)に規定する支出期間は、両政府の関係当局の同意を得て延長することができる。


							

						

						

							

								
	(2)	The disbursement period mentioned in sub-paragraph (1)(c) above may be extended with the consent of the authorities concerned of the two Governments.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ３(1)　借款は、生産物（両政府の関係当局間で合意する表に掲げる生産物を除く。）の購入又は当該生産物の購入に付随する役務の購入のためにタンザニア連合共和国の権限のある当局が既に行ったか又は将来行う支払を対象として使用に供される。                        


							

						

						

							

								
3.	(1)	The Loan will be made available to cover payments already made and/or to be made by the competent authorities of the United Republic of Tanzania for purchases of products, except such products as will be enumerated in a list to be mutually agreed upon between the authorities concerned of the two Governments, and/or for purchases of services incidental to the purchase of those products.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)　(1)に規定する表は、両政府の関係当局間の合意によって修正することができる。


							

						

						

							

								
	(2)	The list mentioned in sub-paragraph (1) above may be modified by agreement between the authorities concerned of the two Governments.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ４　タンザニア連合共和国政府は、タンザニア連合共和国政府の名義で開設される国家予算勘定に借款の円貨による支出額に等しい額をタンザニアの通貨で振り替えるようにするための措置をとる。このようにして振り替えられた額は、タンザニア連合共和国政府の国家予算に編入され、二千五年六月に承認されたタンザニア連合共和国の成長及び貧困削減のための国家戦略（以下「ＭＫＵＫＵＴＡ」という。）の政策目標を達成するためのタンザニア連合共和国の成長及び貧困削減のためのプログラムの実施を支援するために使用される。


							

						

						

							

								
4.	The Government of the United Republic of Tanzania shall take measures to have the equivalent in Tanzanian currency of the amount of yen disbursements of the Loan transferred to the state budget account opened in the name of the Government of the United Republic of Tanzania.  The amount thus transferred shall be included in the state budget of the Government of the United Republic of Tanzania, and shall be used to support the implementation of the programs for growth and reduction of poverty of the United Republic of Tanzania to achieve policy goals stated in National Strategy for Growth and Reduction of Poverty of the United Republic of Tanzania approved in June 2005 (hereinafter referred to as “the MKUKUTA”).

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ５　タンザニア連合共和国政府は、３(1)に規定する生産物又は役務が二千六年一月に作成されたＭＫＵＫＵＴＡを実施するための一般財政支援を規律するパートナーシップ枠組みに関する覚書に従って調達されることを確保する。


							

						

						

							

								
5.	The Government of the United Republic of Tanzania shall ensure that the products and/or services mentioned in sub-paragraph (1) of paragraph 3. are procured in accordance with Partnership Framework Memorandum governing General Budget Support for Implementation of MKUKUTA dated January 2006.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ６　タンザニア連合共和国政府は、銀行について、借款及びそれから生ずる利子に対して又はそれらに関連してタンザニア連合共和国において課されるすべての財政課徴金及び租税を免除する。


							

						

						

							

								
6.	The Government of the United Republic of Tanzania shall exempt the Bank from all fiscal levies and taxes imposed in the United Republic of Tanzania on and/or in connection with the Loan as well as interest accruing therefrom.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ７　タンザニア連合共和国政府は、借款が適正にかつ専ら３(1)に規定する生産物又は役務の購入のために使用されることを確保するために必要な措置をとる。


							

						

						

							

								
7.	The Government of the United Republic of Tanzania shall take necessary measures to ensure that the Loan be used properly and exclusively for purchases of products and/or services mentioned in sub-paragraph (1) of paragraph 3.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ８　タンザニア連合共和国政府は、要請に応じ、日本国政府及び銀行に対し、借款の使途及びＭＫＵＫＵＴＡの進状(ちよく)況についての情報及び資料を提供する。


							

						

						

							

								
8.	The Government of the United Republic of Tanzania shall, upon request, furnish the Government of Japan and the Bank with information and data concerning the use of the Loan and the progress of the implementation of the MKUKUTA.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ９　両政府は、この了解から又はそれに関連して生ずることのあるいかなる事項についても相互に協議する。
