2.	If the representative of the Government of Montenegro and the representatives of the Governments of the creditor countries come to a new conclusion regarding technical modifications regarding the implementation of the Agreed Minutes on the consolidations of the debt of the Federal Republic of Yugoslavia dated December 28, 2001, necessary modification of the present understanding may be made by mutual consent between the competent authorities of the Government of Japan and of the Government of Montenegro.
