ワーキング・ホリデー制度に関する日本国政府とデンマーク王国政府との間の口上書

口上書 日本国大使館は、外務省に敬意を表するとともに、日本国政府が、日本国とデンマーク王国（以下「デンマーク」という。）との間の一層緊密な協力関係を促進するとの精神の下に、日本国とデンマークとの間の相互理解を促進するためデンマーク国民、特にデンマークの青少年に対し日本国の文化及び一般的な生活様式を経験するための一層広範な機会を提供することを希望し、また、デンマーク国民が長期にわたり主として休暇を過ごすために日本国に入国し、かつ、旅行資金を補うために休暇の付随的側面として仕事に従事することを可能にする目的を有するワーキング・ホリデーのための制度を設けることを希望して、デンマーク国民の日本国への入国に関し、二千七年十月一日から日本国の関係法令の範囲内で相互主義に基づき次の措置をとる用意を有することを同省に通報する光栄を有する。
Note Verbale The Embassy of Japan presents its compliments to the Ministry of Foreign Affairs and has the honour to inform the latter that the Government of Japan, in a spirit of promoting closer cooperative relations between Japan and the Kingdom of Denmark (hereinafter referred to as Denmark), desirous of providing wider opportunities for Danish nationals, particularly Danish young people, to experience the culture and general way of life in Japan for the purpose of promoting mutual understanding between Japan and Denmark, and wishing to provide arrangements for working holidays which are intended to make it possible for Danish nationals to enter Japan primarily for a holiday for an extended period and also engage in employment as an incidental aspect of their holiday in order to supplement their travel funds, is prepared to take, on a reciprocal basis, from the first of October 2007 the following measures with respect to the entry of Danish nationals into Japan, subject to the relevant laws and regulations of Japan:
１ 日本国政府は、次の各要件を満たすデンマーク国民からの申請に対し、在デンマーク日本国大使館を通じて、発給日から一年間有効なワーキング・ホリデー査証を無償で発給する。
1. The Government of Japan, through the Embassy of Japan in Denmark, will issue, free of charge, a working holiday visa valid for a period of one (1) year from the date of issue on application from Danish nationals who satisfy each of the following requirements:
(a) 前記の査証の申請時にデンマークに通常居住するデンマーク国民であること。
(a) be Danish nationals who are ordinarily resident in Denmark at the time of application for the said visa;
(b) 前記の査証の申請時の年齢が十八歳以上三十歳以下であること。
(b) be aged between eighteen (18) and thirty (30) years, both inclusive, at the time of application for the said visa;
(c) 一年を超えない期間日本国において主として休暇を過ごす意図を有すること。
(c) intend primarily to go on a holiday to Japan for a period of up to one (1) year;
(d) 以前に前記の査証の発給を受けていないこと。
(d) have not previously been issued the said visa;
(e) 被扶養者を同伴しないこと（被扶養者が前記又はその他の査証を有する場合を除く。）。
(e) be persons who are not accompanied by dependants unless those dependants are in possession of the said visa or otherwise;
(f) 有効なデンマーク旅券を所持すること。
(f) possess a valid Danish passport;
(g) 帰国のための旅行切符又はこのような切符を購入するための十分な資金を所持すること。
(g) possess a return travel ticket or sufficient funds to purchase such a ticket;
(h) 日本国における滞在の当初の期間に生計を維持するための十分な資金を所持すること。
(h) possess sufficient funds for their maintenance during the period of initial stay in Japan; and
(i) 健康であり、かつ、健全な経歴を有すること。
(i) have good health and a sound background.
２ 申請者は、日本語の知識の欠如のみを理由として１にいう査証の発給を拒否されない。
2. No applicants will be refused the visa mentioned in paragraph 1 above solely on the grounds of their lack of knowledge of the Japanese language.
３ １にいう査証の申請は、この制度に特有の手続に従い、在デンマーク日本国大使館に対して提出されることが必要とされる。申請者は、必要なときは、資格決定のため、同大使館の代表者による面接を受ける。
3. Application for the visa mentioned in paragraph 1 above will be required to be submitted to the Embassy of Japan in Denmark, in accordance with procedures specific to this scheme. When necessary, applicants will be interviewed by the representatives of the Embassy to determine their eligibility.
４ 日本国政府は、１にいう査証を有するデンマーク国民に対し、入国の日から最長一年の期間日本国に滞在する許可を与える。デンマーク国民は、許可された期間を超えて滞在を延長すること及びその滞在期間中に滞在資格を変更することは認められない。
4. The Government of Japan will grant Danish nationals who have the visa mentioned in paragraph 1 above permission to stay in Japan for up to one year from the date of entry. They may not extend their stay beyond the period authorized, or alter their immigration status during stay.
５ 日本国政府は、この制度により日本国に入国したデンマーク国民が日本国の法令を遵守することを要請する。
5. The Government of Japan will require Danish nationals who have entered Japan under this scheme to comply with the laws and regulations of Japan.
６ この制度に参加するデンマーク国民は、日本国における滞在期間中に、旅行資金を補うために休暇に付随的な就労を行うことができる。
6. Danish participants in this scheme will, during their stay in Japan, be able to take work incidental to their holiday in order to supplement their travel funds.
７ この制度に参加するデンマーク国民は、日本国の関係法令の範囲内で、日本国の文化及び一般的な生活様式を学ぶ目的のため語学講座又は類似の講座に参加することができる。
7. Danish participants in this scheme may, subject to the relevant laws and regulations of Japan, enroll in language courses and/or similar courses for the purpose of learning the culture and general way of life in Japan.
８ 日本国政府は、日本国における関連の青少年団体、文化団体及び地域社会団体がこの制度の下入国したデンマーク国民のため適切な相談の便宜を与えることを奨励する。
8. The Government of Japan will encourage relevant youth, cultural and community organizations in Japan to provide appropriate counselling facilities for the Danish nationals who have entered Japan under this scheme.
９ 日本国政府は、公安、公の秩序、公衆衛生又は出入国管理上の危険性を理由として前記の諸措置の全部又は一部を一時的に停止することができる。このような停止及びその停止が有効となる日は、デンマーク政府に対し、外交上の経路を通じて直ちに通告される。
9. The Government of Japan may temporarily suspend the foregoing measures in whole or in part, for reasons of public security, public order, public health or immigration risk. Any such suspension and the date of its effect will be notified immediately to the Government of Denmark through diplomatic channels.
10 日本国政府は、デンマーク政府に対し、書面による三箇月前の予告をもって前記の諸措置を終了させることができる。
10. The Government of Japan may terminate or amend the foregoing measures by giving three (3) months’ prior written notice to the Government of Denmark.

1. The Government of Denmark, through the Embassy of Denmark in Japan or other Danish visa processing offices, will issue, free of charge, a working holiday visa valid for a period of one (1) year from the date of issue on application from Japanese nationals who satisfy each of the following requirements:

4. The Government of Denmark will grant Japanese nationals who have the visa mentioned in paragraph 1 above permission to stay in Denmark for up to one year from the date of entry. They may not extend their stay beyond the period authorized.
５ デンマーク政府は、この制度によりデンマークに入国した日本国民がデンマークの法令を遵守することを要請する。
5. The Government of Denmark will require Japanese nationals who have entered Denmark under this scheme to comply with the laws and regulations of Denmark.
６ この制度に参加する日本国民は、デンマークにおける滞在期間中に、旅行資金を補うために休暇に付随的な就労を行うことができる。
6. Japanese participants in this scheme will, during their stay in Denmark, be able to take work incidental to their holiday in order to supplement their travel funds.
７ この制度に参加する日本国民は、デンマークの関係法令の範囲内で、デンマークの文化及び一般的な生活様式を学ぶ目的のため語学講座又は類似の講座に参加することができる。
7. Japanese participants in this scheme may, subject to the relevant laws and regulations of Denmark, enroll in language courses and/or similar courses for the purpose of learning the culture and general way of life in Denmark.
８ デンマーク政府は、デンマーク内の関連団体がこの制度によりデンマークに入国した日本国市民を進んで支援することを歓迎する。
8. The Government of Denmark will welcome initiatives by relevant organizations in Denmark which would assist the Japanese participants in the scheme.
９ デンマーク政府は、公安、公の秩序、公衆衛生又は出入国管理上の危険性を理由として前記の諸措置の全部又は一部を一時的に停止することができる。このような停止及びその停止が有効となる日は、日本国政府に対し、外交上の経路を通じて直ちに通告される。
