  　書簡をもって啓上いたします。本使は、日本国の借款に関してこの書簡の付表一に掲げる日に日本国政府とカメルーン共和国政府との間で交換された書簡（以下「従前の書簡Ⅰ」という。）、債務救済措置に関してこの書簡の付表二に掲げる日に日本国政府とカメルーン共和国政府との間で交換された書簡（以下「従前の書簡Ⅱ」という。）、重債務貧困国の政府開発援助債務の完全な免除に関する日本国、カナダ、フランス共和国、ドイツ連邦共和国、イタリア共和国、グレートブリテン及び北アイルランド連合王国及びアメリカ合衆国の元首及び政府の長により千九百九十九年六月十八日にケルンで発出された声明並びにカメルーン共和国が拡大重債務貧困国イニシアティブの下で包括的な債務救済を受けるために必要な条件を満たしたことについて国際開発協会及び国際通貨基金によりそれぞれ二千六年四月二十七日及び二十八日になされた承認に関し、次の了解を日本国政府に代わって提案する光栄を有します。

Excellency,

	With reference to the Notes exchanged between the Government of Japan and the Government of the Republic of Cameroon on the dates enumerated in the List 1 attached hereto concerning Japanese loans (hereinafter referred to as “the Previous Notes I”), to the Notes exchanged between the Government of Japan and the Government of the Republic of Cameroon on the date enumerated in the List 2 attached hereto concerning debt relief measures (hereinafter referred to as “the Previous Notes II”), to the statement issued at Cologne on June 18, 1999 by the heads of State and Government of Japan, Canada, the French Republic, the Federal Republic of Germany, the Republic of Italy, the United Kingdom of Great Britain and Northern Ireland and the United States of America regarding the full cancellation of official development assistance debt of the Heavily Indebted Poor Countries and to the approval given by the International Development Association and the International Monetary Fund respectively on April 27 and 28, 2006 that the Republic of Cameroon has met necessary conditions to receive comprehensive debt relief under the Enhanced Heavily Indebted Poor Countries Initiative, I have the honour to propose on behalf of the Government of Japan the following understanding:


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
１　債務免除方式による債務救済措置が、国際協力銀行（以下「銀行」という。）により、日本国の関係法令に従ってとられることになる。

							

						

						

							

								
1.	A debt relief measure in the form of cancellation will be taken in accordance with the relevant laws and regulations of Japan by Japan Bank for International Cooperation (hereinafter referred to as “the Bank”).

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
２　免除される債務は、従前の書簡Ⅰに従って締結された借款契約及び従前の書簡Ⅱに従って締結された債務繰延契約に基づく次の債務（以下「債務」という。）から成る。

							

						

						

							

								
2.	(1)	The debts to be cancelled consist of the following debts under the loan agreements concluded in accordance with the Previous Notes I and the rescheduling agreements concluded in accordance with the Previous Notes II (hereinafter referred to as “the Debts”):

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(a) 二千六年四月一日現在で償還されていないすべての元本

(b)　二千六年四月一日以前に生じた未払のすべての利子（遅延利子を含む。）

(2)　債務の総額は、百億千百二万千二十七円（一〇、〇一一、〇二一、〇二七円）になる。

(3)　(2)に規定する総額は、カメルーン共和国政府及び銀行が行う最終的照合の後に、日本国政府及びカメルーン共和国政府の権限のある当局間の相互の同意により修正されることがある。日本国政府の権限のある当局は、外務省及び財務省であり、カメルーン共和国政府の権限のある当局は、経済・財務省である。

							

						

						

							

								
(3)	Modifications may be made to the total amount referred to in sub-paragraph (2) above by mutual consent between the competent authorities of the Government of Japan and of the Government of the Republic of Cameroon, after the final verification to be made by the Government of the Republic of Cameroon and the Bank.  The competent authorities of the Government of Japan will be the Ministry of Foreign Affairs and the Ministry of Finance, and the competent authority of the Government of the Republic of Cameroon will be the Ministry of Economy and Finance.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
３　債務は、カメルーン共和国政府に対して銀行が行う免除の通告により免除されることになる。二千六年四月二日から当該通告の日までの間（両期日を含む。）における債務に対する利子は、課されない。

							

						

						

							

								
3.	The Debts will be cancelled by notification to that effect to be made by the Bank to the Government of the Republic of Cameroon. ４　カメルーン共和国政府は、債務が免除される事実を考慮し、政府間協議の結果に従って、カメルーン共和国の貧困を削減し並びに社会的及び経済的開発を促進するために必要な措置をとる。

							

						

						

							

								
4.	The Government of the Republic of Cameroon shall, in accordance with the result of the consultations between the two Governments, take necessary measures to reduce poverty and promote social and economic development of the Republic of Cameroon, taking into account the fact that the Debts will be cancelled.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
５　両政府は、この了解から又はそれに関連して生ずることのあるいかなる事項についても相互に協議する。
