　書簡をもって啓上いたします。本大臣は、千九百九十八年四月二十八日に東京で署名された日本国の自衛隊とアメリカ合衆国軍隊との間における後方支援、物品又は役務の相互の提供に関する日本国政府とアメリカ合衆国政府との間の協定を改正する協定及び二千四年二月二十七日に東京で署名された日本国の自衛隊とアメリカ合衆国軍隊との間における後方支援、物品又は役務の相互の提供に関する日本国政府とアメリカ合衆国政府との間の協定を改正する協定により改正された千九百九十六年四月十五日に東京で署名された日本国の自衛隊とアメリカ合衆国軍隊との間における後方支援、物品又は役務の相互の提供に関する日本国政府とアメリカ合衆国政府との間の協定（以下「改正後の協定」という。)に言及する光栄を有します。改正後の
協定は、改正後の協定の付表２は、両当事国政府の合意により、改正後の協定を改正することなく修正することができる旨、及び、付表２の修正は、両当事国政府の外交上の公文の交換によって確認された日に効力を生ずる旨を特に規定しています。本大臣は、更に、改正後の協定の付表２の修正に関する日本国政府とアメリカ合衆国政府との間の討議の結果、両政府が改正後の協定の付表２を別添のとおり修正することにつき合意したことを述べる光栄を有します。
　よって、本大臣は、更に、別添の新たな付表２が改正後の協定の付表２に代わることを日本国政府に代わって提案する光栄を有します。

Excellency,

	I have the honor to refer to the Agreement between the Government of Japan and the Government of the United States of America concerning reciprocal provision of logistic support, supplies and services between the Self-Defense Forces of Japan and the Armed Forces of the United States of America signed at Tokyo on April 15, 1996, as amended by the Agreement amending the Agreement between the Government of Japan and the Government of the United States of America concerning reciprocal provision of logistic support, supplies and services between the Self-Defense Forces of Japan and the Armed Forces of the United States of America signed at Tokyo on April 28, 1998, and the Agreement amending the Agreement between the Government of Japan and the Government of the United States of America concerning reciprocal provision of logistic support, supplies and services between the Self-Defense Forces of Japan and the Armed Forces of the United States of America signed at Tokyo on February 27, 2004 (hereinafter referred to as ""the Agreement as amended""), which provides, inter alia, that Annex 2 of the Agreement as amended may be modified by agreement between the Parties without amendment of the Agreement as amended and that modifications of Annex 2 shall take effect on the date upon which they have been confirmed by exchange of diplomatic notes.    I have further the honor to state that, as a result of the discussions that have taken place between the Government of Japan and the Government of the United States of America concerning a modification of Annex 2 of the Agreement as amended, our two Governments have agreed to modify Annex 2 of the Agreement as amended as set out in the Attachment.


	Accordingly, I have further the honor to propose on behalf of the Government of Japan that the new Annex 2 as set out in the Attachment shall replace Annex 2 of the Agreement as amended.

　本大臣は、更に、前記の提案がアメリカ合衆国政府にとって受諾し得るものである場合には、この書簡及びアメリカ合衆国政府に代わるその旨の閣下の返簡がこの問題に関する両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
　本大臣は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。
