（訳文） 技術協力及び無償資金協力に関する日本国政府とウクライナ政府との間の協定
AGREEMENT ON TECHNICAL COOPERATION AND GRANT ASSISTANCE BETWEEN THE GOVERNMENT OF JAPAN AND THE GOVERNMENT OF UKRAINE
日本国政府及びウクライナ政府は、 技術協力及び無償資金協力の促進により両国間に存在する友好関係を一層強化することを希望し、 また、両国の経済的及び社会的発展並びに文化活動の促進によりもたらされる相互の利益を考慮して、 次のとおり協定した。
The Government of Japan and the Government of Ukraine, Desiring to strengthen further the friendly relations existing between the two countries by the promotion of technical cooperation and grant assistance, and Considering mutual benefits derived from promoting the economic and social development and the cultural activities of their respective countries, Have agreed as follows:
第一部 第一条 両政府は、両国間の技術協力を促進するよう努力する。
PART I Article I The two Governments shall endeavor to promote technical cooperation between the two countries.
第二条 この協定の下で実施される個別の技術協力計画を規律する別途の取決めが、両政府の権限のある当局間で合意される。日本国政府の権限のある当局は外務省であり、ウクライナ政府の権限のある当局は経済・欧州統合省である。
Article II Separate arrangements which govern specific technical cooperation projects carried out under this Agreement shall be agreed upon between the competent authorities of the two Governments. The competent authority of the Government of Japan is the Ministry of Foreign Affairs of Japan, and the competent authority of the Government of Ukraine is the Ministry of Economy and European Integration of Ukraine.
第三条 次の形態による技術協力が、独立行政法人国際協力機構（以下「ＪＩＣＡ」という。)により、日本国の現 行法令に従い、かつ、前条に規定する取決めに基づき、自己負担で行われることになる。
Article III The following forms of technical cooperation will be carried out by the Japan International Cooperation Agency (hereinafter referred to as "JICA") at its own expense in accordance with the laws and regulations in force in Japan as well as with the arrangements referred to in Article II:
(a) ウクライナ国民へ技術訓練を提供すること。
(a) providing technical training to Ukrainian nationals;
(b) 専門家をウクライナに派遣すること（以下、派遣された専門家を「専門家」という。)。
(b) dispatching experts (hereinafter referred to as the "Experts") to Ukraine;
(c) 幅広い技術と豊かな経験を有する日本人ボランティア（以下「シニア海外ボランティア」という。)をウ クライナに派遣すること。
(c) dispatching Japanese volunteers with a wide range of technical skills and abundant experience (hereinafter referred to as the "Senior Volunteers") to Ukraine;
(d) ウクライナの開発に関する基礎的な調査を行うため、日本国の調査団（以下「調査団」という。)をウク ライナに派遣すること。
(d) dispatching Japanese missions (hereinafter referred to as the "Missions") to Ukraine to conduct basic development surveys;
(e) 設備、機械及び資材をウクライナ政府に供与すること。
(e) providing the Government of Ukraine with equipment, machinery and materials; and
(f) 両政府間で相互の同意により決定されるその他の形態の技術協力をウクライナ政府に対して行うこと。
(f) providing the Government of Ukraine with other forms of technical cooperation as may be decided upon by mutual consent between the two Governments.
第四条 ウクライナ政府は、前条に規定する日本国の技術協力の結果としてウクライナ国民が取得した技術及び知識並びに供与された設備、機械及び資材がウクライナの経済的及び社会的発展に寄与し、かつ、軍事目的に使用されないことを確保する。
Article IV The Government of Ukraine shall ensure that the techniques and knowledge acquired by Ukrainian nationals as well as the equipment, machinery and materials provided as a result of the Japanese technical cooperation as set forth in Article III contribute to the economic and social development of Ukraine, and are not utilized for military purposes.
第五条 ＪＩＣＡが専門家、シニア海外ボランティア及び調査団を派遣する場合には、ウクライナ政府は、次の措置をとる。
Article V In case JICA dispatches the Experts, the Senior Volunteers and the Missions, the Government of Ukraine shall:
１(1)(a) 専門家、シニア海外ボランティア及び調査団の構成員に対し、この協定の下での任務の遂行に関連して国外から送金される給与及び手当に対して又はこれらの給与及び手当に関連して課される所得税を含む租税及び課徴金を免除すること。
1. (1) (a) exempt the Experts, the Senior Volunteers and members of the Missions from taxes including income tax, and other obligatory charges imposed on or in connection with salaries and any allowances remitted to them from abroad related to the performance of their duties under this Agreement;
(b) 専門家、シニア海外ボランティア、調査団の構成員及びそれらの家族の構成員に対し、次のものの輸入に関し、領事手数料、租税（関税を含む。)及び課徴金を免除すること。
(b) exempt the Experts, the Senior Volunteers, members of the Missions and members of their families from consular fees, taxes including customs duties and other obligatory charges, in respect of the importation of:
(i) 個人的用途のために輸入された身回品、家財及び消費財
(i) personal effects, household effects and consumer goods, imported for private use; and
(ii) ウクライナに派遣される専門家一名につき一台、専門家の家族につき一台、シニア海外ボランティア一名につき一台及びシニア海外ボランティアの家族につき一台の自動車
(ii) one motor vehicle per Expert, per family of the Expert, per Senior Volunteer and per family of the Senior Volunteer assigned to stay in Ukraine; and
(c) ウクライナに自動車を輸入しない専門家、シニア海外ボランティア及びそれらの家族の構成員に対し、当該専門家、シニア海外ボランティア及びそれらの家族の構成員が自動車を現地購入する場合には、専門家一名につき一台、専門家の家族につき一台、シニア海外ボランティア一名につき一台及びシニア海外ボランティアの家族につき一台の自動車に対して課される付加価値税を含む租税及び課徴金を免除すること。
(c) exempt the Experts, the Senior Volunteers and members of their families who do not import any motor vehicle into Ukraine from taxes including value added tax and other obligatory charges in respect of the local purchase of one motor vehicle per Expert, per family of the Expert, per Senior Volunteer and per family of the Senior Volunteer.
(2) 専門家、シニア海外ボランティア及び調査団の受入機関に対し、次のことについて支援すること。
(2) assist the organization which receives the Experts, the Senior Volunteers and the Missions to:
(a) 専門家、シニア海外ボランティア及び調査団の任務の遂行に必要な適当な事務所その他の施設（電話及びファクシミリの役務を含む。)を当該受入機関の負担で提供し、かつ、それらの運営費及び維持 費を負担すること。
(a) provide at its own expense suitable office and other facilities including telephone and facsimile services necessary for the performance of the duties of the Experts, the Senior Volunteers and the Missions as well as to bear the expenses for their operation and maintenance;
(b) 専門家、シニア海外ボランティア及び調査団の任務の遂行に必要な現地要員（必要な場合には、適当な通訳を含む。)並びに専門家、シニア海外ボランティア及び調査団の相手方となるウクライナ人の 要員を当該受入機関の負担で提供すること。
(b) provide at its own expense the local staff (including adequate interpreters, if necessary) as well as Ukrainian counterparts to the Experts, the Senior Volunteers and the Missions necessary for the performance of their duties;
(c) 専門家及びシニア海外ボランティアに係る次の諸経費を負担すること。
(c) bear expenses of the Experts and the Senior Volunteers for:
(i) 通勤費
(i) daily transportation to and from their place of work;
(ii) ウクライナ国内の公用出張旅費
(ii) their official travels within Ukraine; and
(iii) 公用通信費
(iii) their official correspondence;
(d) 専門家、シニア海外ボランティア及びそれらの家族の構成員に対し、適当な住宅の確保につき便宜を提供すること。
(d) provide the convenience for acquisition of appropriate housing accommodation for the Experts, the Senior Volunteers and members of their families; and
(e) 専門家、シニア海外ボランティア、調査団の構成員及びそれらの家族の構成員に対し、医療上の便宜を提供すること。
(e) provide the convenience for receiving medical care and facilities for the Experts, the Senior Volunteers, members of the Missions and members of their families.
(3)(a) 専門家、シニア海外ボランティア、調査団の構成員及びそれらの家族の構成員に対し、その任期中、ウクライナに入国し、同国から出国し及び同国に滞在することを許可し、外国人登録要件に係る手続に関し便宜を与え、かつ、領事手数料を免除すること。
(3) (a) permit the Experts, the Senior Volunteers, members of the Missions and members of their families to enter, leave and sojourn in Ukraine for the duration of their assignment therein, offer them the convenience for procedures of alien registration requirements, and exempt them from consular fees;
(b) 専門家、シニア海外ボランティア及び調査団の構成員の任務の遂行に必要なすべての政府機関の協力を確保するために、専門家、シニア海外ボランティア及び調査団の構成員に対し、身分証明書を交付すること。
(b) issue identification cards to the Experts, the Senior Volunteers and members of the Missions to secure the cooperation of all governmental organizations necessary for the performance of their duties; and
(c) 専門家、シニア海外ボランティア及び調査団の任務の遂行に必要なその他の措置をとること。
(c) carry out other measures necessary for the performance of the duties of the Experts, the Senior Volunteers and the Missions.
２ １に規定する身回品、家財、消費財及び自動車が、その後ウクライナ国内において、租税（関税を含む。)の免除又は同様の特権を有しない自然人又は法人に売却又は譲渡される場合には、当該身回品、家財、消費財及び自動車に係るそれらの租税は支払われなければならない。
2. The personal effects, household effects, consumer goods and motor vehicles mentioned in paragraph 1 of this Article shall be subject to payment of taxes including customs duties if they are subsequently sold or transferred within Ukraine to physical or juridical persons not entitled to exemption from such taxes or similar privileges.
３ ウクライナ政府は、専門家、シニア海外ボランティア、調査団の構成員及びそれらの家族の構成員に対し、ウクライナにおいて同様の任務を遂行している第三国又は国際機関の専門家、シニア海外ボランティア、調査団の構成員及びそれらの家族の構成員に与えられているものより不利でない特権、免除及び便宜を与える。
3. The Government of Ukraine shall accord the Experts, the Senior Volunteers, members of the Missions and members of their families such privileges, exemptions and benefits as are no less favorable than those accorded to experts, senior volunteers, members of missions and members of their families of any third country or of any international organization performing a similar mission in Ukraine.
第六条 専門家、シニア海外ボランティア及び調査団の構成員は、専門家、シニア海外ボランティア及び調査団の構成員の個別の技術協力計画の枠内の任務の遂行に起因し、その遂行中に発生し、又はその遂行に関連して専門家、シニア海外ボランティア及び調査団の構成員に対する請求が生じた場合には、その請求に関する責任を免除される。ただし、その請求が専門家、シニア海外ボランティア又は調査団の構成員の重大な過失又は故意から生じたことが両政府間の協議の後に確認された場合には、この限りでない。
Article VI The Experts, the Senior Volunteers and members of the Missions shall be indemnified against any claims, if any arises, resulting from, occurring in the course of, or otherwise connected with, the performance of their duties in the framework of specific technical cooperation projects, except when, after discussion between the two Governments, it is established that such claims arise from gross negligence or willful misconduct on the part of the Experts, the Senior Volunteers or members of the Missions.
第七条 １(1) ＪＩＣＡがウクライナ政府に設備、機械及び資材を供与する場合には、ウクライナ政府は、それらの設備、機械及び資材の輸入に関し、租税（関税を含む。)及び課徴金を免除する。これらの設備、機械及 び資材は、陸揚港においてｃ・ｉ・ｆ建てでウクライナ政府の権限のある当局に引き渡された時にウクライナ政府の財産となる。
Article VII 1. (1) In case JICA provides the Government of Ukraine with equipment, machinery and materials, the Government of Ukraine shall exempt such equipment, machinery and materials from taxes including customs duties and other obligatory charges, in respect of the importation. The equipment, machinery and materials mentioned above shall become the property of the Government of Ukraine upon being delivered c.i.f. at the port of the disembarkation to competent authorities of the Government of Ukraine.
(2) ＪＩＣＡがウクライナ政府に設備、機械及び資材を供与する場合には、ウクライナ政府は、それらの設備、機械及び資材の現地購入に関し、付加価値税を含む租税及び課徴金を免除する。
(2) In case JICA provides the Government of Ukraine with equipment, machinery and materials, the Government of Ukraine shall exempt such equipment, machinery and materials from taxes including value added tax and other obligatory charges in respect of the local purchase.
(3) (1)及び(2)に規定する設備、機械及び資材は、両政府の権限のある当局間の別途の合意がない限り、第二条に規定する取決めに定める目的のために使用される。
(3) The equipment, machinery and materials mentioned in sub-paragraph (1) and (2) shall be utilized for the purpose specified in the arrangements referred to in Article II of this Agreement unless otherwise agreed upon between the competent authorities of the two Governments.
(4) (1)及び(2)に規定する設備、機械及び資材のウクライナにおける輸送のための費用並びにそれらの補充、維持及び修理のための費用は、ウクライナ政府が負担する。
(4) The expenses for the transportation within Ukraine of the equipment, machinery and materials mentioned in sub-paragraph (1) and (2) and the expenses for their replacement, maintenance and repair shall be borne by the Government of Ukraine.
２(1) 専門家、シニア海外ボランティア及び調査団の構成員の任務の遂行に必要な設備、機械及び資材であってＪＩＣＡが用意するものは、両政府の権限のある当局間の別途の合意がない限り、ＪＩＣＡの財産である。
2. (1) The equipment, machinery and materials, prepared by JICA, necessary for the performance of the duties of the Experts, the Senior Volunteers and members of the Missions shall remain the property of JICA unless otherwise agreed upon between the competent authorities of the two Governments.
(2) ウクライナ政府は、専門家、シニア海外ボランティア及び調査団の構成員に対し、(1)に規定する設備、機械及び資材の輸入に関し、租税（関税を含む。)及び課徴金を免除する。
(2) The Government of Ukraine shall exempt the Experts, the Senior Volunteers and members of the Missions from taxes including customs duties and other obligatory charges, in respect of the importation of the equipment, machinery and materials mentioned in sub-paragraph (1).
(3) ウクライナ政府は、専門家、シニア海外ボランティア及び調査団の構成員に対し、(1)に規定する設備、機械及び資材の現地購入に関し、付加価値税を含む租税及び課徴金を免除する。
(3) The Government of Ukraine shall exempt the Experts, the Senior Volunteers and members of the Missions from taxes including value added tax and other obligatory charges in respect of the local purchase of the equipment, machinery and materials mentioned in sub-paragraph (1).
第八条 ウクライナ政府は、その指定する機関を通じ、専門家、シニア海外ボランティア及び調査団の構成員と緊密に連絡を保つものとする。
Article VIII The Government of Ukraine shall maintain close contact, through organizations designated by it, with the Experts, the Senior Volunteers and members of the Missions.
第九条 １ ウクライナ政府は、ＪＩＣＡが、ウクライナにおいてＪＩＣＡの海外事務所（以下「事務所」という。) を開設し及び維持することを認め、また、日本国から派遣されてこの協定に基づく技術協力計画の事業に関連してＪＩＣＡにより与えられる任務をウクライナにおいて遂行する駐在員及び職員（以下、それぞれ「駐在員」及び「職員」という。)を受け入れる。
Article IX 1. The Government of Ukraine shall admit JICA to open and maintain an overseas office of JICA in Ukraine (hereinafter referred to as the "Office") and shall accept a resident representative and his/her staff to be dispatched from Japan (hereinafter referred to as the "Representative" and the "Staff" respectively) who perform the duties to be assigned to them by JICA relative to the technical cooperation projects under this Agreement in Ukraine.
２ ウクライナ政府は、次の措置をとる。
2. The Government of Ukraine shall:
(1)(a) 駐在員、職員及びそれらの家族の構成員に対し、この協定の下での任務の遂行に関連して国外から送金される給与及び手当に対して又はこれらの給与及び手当に関連して課される所得税を含む租税及び課徴金を免除すること。
(1) (a) exempt the Representative, the Staff and members of their families from taxes including income tax and other obligatory charges imposed on or in connection with salaries and any allowances remitted to them from abroad related to the performance of their duties under this Agreement;
(b) 駐在員、職員及びそれらの家族の構成員に対し、次のものの輸入に関し、租税（関税を含む。)及び 課徴金を免除すること。 (i) 個人的用途のために輸入された身回品、家財及び消費財
(b) exempt the Representative, the Staff and members of their families from taxes including customs duties and other obligatory charges, in respect of the importation of: (i) personal effects, household effects and consumer goods, imported for private use; and
(ii) ウクライナに派遣される駐在員一名につき一台、職員につき一台、駐在員の家族につき一台及び職員の家族につき一台の自動車
(ii) one motor vehicle per Representative, per Staff, per family of the Representative and per that of the Staff assigned to stay in Ukraine;
(c) ウクライナに自動車を輸入しない駐在員、職員及びそれらの家族の構成員に対し、当該駐在員、職員及びそれらの家族の構成員が自動車を現地購入する場合には、駐在員一名につき一台、職員一名につき一台、駐在員の家族につき一台及び職員の家族につき一台の自動車に対して課される付加価値税を含む租税及び課徴金を免除すること。
(c) exempt the Representative, the Staff and members of their families who do not import any motor vehicle into Ukraine from taxes including value added tax and other obligatory charges in respect of the local purchase of one motor vehicle per Representative, per Staff, per family of the Representative and per that of the Staff;
(d) 駐在員、職員及びそれらの家族の構成員に対し、その任期中、ウクライナに入国し、同国から出国し及び同国に滞在することを許可し、外国人登録要件に係る手続に関し便宜を与え、かつ、領事手数料を免除すること。
(d) permit the Representative, the Staff and members of their families to enter, leave and sojourn in Ukraine for the duration of their assignment therein, offer them the convenience for procedures of alien registration requirements, and exempt them from consular fees;
(e) 駐在員及び職員に対し、身分証明書を交付すること。
(e) issue identification cards to the Representative and the Staff; and
(f) 駐在員及び職員の任務の遂行に必要なその他の措置をとること。
(f) carry out other measures necessary for the performance of the duties of the Representative and the Staff.
(2)(a) 事務所に対し、事務所の活動に必要な設備、機械、自動車及び資材の輸入に関し、租税（関税を含む。)及び課徴金を免除すること。
(2) (a) exempt the Office from taxes including customs duties and other obligatory charges, in respect of the importation of the equipment, machinery, motor vehicles and materials necessary for activities of the Office;
(b) 事務所に対し、事務所の任務に必要な設備、機械、自動車及び資材の現地購入に関し、付加価値税を含む租税及び課徴金を免除すること。
(b) exempt the Office from taxes including value added tax and other obligatory charges in respect of the local purchase of the equipment, machinery, motor vehicles and materials necessary for the functions of the Office; and
(c) 事務所に対し、事務所の経費であって国外から送金されるものに対して又はこれに関連して課される所得税を含む租税及び課徴金を免除すること。
(c) exempt the Office from taxes including income tax and other obligatory charges imposed on or in connection with office expenses remitted from abroad.
３ ２に規定する身回品、家財、消費財及び自動車が、その後ウクライナ国内において、租税（関税を含む。)の免除又は同様の特権を有しない自然人又は法人に売却又は譲渡される場合には、当該身回品、家財、消費財及び自動車に係るそれらの租税は支払われなければならない。
3. The personal effects, household effects, consumer goods and motor vehicles mentioned in paragraph 2 of this Article shall be subject to payment of taxes including customs duties if they are subsequently sold or transferred within Ukraine to physical or juridical persons not entitled to exemption from such taxes or similar privileges.
４ ウクライナ政府は、駐在員、職員及びそれらの家族の構成員並びに事務所に対し、ウクライナにおいて同様の任務を遂行している第三国又は国際機関の駐在員、職員及びそれらの家族の構成員並びに事務所に与えられているものより不利でない特権、免除及び便宜を与える。
4. The Government of Ukraine shall accord the Representative, the Staff and members of their families as well as the Office such privileges, exemptions and benefits as are no less favorable than those accorded to representatives, staff and members of their families as well as offices of any third country or of any international organization performing a similar mission in Ukraine.
第十条 ウクライナ政府は、ウクライナに滞在する専門家、シニア海外ボランティア、調査団の構成員、駐在員、職員及びそれらの家族の構成員の安全を確保するために必要な措置をとる。
Article X The Government of Ukraine shall take necessary measures to ensure security of the Experts, the Senior Volunteers, members of the Missions, the Representative, the Staff and members of their families staying in Ukraine.
第十一条 １ この部の規定は、この協定が効力を生じた後、この協定が効力を生ずる前に開始した個別の技術協力計画にも適用され、また、当該計画に関連するウクライナに滞在中の専門家、シニア海外ボランティア、調査団の構成員、駐在員、職員及びそれらの家族の構成員並びに設備、機械及び資材にも適用される。
Article XI 1. The provisions of Part I shall also apply, after the entering into force of this Agreement, to the specific technical cooperation projects which have commenced prior to the entering into force of this Agreement, and to the Experts, the Senior Volunteers, members of the Missions, the Representative, the Staff and members of their families staying in Ukraine as well as to the equipment, machinery and materials related to the said projects.
２ この協定の終了は、両政府間の相互の同意により別段の決定が行われる場合を除くほか、実施中の個別の技術協力計画が完了する日までの間当該計画に影響を与えるものではなく、また、当該計画に関する任務を遂行するためにウクライナに滞在中の専門家、シニア海外ボランティア、調査団の構成員、駐在員、職員及びそれらの家族の構成員に対して与えられる特権、免除及び便宜に影響を与えるものではない。
2. The termination of this Agreement shall neither affect the specific technical cooperation projects being carried out until the date of the completion of the said projects, unless otherwise decided upon by mutual consent between the two Governments, nor affect the privileges, exemptions and benefits accorded to the Experts, the Senior Volunteers, members of the Missions, the Representative, the Staff and members of their families staying in Ukraine for the performance of their duties in connection with the said projects.
第二部 第十二条 両政府は、両国間の無償資金協力を促進するよう努力する。 日本国政府は、日本国の現行法令に従い、かつ、次条に規定する取極に従い、ウクライナ政府に対し、無償資金協力案件の実施に必要な財又は役務を購入するための無償資金協力を実施する。
PART II Article XII The two Governments shall endeavor to promote grant assistance between the two countries. The Government of Japan will carry out the grant assistance to the Government of Ukraine for the purchase of the goods and/or services necessary for the execution of grant assistance projects in accordance with the laws and regulations in force in Japan as well as with the arrangements referred to in Article XIII.
第十三条 この協定の下で実施される個別の無償資金協力案件を規律する別途の取極が、交換公文の形式で両政府間で合意される。
Article XIII Separate arrangements which govern specific grant assistance projects carried out under this Agreement shall be agreed upon between the two Governments in the form of exchange of notes.
第十四条 １ 日本国政府がウクライナ政府に対して無償資金協力を行う場合には、ウクライナ政府は、無償資金協力に基づく財又は役務の供与に関し、ウクライナにおいて課される租税（関税を含む。)及び課徴金を日本国民に対して免除する。（日本国民という語は、日本国の自然人又はその支配する日本国の法人を意味す。)
Article XIV 1. In case the Government of Japan extends the grant to the Government of Ukraine, the Government of Ukraine shall exempt Japanese nationals from taxes including customs duties and other obligatory charges which may be imposed in Ukraine with respect to the supply of the goods and/or services under the grant. (The term "Japanese nationals" means Japanese physical persons or Japanese juridical persons controlled by Japanese physical persons.)
２ 無償資金協力に基づく日本国政府からウクライナ政府に対して供与される財又は役務に関し、ウクライナ政府は、租税（関税を含む。)及び課徴金を免除する。
2. Goods and/or services, supplied by the Government of Japan to the Government of Ukraine under the grant, shall be exempted by the Government of Ukraine from any taxes including customs duties and other obligatory charges.
第十五条 この協定の終了は、両政府間の相互の同意により別段の決定が行われる場合を除くほか、実施中の個別の無償資金協力案件が完了する日までの間当該案件に影響を与えるものではなく、また、当該案件に関して与えられる免除に影響を与えるものではない。
Article XV The termination of this Agreement shall neither affect the specific grant assistance projects being carried out until the date of the completion of the said projects, unless otherwise decided upon by mutual consent between the two Governments, nor affect the exemptions related to the said projects.
第三部 第十六条 日本国政府及びウクライナ政府は、この協定から又はそれに関連して生ずることのあるいかなる事項についても相互に協議する。
PART III Article XVI The Government of Japan and the Government of Ukraine shall consult with each other in respect of any matter that may arise from or in connection with this Agreement.
第十七条 １ この協定は、日本国政府がウクライナ政府からこの協定の効力発生のために必要な国内手続を完了した旨の書面による通告を受領した日に効力を生ずる。
Article XVII 1. This Agreement shall enter into force on the date of the receipt by the Government of Japan of the written notification from the Government of Ukraine of the completion of necessary domestic procedures for the entry into force of this Agreement.
２ この協定は、一年間効力を有するものとし、いずれか一方の政府が他方の政府に対し少なくとも六箇月の予告をもって協定を終了させる意思を書面により通告しない限り、毎年自動的に一年ずつ更新される。
2. This Agreement shall remain in force for a period of one year, and shall be automatically renewed every year for another period of one year each, unless either Government has given to the other Government at least six months' written advance notice of its intention to terminate the Agreement.
