（訳文）
　書簡をもって啓上いたします。本使は、千九百五十三年六月十九日にバンコクで署名された航空業務に関する日本国とタイとの間の協定（以下「協定」という。）第十二条及び第十四条の規定に従って千九百九十八年九月三日及び四日並びに二千四年四月五日及び六日にチェンライで行われた日本国及びタイの航空当局の間の協議に言及する光栄を有します。
　本使は、更に、前記の協議において到達した合意に基づき、及び協定第十四条の規定に従い、別添の新たな付表が協定の現行の付表に代わることを日本国政府に代わって提案する光栄を有します。
　本使は、更に、前記の提案がタイ政府にとって受諾し得るものであるときは、この書簡及びその旨の閣下の返簡が両政府間の合意を構成し、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。
　本使は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。

					Bangkok, December 2, 2004

Excellency,

	I have the honour to refer to the consultations held in Chiang Rai from 3rd to 4th September 1998 and from 5th to 6th April 2004 between the aeronautical authorities of Japan and of Thailand, in accordance with Articles 12 and 14 of the Agreement between Japan and Thailand for Air Services, signed at Bangkok on 19th June 1953 (hereinafter referred to as the "Agreement").

	I have further the honour to propose, on behalf of the Government of Japan, that the new Schedule as set out in the Attachment shall replace the existing Schedule to the Agreement, based on the agreement reached at the said consultations and pursuant to Article 14 of the Agreement.

	I have further the honour to propose that if the above proposal is acceptable to the Government of Thailand, this Note and Your Excellency's Note in reply to that effect shall constitute an agreement between the two Governments, which shall enter into force on the date of Your Excellency's Note in reply.

	I avail myself of this opportunity to extend to Your Excellency the assurances of my highest consideration.

　　　　　第一部

　日本国の一又は二以上の指定航空企業が運営する路線

SECTION I

	Routes to be operated by the designated airline or airlines of Japan:

(a)　両方向に、東京－名古屋－大阪－福岡－那覇－後に特定される中国本土における地点及び（又は）台湾における地点－香港－マニラ－インドシナ内の地点－ジャカルタ－シンガポール－クアラルンプール－バンコク及び（又は）チェンマイ及び（又は）プーケット及び（又は）後に特定されるタイ国内の他の一地点並びに以遠の地点

	(a)	Tokyo - Nagoya - Osaka - Fukuoka - Naha - Points on the mainland of China to be specified later and/or on the island of Formosa - Hong Kong - Manila - Points in Indo-China - Jakarta - Singapore - Kuala Lumpur - Bangkok and/or Chiang Mai and/or Phuket and/or one other point in Thailand to be specified later and points beyond, in both directions.

(b)　両方向に、札幌－仙台－広島－バンコク
日本国の一又は二以上の指定航空企業が前記の路線において行う協定業務は、日本国の領域内の一地点
を起点としなければならないが、その路線上の他の地点は、いずれかの又はすべての飛行に当たり当該指定航空企業の選択によって省略することができる。

	(b)	Sapporo - Sendai - Hiroshima - Bangkok, in both directions.

	The agreed services provided by the designated airline or airlines of Japan on these routes shall begin at a point in the territory of Japan, but other points on any of the routes may at the option of the designated airline be omitted on any or all flights.

　タイの一又は二以上の指定航空企業が運営する路線

SECTION II

	Routes to be operated by the designated airline or airlines of Thailand:

(a)　両方向に、プーケット及び（又は）チェンマイ及び（又は）バンコク－インドシナ内の地点－マニ
ラ－香港－高雄－台北－ソウル－那覇－大阪－東京及び以遠の地点

	(a)	Phuket and/or Chiang Mai and/or Bangkok - Points in Indo-China - Manila - Hong Kong - Kaohsiung - Taipei - Seoul - Naha - Osaka - Tokyo and points beyond, in both directions.

(b)　両方向に、バンコク－福岡－広島－名古屋－仙台－札幌
タイの一又は二以上の指定航空企業が前記の路線において行う協定業務は、タイの領域内の一地点を起
点としなければならないが、その路線上の他の地点は、いずれかの又はすべての飛行に当たり当該指定航空企業の選択によって省略することができる。

	(b)	Bangkok - Fukuoka - Hiroshima - Nagoya - Sendai - Sapporo, in both directions.
