　書簡をもって啓上いたします。本大臣は、千九百九十八年三月四日にドーハで署名された航空業務に関する日本国とカタル国との間の協定に関する交換公文で、カタール国政府がバーレーン王国政府、オマーン国政府及びアラブ首長国連邦政府とともにガルフ航空会社について完全な責任を受諾しているものに言及するとともに、カタール国が現在ガルフ航空会社に対し出資を行っていないことにかんがみ、日本国政府に代わって、同交換公文を二千四年六月二日に終了するとの了解を確認する光栄を有します。
　本大臣は、更に、前記の了解がカタール国政府にとって受諾し得るものであるときは、この書簡及び閣下の返簡が両政府間の合意を構成することを提案する光栄を有します。
　本大臣は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。

Excellency,


	I have the honour to refer to the Exchange of Notes concerning the Agreement between Japan and the State of Qatar for Air Services, signed at Doha on March 4, 1998, in which the Government of the State of Qatar accepts full responsibility jointly together with the Governments of the Kingdom of Bahrain, the Sultanate of Oman and the United Arab Emirates for the Gulf Air Company, and to confirm, on behalf of the Government of Japan, the understanding that the said Exchange of Notes shall be terminated on June 2, 2004, considering that the State of Qatar has withdrawn from the Gulf Air Company.

	I have further the honour to propose that, if the foregoing understanding is acceptable to the Government of the State of Qatar, this Note and Your Excellency's Note in reply concurring therein shall constitute an agreement between the two Governments.

	I avail myself of this opportunity to extend to Your Excellency the assurance of my highest consideration.
