　書簡をもって啓上いたします。本大臣は、千九百五十三年二月十七日にハーグで署名された航空業務に関するオランダ王国と日本国との間の協定（以下「協定」という。)の第十三条及び第十五条の規定に従って二千二年十月三十日から三十一日までの間東京において行われたオランダ王国及び日本国の航空当局の間の協議に関し、前記の協議の結果、オランダ王国及び日本国の航空当局が協定の付表を別添のとおり修正することにつき合意したことを述べる光栄を有します。

Excellency,

	With reference to the consultations held in Tokyo from 30 to 31 October 2002 between the aeronautical authorities of the Kingdom of the Netherlands and Japan in accordance with Articles 13 and 15 of the Agreement between the Kingdom of the Netherlands and Japan for Air Services, signed at The Hague on 17 February 1953 (hereinafter referred to as "the Agreement"), I have the honour to state that, as a result of the said consultations, the aeronautical authorities of the Kingdom of the Netherlands and Japan agreed to amend the Schedule to the Agreement as set out in the Attachment.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
　よって、本大臣は、別添の新たな付表が協定の現行の付表に代わることをオランダ王国政府に代わって提案する光栄を有します。

　本大臣は、前記の提案が日本国政府にとって受諾し得るものであるときは、この書簡及びその旨の閣下の返簡をこの問題に関する両政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案いたします。
　本大臣は、以上を申し進めるに際し、ここに閣下に向かって敬意を表します。

	Accordingly, I have the honour to propose, on behalf of the Government of the Kingdom of the Netherlands, that the new Schedule as set out in the Attachment shall replace the existing Schedule to the Agreement.

	If the above proposal is acceptable to the Government of Japan, it is suggested that this Note and Your Excellency's reply to that effect shall be regarded as constituting an agreement between the two Governments on this matter, which shall enter into force on the date of Your Excellency's reply.

	I avail myself of this opportunity to extend to Your Excellency the assurances of my highest consideration.
