Washington, D.C., July 12, 2002
書簡をもって啓上いたします。本使は、千九百九十五年四月二十四日にワシントンで署名された平和的目的のための宇宙の探査及び利用における協力のための損害賠償責任に係る相互放棄に関する日本国政府とアメリカ合衆国政府との間の協定（以下「協定」という。)に言及するとともに、協定第二条の規定に基づき、千九百九十六年四月三日、同年六月二十五日及び千九百九十八年十一月三十日に修正された協定の現行の附属書をこの書簡に添付されている附属書のように改めることを日本国政府に代わって提案する光栄を有します。
Excellency: I have the honor to refer to the Agreement between the Government of Japan and the Government of the United States of America Concerning Cross-Waiver of Liability for Cooperation in the Exploration and Use of Space for Peaceful Purposes, signed at Washington on April 24, 1995 (hereinafter referred to as the "Agreement"), and to propose, on behalf of the Government of Japan, that, pursuant to the provisions of Article 2 of the Agreement, the existing Annex to the Agreement, which was revised on April 3, 1996, June 25, 1996 and November 30, 1998, shall be replaced by the Annex attached to this Note.
本使は、更に、前記のことがアメリカ合衆国政府にとって受諾し得るものであるときは、この書簡及び閣下の返簡が両政府間の合意を構成し、この合意が閣下の返簡の日付の日に効力を生ずるものとすることを提案する光栄を有します。
I have the further honor to propose that, if the foregoing is acceptable to the Government of the United States of America, this Note and Your Excellency's Note in reply shall constitute an agreement between the two Governments, which will enter into force on the date of Your Excellency's reply.
本使は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。

I have the honor to confirm on behalf of the Government of the United States of America that the foregoing is acceptable to the Government of the United States of America and to agree that Your Excellency's Note and this Note in reply shall constitute an agreement between the two Governments, which will enter into force on the date of this reply.
