  　書簡をもって啓上いたします。本使は、千九百九十三年十一月二十五日に東京で署名された航空業務に関する日本国政府とモンゴル国政府との間の協定（以下「協定」という。)に関し二千一年四月十日から十一日までの間東京において行われた協議に言及する光栄を有します。

							

						

						

							

								
Excellency,

	I have the honour to refer to the consultation held in Tokyo from 10 to 11 April 2001 concerning the Agreement between the Government of Japan and the Government of Mongolia for Air Services signed at Tokyo on 25 November 1993 (hereinafter referred to as the "Agreement").

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本使は、更に、前記の協議において到達した合意及び協定第十六条３に従い、協定の現行付表が次のとおり修正されるべきことを日本国政府に代わって提案する光栄を有します。

	Note 1:	The designated airline or airlines of Mongolia may operate to and from Tokyo only after the provisional second runway of the New Tokyo International Airport is opened to international scheduled services.   ３　いずれの締約国の一又は二以上の指定航空企業が提供する協定業務も、当該締約国の領域内の一地点をその起点としなければならない。ただし、特定路線上の他の地点は、いずれかの又はすべての飛行に当たって、その指定航空企業の選択により省略することができる。

							

						

						

							

								
3.	The agreed services provided by the designated airline or airlines of either Contracting Party shall begin at a point in the territory of that Contracting Party, but other points on the specified route may, at the option of the designated airline or airlines, be omitted on any or all flights.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  　本使は、更に、この書簡及び前記の取極をモンゴル国政府に代わって確認する閣下の返簡が両国政府間の合意を構成するものとみなし、その合意が閣下の返簡の日付の日に効力を生ずることを提案する光栄を有します。

							

						

						

							

								
	I have further the honour to propose that this Note together with Your Excellency's Note in reply confirming on behalf of the Government of Mongolia the foregoing arrangement shall be regarded as constituting an agreement between the two Governments, which shall enter into force on the date of Your Excellency's reply.
