  　書簡をもって啓上いたします。本使は、二千年五月に開催された貴国政府の代表者と関係債権諸国政府の代表者との間の協議において到達し、二千年九月十一日に貴国政府により受諾された結論に基づき日本国政府の代表者と貴国政府の代表者との間で行われた最近の交渉に言及する光栄を有します。本使は、更に、当該交渉において到達した次の了解を確認する光栄を有します。

Excellency,

	I have the honour to refer to the recent negotiations between the representatives of my Government and of your Government that were held on the basis of the conclusions reached during the consultations between the representatives of your Government and of the Governments of the creditor countries concerned held in May, 2000 and accepted by your Government on September 11, 2000.   １　債務支払猶予方式による債務救済措置が、国際協力銀行（以下「銀行」という。)により、日本国の関係法令に従ってとられることになる。


							

						

						

							

								
1.	A debt relief measure in the form of deferral will be taken by Japan Bank for International Cooperation (hereinafter referred to as "the Bank") in accordance with the relevant laws and regulations of Japan.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ２(1)　支払を猶予される債務（以下「支払猶予債務」という。)は、貴国政府が銀行に対して負う次の債務か
      ら成る。


							

						

						

							

								
2.	(1)	The debts to be deferred (hereinafter referred to as "the Deferred Debts") consist of the following debts which your Government owes to the Bank:



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
      (a)  千九百九十九年四月一日から二千年三月三十一日までの間（両期日を含む。)に弁済期限の到来した未払の元本及び繰延利子（それらの内訳は、この書簡の付表に掲げられる。)


							

						

						

							

								
(a) the principal and rescheduling interest having fallen due between April 1, 1999 and March 31, 2000, both dates inclusive, and not paid, the breakdown of which is shown in the List attached hereto; and



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
      (b)  この書簡の付表に掲げる各々の弁済期日から二千年三月三十一日までの間（両期日を含む。)に生じた(a)にいう債務に対する利子。当該利子は、３(2)にいう率によって算定される。


							

						

						

							

								
(b) the interest on the debts mentioned in sub-paragraph (a) above having accrued between each due date mentioned in the List attached hereto and March 31, 2000, both dates inclusive.     (2)(a)　(1)(a)にいう債務の総額は、一億八百八十七万九百七十四円（一〇八、八七〇、九七四円）となる。

      (b)　(1)(b)にいう債務の総額は、三十二万七千三百四十五円（三二七、三四五円）となる。

    (3)　(2)にいう総額及びこの書簡の付表は、貴国政府の関係当局と銀行が行う最終的照合の後に、両政府の関係当局間の合意により修正されることがある。


							

						

						

							

								
	(3)	Modifications may be made to the total amount referred to in sub-paragraph (2) above and to the List attached hereto by agreement between the authorities concerned of the two Governments, after the final verification to be made by the authorities concerned of your Government and the Bank.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ３　債務支払猶予の条件は、貴国政府と銀行との間で締結される修正書簡であって、なかんずく次の原則を含むものにおいて規定される。


							

						

						

							

								
3.	The terms and conditions of the deferral will be stipulated in an amendment letter to be concluded between your Government and the Bank, which will contain, inter alia, the following principles:



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (1)　支払猶予債務は、この書簡の附属書に掲げる支払計画に従って十回の半年賦払によって支払われる。


							

						

						

							

								
	(1)	The Deferred Debts were to be paid or will be paid in ten (10) semi-annual installments in accordance with the payment scheme shown in the Annex attached to this Note.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)　支払猶予債務に対して千九百九十九年三月三十一日から適用される利子率は、日本円預金に対する適用可能なロンドン銀行間取引金利（六箇月の貸出しに適用される金利）に年〇・五パーセントを加えたものとなる。利子率は、毎年三月三十一日及び九月三十日の二ロンドン銀行営業日前に決められる。


							

						

						

							

								
	(2)	The rate of interest on the Deferred Debts will be nought point five per cent (0.5%) per annum above the applicable London inter-bank offered rate on Japanese yen deposits applied for six months lending beginning from March 31, 1999.  The rate of interest will be determined on the day falling two London banking days before March 31 and September 30 in each year.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)　(1)及び(2)の規定にかかわらず、この書簡の交換の日現在で償還されていない賦払の支払計画は、貴国政府と銀行との間で締結される前記の修正書簡において規定される。


							

						

						

							

								
	(3)	Notwithstanding the provisions of sub-paragraph (1) and (2) above, payment schedule of those installments outstanding as of the date of exchange of this Note will be stipulated in the said amendment letter to be concluded between your Government and the Bank.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ４　支払われる利子については、貴国のすべての租税及び課徴金が免除される。

  ５　貴国政府は、関係債務の決済に伴って生ずる銀行手数料を支払う。

  ６　貴国政府の代表者及び関係債権諸国政府の代表者が貴国の債務（この取極が対象とする債務を含む。)の再編成に関して新たな結論に到達した場合には、この取極の継続又は修正について討議するために日本国政府と貴国政府との間で協議が行われる。


							

						

						

							

								
6.	If the representative of your Government and the representatives of the Governments of the creditor countries concerned come to a new conclusion in connection with reorganization of your country's debts including the debts covered by the present arrangements, consultations will be held between my Government and your Government in order to discuss the matter of continuation or modification of the present arrangements.
