　書簡をもって啓上いたします。本使は、日本国とエジプト・アラブ共和国との間の友好関係及び経済協力を強化すること並びにエジプト・アラブ共和国の開発努力を促進することを目的として供与される日本国の借款に関して日本国政府の代表者とエジプト・アラブ共和国政府の代表者との間で最近到達した次の了解を確認する光栄を有します。

Excellency,

	I have the honour to confirm the following understanding recently reached between the representatives of the Government of Japan and of the Government of the Arab Republic of Egypt concerning a Japanese loan to be extended with a view to strengthening the friendly relations and economic cooperation between the two countries and promoting the development efforts of the Arab Republic of Egypt:



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
１  五十一億九千四百万円（五、一九四、〇〇〇、〇〇〇円）の額までの円貨による借款（以下「借款」という。)が、社会開発基金計画（以下「計画」という。)の実施のため、国際協力銀行（以下「銀行」とい
う。)により、日本国の関係法令に従って、エジプト・アラブ共和国政府に供与されることになる。


							

						

						

							

								
1.	A loan in Japanese yen up to the amount of five billion one hundred and ninety-four million yen (5,194,000,000) (hereinafter referred to as "the Loan") will be extended to the Government of the Arab Republic of Egypt by Japan Bank for International Cooperation (hereinafter referred to as "the Bank") in accordance with the relevant laws and regulations of Japan to implement the Social Fund for Development Project (hereinafter referred to as "the Project").



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
２(1)　借款は、エジプト・アラブ共和国政府と銀行との間で締結される借款契約に基づいて使用に供される。借款の条件及び使用に関する手続は、なかんずく次の原則を含むことになる前記の借款契約によって規制される。


							

						

						

							

								
2.	(1)	The Loan will be made available by a loan agreement to be concluded for the Project between the Government of the Arab Republic of Egypt and the Bank.  The terms and conditions of the Loan as well as the procedures for its utilization will be governed by the said loan agreement which will contain, inter alia, the following principles:



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(a)　償還期間は、十年の据置期間の後三十年とする。


							

						

						

							

								
(a) The repayment period will be thirty (30) years after the grace period of ten (10) years;
　　　


							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(b)  利子率は、年〇・七五パーセントとする。


							

						

						

							

								
(b) The rate of interest will be seventy-five hundredths per cent (0.75%) per annum; and



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(c)  支出期間は、前記の借款契約の発効の日から五年とする。


							

						

						

							

								
(c) The disbursement period will be five (5) years from the date of coming into force of the said loan agreement.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(2)　(1)にいう借款契約は、銀行が計画の実行可能性（環境に対する配慮を含む。)を確認した後に締結される。


							

						

						

							

								
	(2)	The loan agreement mentioned in sub-paragraph (1) above will be concluded after the Bank is satisfied of the feasibility, including the environmental consideration, of the Project.




							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(3)　(1)(c)にいう支出期間は、両政府の関係当局の同意を得て延長することができる。


							

						

						

							

								
	(3)	The disbursement period mentioned in 
sub-paragraph (1)(c) above may be extended with the consent of the authorities concerned of the two Governments.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
(4)　借款は、計画を実施するために社会開発基金が借入人に対して行う融資に充てるために使用に供される。


							

						

						

							

								
	(4)	The Loan will be made available to cover credits to be extended by the Social Fund for Development to the sub-borrowers for the implementation of the Project.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
３　エジプト・アラブ共和国政府は、銀行について、借款及びそれから生ずる利子に対して又はそれらに関連してエジプト・アラブ共和国において課されるすべての財政課徴金及び租税を免除する。


							

						

						

							

								
3.	The Government of the Arab Republic of Egypt will exempt the Bank from all fiscal levies and taxes imposed in the Arab Republic of Egypt on and/or in connection with the Loan as well as interest accruing therefrom.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
４　エジプト・アラブ共和国政府は、借款が適正にかつ専ら計画のために使用されることを確保するために必要な措置をとる。


							

						

						

							

								
4.	The Government of the Arab Republic of Egypt will take necessary measures to ensure that the Loan be used properly and exclusively for the Project.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
５　エジプト・アラブ共和国政府は、要請に応じ、日本国政府及び銀行に対し、計画の実施の進状(ちよく)況に関
する情報及び資料を提供する。


							

						

						

							

								
5.	The Government of the Arab Republic of Egypt will, upon request, furnish the Government of Japan and the Bank with information and data concerning the progress of the implementation of the Project.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
６　両政府は、前記の了解から又はそれに関連して生ずることのあるいかなる事項についても相互に協議する。


							

						

						

							

								
6.	The two Governments will consult with each other in respect of any matter that may arise from or in connection with the foregoing understanding.



							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
　本使は、更に、この書簡及び前記の了解をエジプト・アラブ共和国政府に代わって確認される閣下の返簡が両政府間の合意を構成するものとみなし、その合意がその効力発生のために必要な国内手続を完了した旨のエジプト・アラブ共和国政府からの書面による通告を日本国政府が受領した時に効力を生ずるものとすることを提案する光栄を有します。
　この書簡は、ひとしく正文である日本語、アラビア語及び英語により作成され、解釈に相違がある場合には、英語の本文によるものとします。
　本使は、以上を申し進めるに際し、ここに重ねて閣下に向かって敬意を表します。

	I have further the honour to propose that this Note and Your Excellency's Note in reply confirming the foregoing on behalf of the Government of the Arab Republic of Egypt shall be considered as constituting an agreement between the two Governments, which will become effective upon the receipt by the Government of Japan of the written notification from the Government of the Arab Republic of Egypt of the completion of necessary domestic procedures for the entry into force of such agreement.

	This Note is written in the Japanese, Arabic and English languages, each text being equally authentic, and in case of any divergence in interpretation, the English text shall prevail.


	I avail myself of this opportunity to renew to Your Excellency the assurance of my highest consideration.
