    書簡をもって啓上いたします。本使は、日本国政府（以下「政府」という。)の代表者と国際連合パレスチナ難民救済事業機関（以下「機関」という。)の代表者との間で最近行われたパレスチナ難民に対する食糧援助計画に関する協議に言及するとともに、千九百九十九年の食糧援助規約に関連して政府が機関を通じて供与する意向を有する援助に関する次の取極を提案する光栄を有します。

							

						

						

							

								
Madame,

	I have the honour to refer to the recent discussions held between the representatives of the Government of Japan (hereinafter referred to as "the Government") and of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (hereinafter referred to as "the UNRWA") in relation to the food aid programme for the Palestine Refugees and have further the honour to propose the following arrangements concerning the assistance which the Government intends to extend through the UNRWA in connection with the Food Aid Convention, 1999:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １  政府は、日本国の関係法令に従い、六億円（六〇〇、〇〇〇、〇〇〇円）を贈与の形で機関の使用に供する。

							

						

						

							

								
1.	The Government shall make available to the UNRWA, in accordance with the relevant laws and regulations of Japan, the amount of six hundred million yen (600,000,000) in the form of grant.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ２  政府は、日本国の銀行の東京店に開設されている機関の勘定に、１に定める額を日本円で払い込む。この額は、政府の関係当局と機関との間の合意によって延長されない限り、この取極が効力を生ずる日から二千二年三月三十一日までの期間中に払い込まれる。

							

						

						

							

								
2.	The Government shall make a payment of the amount referred to in paragraph 1 in Japanese yen to the UNRWA Account opened in the Tokyo office of a bank of Japan.  This amount shall be paid during the period between the date of coming into force of the present arrangements and March 31, 2002, unless the period is extended by mutual agreement between the authority concerned of the Government and the UNRWA.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ３  政府は、２の規定に従って払込みを行うことにより、その払込みを行ったときにその払込みの金額までこの取極に基づく援助を実施したとみなされる。

							

						

						

							

								
3.	By and upon making the payment under the preceding paragraph, the Government shall be deemed to have made the assistance under the present arrangements to the extent of the amount of such payment.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ４(1)　１に定める総額は、アメリカ合衆国、カナダ、オーストラリア、トルコ共和国、アルゼンティン共和国及び（又は）欧州連合の加盟国において生産された小麦から製粉された小麦粉（以下「小麦粉」という。)、タイ王国において生産された米（以下「米」という。)及び（又は)トルコ共和国、カナダ、オーストラリア及び（又は）シリア・アラブ共和国において生産されたレンズ豆（以下「レンズ豆」という。)の購入及びこれらの購入に関連する費用（輸送費及び保険料を含む。)に使用される。

							

						

						

							

								
4.	(1)	The total amount referred to in paragraph 1 above shall be used for the purchase of wheat flour milled from wheat produced in the United States of America, Canada, Australia, the Republic of Turkey, Argentine Republic and/or the member states of the European Union (hereinafter referred to as "Wheat Flour"), rice produced in Kingdom of Thailand (hereinafter referred to as "Rice") and/or red lentils produced in the Republic of Turkey, Canada, Australia and/or Syrian Arab Republic (hereinafter referred to as "Red Lentils") and for the expenditures related to such purchases, including freight and insurance premium.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)　小麦粉、米及び（又は)レンズ豆の現在の価格、輸送費及び保険料を考慮して、最小限三億九千四百万円（三九四、〇〇〇、〇〇〇円）相当の小麦粉、米及び（又は）レンズ豆が購入され、船積みされ、パレスチナ難民に引き渡されることが期待される。

							

						

						

							

								
	(2)	Taking into account the current price of What Flour, Rice and/or Red Lentils freight and insurance premium, it is expected that a minimum of three hundred and ninety-four million yen (394,000,000) of the Wheat Flour, Rice and/or Red Lentils will be purchased, shipped and delivered to the Palestine refugees.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)　機関は、(2)にいう小麦粉、米及び（又は）レンズ豆の購入並びに輸送及び保険のため、機関の財務規則に従い供給者と契約を締結する。

							

						

						

							

								
	(3)	The UNRWA shall enter into contracts with suppliers for the purchase of Wheat Flour, Rice and/or Red Lentils referred to in sub-paragraph (2) and for the shipping and insurance in accordance with the UNRWA's financial rules.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ５　機関は、４の規定に従って購入した小麦粉、米及び（又は）レンズ豆をできる限り速やかにパレスチナ難民に引き渡すために必要なすべての措置をとる。

							

						

						

							

								
5.	The UNRWA shall take all the necessary measures to deliver as soon as possible the Wheat Flour, Rice and/or Red Lentils purchased under the preceding paragraph to the Palestine refugees.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ６  政府及び機関は、いずれか一方の要請により、この取極から又はこれに関連して生ずるいかなる事項についても、相互に協議する。

							

						

						

							

								
6.	The Government and the UNRWA shall consult with each other, at the request of either of them, on any matter that may arise from or in connection with the present arrangements.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ７(1)　機関は、供給者と契約を締結した後、遅滞なく次の事項を政府に通報する。

    (2)　船積み、荷揚げ及び配布地への到着のたびに、機関は、これらの日付並びに小麦粉、米及び（又は）レンズ豆の数量及び品質を政府に通報する。

							

						

						

							

								
	(2)	Each time a shipment is loaded aboard a ship or unloaded therefrom or arrives at the distribution sites, the UNRWA shall infrom the Government of the date and the quantity and condition of Wheat Flour, Rice and/or Red Lentils purchased.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)　機関は、最初の積荷が配布地に到着した後、三箇月ごとに小麦粉、米及び（又は）レンズ豆の配布に関する報告書を政府に提出する。

							

						

						

							

								
	(3)	After the arrival of the first shipment at the distribution sites, the UNRWA shall submit to the Government a report on the distribution of Wheat Flour, Rice and/or Red Lentils purchased every three months.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (4)　機関は、この取極に従って購入した小麦粉、米及び（又は）レンズ豆の配布が完了した後、配布に関する最終報告書を、できる限り配布地における写真を付して、政府に提出する。

							

						

						

							

								
	(4)	Upon the completion of the distribution of Wheat Flour, Rice and/or Red Lentils purchased under the present arrangements, the UNRWA shall provide for the Government a final report on the distribution, if possible together with photographs taken at the distribution sites.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (5)　機関は、関連の出版物において政府の貢献について言及すること及び小麦粉、米及び（又は）レンズ豆が日本国により贈与された旨の標示を小麦粉、米及び（又は）レンズ豆の袋に日本国のＯＤＡマークを付すことにより政府の貢献が視認できることを確保する。

							

						

						

							

								
	(5)	The UNRWA shall ensure the visibility of the Government's contribution through referring to the contribution in its relevant publications and indicating, by markings on the wheat flour bags, rice bags and/or red lentils bags with the logo of Japan's ODA, that Wheat Flour, Rice and/or Red Lentils have been donated by Japan.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    本使は、更に、この書簡及び前記の取極を確認する貴官の返簡が政府と機関との間の合意を構成するものとみなし、その合意が貴官の返簡の日付の日に効力を生ずることを提案する光栄を有します。
