    書簡をもって啓上いたします。本使は、日本国政府（以下「政府」という。）の代表者と世界食糧計画（以下「計画」という。）の代表者との間で最近行われたコロンビア共和国内の避難民に対する食糧援助計画に関する協議に言及するとともに、千九百九十九年の食糧援助規約に関連して政府が計画を通じて供与する意向を有する援助に関する次の取極を提案する光栄を有します。

							

						

						

							

								
Madam,

	I have the honour to refer to the recent discussions held between the representatives of the Government of Japan (hereinafter referred to as "the Government") and of the World Food Programme (hereinafter referred to as "the Programme") in relation to the food aid programme for the internally displaced persons in the Republic of Colombia and have further the honour to propose the following arrangements concerning the assistance which the Government intends to extend through the Programme in connection with the Food Aid Convention, 1999:

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  １  政府は、日本国の関係法令に従い、一億円（一〇〇、〇〇〇、〇〇〇円）を贈与の形で計画の使用に供する。

							

						

						

							

								
1.	The Government shall make available to the Programme, in accordance with the relevant laws and regulations of Japan, the amount of one hundred million yen (100,000,000) in the form of grant.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ２  政府は、日本国の銀行の東京店に開設されている世界食糧計画の勘定に、１に定める額を日本円で払い込む。この額は、政府の関係当局と計画との間の合意によって延長されない限り、この取極が効力を生ずる日から二千一年三月三十一日までの期間中に払い込まれる。

							

						

						

							

								
2.	The Government shall make a payment of the amount referred to in paragraph 1 in Japanese yen to the World Food Programme Account opened in the Tokyo office of a bank of Japan.  This amount shall be paid during the period between the date of coming into force of the present arrangements and March 31, 2001, unless the period is extended by mutual agreement between the authority concerned of the Government and the Programme.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ３  政府は、２の規定に従って払込みを行うことにより、その払込みを行ったときにその払込みの金額までこの取極に基づく援助を実施したとみなされる。

							

						

						

							

								
3.	By and upon making the payment under the preceding paragraph, the Government shall be deemed to have made the assistance under the present arrangements to the extent of the amount of such payment.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ４(1)  １に定める総額は、アメリカ合衆国、欧州連合の加盟国、カナダ、ウクライナ、ハンガリー共和国、アルゼンティン共和国、トルコ共和国及び（又は）ブルガリア共和国において生産された小麦（以下「小麦」という。)の購入及びこの購入に関連する費用（輸送費、保険料及び計画に対する手数料を含む。)に使用される。

							

						

						

							

								
4.	(1)	The total amount referred to in paragraph 1 above shall be used for the purchase of wheat produced in the United States of America, the member States of the European Union, Canada, Ukraine, the Republic of Hungary, the Argentine Republic, the Republic of Turkey and/or the Republic of Bulgaria (hereinafter referred to as "the Wheat") and for the expenditures related to such purchases, including freight, insurance premium and the Programme's agency fees.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)  小麦の現在の価格、輸送費、保険料及びその他関連経費を考慮して、最小限六千九百万円（六九、〇〇〇、〇〇〇円）相当の小麦が購入され、船積みされ、コロンビア共和国内の避難民に引き渡されることが期待される。

							

						

						

							

								
	(2)	Taking into account the current price of the Wheat, freight, insurance premium and other related expenditures, it is anticipated that a minimum of sixty-nine million yen (69,000,000) of the Wheat will be purchased, shipped and delivered to the internally displaced persons in the Republic of Colombia.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)  計画は、(2)にいう小麦の購入並びに輸送及び保険のため、計画の財務規則に従い供給者と契約を締結する。

							

						

						

							

								
	(3)	The Programme shall enter into contracts with suppliers for the purchase of the Wheat referred to in sub-paragraph (2) and for the shipping and insurance in accordance with the Programme's financial rules.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ５  計画は、４の規定に従って購入した小麦をできる限り速やかにコロンビア共和国内の避難民に引き渡すために必要なすべての措置をとる。

							

						

						

							

								
5.	The Programme shall take all the necessary measures to deliver as soon as possible the Wheat purchased under the preceding paragraph to the internally displaced persons in the Republic of Colombia.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ６  政府及び計画は、いずれか一方の要請により、この取極から又はこれに関連して生ずるいかなる事項についても、相互に協議する。

							

						

						

							

								
6.	The Government and the Programme shall consult with each other, at the request of either of them, on any matter that may arise from or in connection with the present arrangements.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
  ７(1)　計画は、標準事業報告書の形式により、事業の財政及び活動に係る報告書を政府に提出する。

							

						

						

							

								
7.	(1)	The Programme shall provide the Government with a financial and operational report of the project in the form of the Standardized Project Report.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (2)　計画は、政府の要請に基づき、事業に関する必要な情報を政府に提出する。

							

						

						

							

								
	(2)	Upon the request made by the Government, the Programme shall provide the Government with necessary information on the project.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    (3)　計画は、関連の出版物において政府の貢献について言及すること及び小麦が日本国により贈与された旨の標示を小麦の袋に日本国のＯＤＡマークを付すことにより、政府の貢献を視認できることを確保する。

							

						

						

							

								
	(3)	The Programme shall ensure the visibility of the Government's contribution through referring to the contribution in its relevant publications and indicating, by markings on the wheat bags with the logo of Japan's ODA, that the Wheat has been donated by Japan.

							

						

						

					

					
				
			
		
			
			
				
				

				
				
				
					

						

							

								
    本使は、更に、この書簡及び前記の取極を確認される貴官の返簡が政府と計画との間の合意を構成するものとみなし、その合意が貴官の返簡の日付の日に効力を生ずることを提案する光栄を有します。
